Judicial control as a guarantee of the activities of the prosecutor's office for the observance of human rights in Ukraine

Встановлено, що судовий контроль виступає окремим інститутом, основна роль функціонування якого полягає у врегулюванні суспільних відносин з ціллю забезпечення захисту прав і законних інтересів людини і громадянина. Визначено, що судовий контроль за діяльністю органів прокуратури у контексті дотримання прав та свобод людини і громадянина виступає особливим видом державного контролю, який здійснюється судовою гілкою влади в Україні. З’ясовано, що предметом здійснення судового контролю за діяльністю органів прокуратури є безпосередня діяльність цих органів, зокрема законність і обґрунтованість такої діяльності у контексті ухвалення управлінських чи процесуальних рішень. Встановлено, що суб’єктами здійснення судового контролю за діяльністю органів прокуратури є Верховний Суд, апеляційні суди та місцеві суди. Визначено, що судовий контроль щодо дотримання прав та свобод людини і громадянина потрібно проводити у процесі застосування заходів, якими забезпечуватиметься кримінальне провадження.The article reveals the features of the implementation of judicial control as a guarantee of the activities of the prosecutor’s office for the observance of human rights in Ukraine. It has been established that judicial control acts as a separate institution, the main role in the functioning of which is to regulate social relations in order to ensure the protection of the rights and legitimate interests of a human and a citizen. It has been established that judicial control over the activities of the prosecutor’s office in the context of respect for the rights and freedoms of man and citizen is a special type of state control exercised by the judicial branch of power in Ukraine. It was found that the subject of judicial control over the activities of the prosecutor’s office is the direct activities of prosecuting authorities, in particular the legality and validity of such activities in the context of making managerial or procedural decisions. It has been established that the subjects of judicial control over the activities of the prosecutor’s office are the Supreme Court, courts of appeal and local courts. It is determined that judicial control over the observance of human and civil rights and freedoms should be carried out in the process of applying the measures that will ensure criminal proceedings. It is noted that the prospects for further research in this direction are to study the features and improve the mechanism of administrative and legal regulation of the legal protection of the rights and freedoms of man and citizen in the activities of the prosecutor’s office of Ukraine.Раскрыты особенности осуществления судебного контроля как гарантии деятельности органов прокуратуры за соблюдением прав человека в Украине. Установлено, что судебный контроль выступает отдельным институтом, основная роль в функционировании которого состоит в урегулировании общественных отношений с целью обеспечения защиты прав и законных интересов человека и гражданина. Определено, что судебный контроль за деятельностью органов прокуратуры в контексте соблюдения прав и свобод человека и гражданина выступает особым видом государственного контроля, осуществляемого судебной ветвью власти в Украине. Отмечено, что предметом осуществления судебного контроля за деятельностью органов прокуратуры является непосредственная деятельность этих органов, в частности законность и обоснованность такой деятельности в контексте принятия управленческих или процессуальных решений. Установлено, что субъектами осуществления судебного контроля над деятельностью органов прокуратуры являются Верховный Суд, апелляционные суды и местные суды. Подчеркнуто, что судебный контроль соблюдения прав и свобод человека и гражданина следует проводить в процессе применения мер, которыми будет обеспечиваться уголовное производство

Puerarin alleviates burn-related procedural pain mediated by P2X3 receptors

Pain is a major problem after burns. Procedural pain evoked by burn dressing changes is common in patients, and its management is a critical part of treatment in acute burn injuries. Burn pain is very likely the most difficult form of acute pain to treat. ATP contributes to inflammation, and ATP is implicated in peripheral pain signaling via actions upon P2X3 receptors. Puerarin is extracted from a traditional Chinese medicine and may act on P2X3 receptor mechanisms. The Visual Analogue Scale (VAS) has been shown to be a sensitive indicator of pain intensity and treatment effects. Peripheral blood mononuclear cells (PBMCs) are involved in nociception or pain after burn injury. Burn patients were randomly divided into normal saline (NS) group (salt solution is saline) and puerarin-treated group and pain (Visual Analogue Scale scores) and inflammation (PBMCs) measured. Burn pain produces a stress response, so blood glucose, insulin, and cortisol levels in burn patients were determined. Furthermore, the expression of P2X3 protein and mRNA in PBMCs was detected. The VAS scores in the puerarin-treated group were lower than those in NS group. The blood glucose, insulin, and cortisol levels in the puerarin-treated group at post-dressing changes were significantly decreased in comparison with those in NS group. The expression levels of P2X3 protein and mRNA in PBMCs of burn patients in NS group were significantly increased in comparison with those in the puerarin-treated group. Puerarin can antagonize inflammatory factors (such as ATP) and decrease the upregulated expressions of P2X3 protein and mRNA in PBMCs after burns to decrease VAS. Thus, puerarin had an analgesic effect on procedural pain in dressing changes of burn patients related to P2X3 receptors
