    Farmers’ Awareness and Use of IPM for Soybean Aphid Control: Report of Survey Results for the 2004, 2005, 2006, and 2007 Crop Years

    In response to the introduction and rapid spread of soybean aphid, farmers in the Upper Midwest were surveyed about their treatment of and knowledge about soybean aphids for crop years 2004, 2005, 2006, and 2007. Overall, the farmers showed a fairly good understanding of soybean aphids and their impact on soybeans. Over 80% said soybean aphids could be treated and repopulate in the same crop year. For 2004-2006, at least 75% of the farmers said aphids damaged their soybeans by sucking sap. However this percentage dropped to 59% for 2007 with a greater percentage pointing at a combination of damage methods. This lower percentage for 2007 may be due to a broader, randomly selected sample of farmers who received the surveys by mail versus farmers who attended meetings in the first three years. However, even though fewer seemed to have a clear understanding of how aphids damage soybeans, other measures indicate a stable or improved understanding of soybean aphid biology and control. Over 70% said the frequency with which aphids should be treated for profitable control depends on aphid counts, weather conditions and plant growth stage. About a third of the farmers believed that aphids inflict the most damage during early flowering through pod set (R1-R3); however, about a third also thought aphids could inflict the most damage at any stage. Over half the farmers considered the lowest aphid density for profitable aphid control to be 250 aphids per plant.     In response to the introduction and rapid spread of soybean aphid as a major new invasive pest of soybean in North America, farmers who attended winter crop meetings in four states in North Central US were surveyed about their treatment of and knowledge about soybean aphids for crop years 2004, 2005, and 2006. Thirteen percent, 84%, and 35% of the farmers indicated they had treated for soybean aphid in 2004, 2005, and 2006, respectively. The average of the soybean acreage treated in each year was 50%, 87%, and 81%, respectively. Overall, the farmers showed a good understanding of soybean aphids and their impact on soybeans. Over 80% knew soybean aphids could repopulate and cause yield damage after an insecticide treatment. Seventy-five percent knew aphids damaged soybeans by sucking sap. Almost 80% said the frequency with which aphids should be treated for profitable control depends on aphid counts, weather conditions, and plant stage. On average, just under 70% considered an average of 250 aphids per plant to be the lowest density for profitable insecticide spraying.     Exploring Digital Health Promotion and Education in East Texas: Pathways to Improving Access

    Purpose: Technology is an important part of healthcare in the United States. There are opportunities for a better understanding of how technology and digital health can improve health and healthcare. The purpose of this study was to answer two research questions. The first research question was, what is the understanding of digital health in the community? The second research question was, what is the knowledge of digital health in the community. These research questions may inform how health professionals address the issue of electronic health records, digital health, and the implications for technology. Methods: Using a convenience sample, participants were recruited to answer an online survey to identify knowledge and understanding of technology, digital health, and a better understanding of health. Participants were able to opt into or out of the survey. The data was analyzed using Microsoft Excel and evaluated with descriptive statistics. Results: The sample size of 14 is small. Results identified that participants were not fully embracing of health technologies. The data indicated that participants were not fully accepting of technology and digital health. Conclusions: Further research should be conducted to obtain a larger sample size. Healthcare professionals have a responsibility to plan interventions to educate the community about health and health technologies. Qualitative and mixed-method studies can add to what is known about health and healthcare technology and digital health resources. Recommendations: It is recommended that interventions be targeted to educate the East Texas population about electronic health resources, telehealth/telemedicine, and technologies that can support health.     Administrative Law\u27s Political Dynamics

    Over thirty years ago, the Supreme Court in Chevron, U.S.A., Inc. v. Natural Resources Defense Council, Inc. commanded courts to uphold federal agency interpretations of ambiguous statutes as long as those interpretations are reasonable. This Chevron deference doctrine was based in part on the Court\u27s desire to temper administrative law\u27s political dynamics by vesting federal agencies, not courts, with primary authority to make policy judgments about ambiguous laws Congresscharged the agencies to administer. Despite this express objective, scholars such as Frank Cross, Emerson Tiller, and Cass Sunstein have empirically documented how politics influence circuit court review of agency statutory interpretations in a post-Chevron world. Among other .things, they have reported whistleblower and panel effects, in that ideologically diverse panels are less likely to be influenced by their partisan priors than ideologically uniform panels. Leveraging the most comprehensive dataset to date on Chevron deference in the circuit courts (more than 1,600 cases over eleven years), this Article explores administrative law\u27s political dynamics. Contrary to prior, more limited studies, we find that legal doctrine (i.e., Chevron deference) has a powerful constraining effect on partisanship in judicial decisionmaking. To be sure, we still find some statistically significant results as to partisan influence. But the overall picture provides compelling evidence that the Chevron Court\u27s objective to reduce partisan judicial decisionmaking has been quite effective. Also contrary to prior studies, we find no statistically significant whistleblower or panel effects. These findings have important implications for the current debate over the future of Chevron deference. Our findings identify a significant, overlooked cost of eliminating or narrowing Chevron deference: such reform could result in partisanship playing a larger role in judicial review of agency statutory interpretation

    The Politics of Selecting Chevron Deference

    In this article, we examine an important threshold question in judicial behavior and administrative law: When do federal circuit courts decide to use the Chevron deference framework and when do they select a framework that is less deferential to the administrative agency\u27s statutory interpretation? The question is important because the purpose of Chevron deference is to give agencies-not judges-policy-making space within statutory interpretation. We expect, nonetheless, that whether to invoke the Chevron framework is largely driven by political dynamics, with judges adopting a less deferential standard when their political preferences do not align with the agency\u27s decision. To provide insight, we analyze circuit court decisions from 2003 until 2013 that review agency statutory interpretations. Our results-from the largest and most comprehensive database of its kind-- provide partial confirmation of our expectations. When courts reviewed liberal agency interpretations, all panels-liberal, moderate, and conservative-were equally likely to apply Chevron. However, when reviewing conservative agency interpretations, liberal panels selected the Chevron deference framework significantly less frequently than conservative panels. Contrary to limited prior studies, we find no evidence of whistleblower or disciplining effects when judges of different judicial ideologies comprised the panel. Viewed together, our results provide important implications for the current debate on whether to eliminate, narrow, or clarify Chevron\u27s domain

    Altered expression of COX-2 and overproduction of prostaglandins, particularly prostaglandin E2, are common in malignant tumors. Consequently, non-steroidal anti-inflammatory drugs (NSAIDs) attenuate tumor net growth, tumor related cachexia, improve appetite and prolong survival. We have also reported that COX-inhibition (indomethacin) interfered with early onset of tumor endothelial cell growth, tumor cell proliferation and apoptosis. It is however still unclear whether such effects are restricted to metabolic alterations closely related to eicosanoid pathways and corresponding regulators, or whether a whole variety of gene products are involved both up- and downstream effects of eicosanoids.     Home range and dispersal of the field vole Microtus agrestis in an organic agro-ecosystem

    During 2008-2011 field voles (Microtus agrestis) were studied in a Danish agro-ecosystem in connection with a programme elucidating the role of organic farming as refuge for biodiversity, due to the observed biodiversity losses in conventional farmland. The aim of the study was to quantify home ranges and movements of voles in order to test a hypothesis that vole populations living in organic farm could colonize unoccupied areas in conventional farms. Voles were radiocollared and tracked until death or disappearance. Results showed that vole home-ranges were larger during onset of the breeding season than during the height of the breeding season and the non-breeding period. Males had larger home ranges than females. Voles occupying isolated small biotopes had restricted home range and only few individuals crossed fields from one small biotope to another. Although crossings do occur, the magnitude of dispersal seems restricted
