    How the macroeconomic environment affects human resource development

    Do inward-focused development strategies reduce competition in factor markets and incentives for more efficient skills development? Do outward-focused development strategies improve them? The authors compared vocational education and training systems in six developing countries in the 1980s. They found that an outward orientation encourages more efficient development of human resources. Protectionist trade regimes that shelter producers from global competition produce price distortions in domestic capital and labor markets that affect the efficient use of resources in skills development.     Optimization inWeb Caching: Cache Management, Capacity Planning, and Content Naming

    Caching is fundamental to performance in distributed information retrieval systems such as the World Wide Web. This thesis introduces novel techniques for optimizing performance and cost-effectiveness in Web cache hierarchies. When requests are served by nearby caches rather than distant servers, server loads and network traffic decrease and transactions are faster. Cache system design and management, however, face extraordinary challenges in loosely-organized environments like the Web, where the many components involved in content creation, transport, and consumption are owned and administered by different entities. Such environments call for decentralized algorithms in which stakeholders act on local information and private preferences. In this thesis I consider problems of optimally designing new Web cache hierarchies and optimizing existing ones. The methods I introduce span the Web from point of content creation to point of consumption: I quantify the impact of content-naming practices on cache performance; present techniques for variable-quality-of-service cache management; describe how a decentralized algorithm can compute economically-optimal cache sizes in a branching two-level cache hierarchy; and introduce a new protocol extension that eliminates redundant data transfers and allows “dynamic” content to be cached consistently. To evaluate several of my new methods, I conducted trace-driven simulations on an unprecedented scale. This in turn required novel workload measurement methods and efficient new characterization and simulation techniques. The performance benefits of my proposed protocol extension are evaluated using two extraordinarily large and detailed workload traces collected in a traditional corporate network environment and an unconventional thin-client system. My empirical research follows a simple but powerful paradigm: measure on a large scale an important production environment’s exogenous workload; identify performance bounds inherent in the workload, independent of the system currently serving it; identify gaps between actual and potential performance in the environment under study; and finally devise ways to close these gaps through component modifications or through improved inter-component integration.     Snapshot: Fast, Userspace Crash Consistency for CXL and PM Using msync

    Crash consistency using persistent memory programming libraries requires programmers to use complex transactions and manual annotations. In contrast, the failure-atomic msync() (FAMS) interface is much simpler as it transparently tracks updates and guarantees that modified data is atomically durable on a call to the failure-atomic variant of msync(). However, FAMS suffers from several drawbacks, like the overhead of msync() and the write amplification from page-level dirty data tracking. To address these drawbacks while preserving the advantages of FAMS, we propose Snapshot, an efficient userspace implementation of FAMS. Snapshot uses compiler-based annotation to transparently track updates in userspace and syncs them with the backing byte-addressable storage copy on a call to msync(). By keeping a copy of application data in DRAM, Snapshot improves access latency. Moreover, with automatic tracking and syncing changes only on a call to msync(), Snapshot provides crash-consistency guarantees, unlike the POSIX msync() system call. For a KV-Store backed by Intel Optane running the YCSB benchmark, Snapshot achieves at least 1.2×\times speedup over PMDK while significantly outperforming conventional (non-crash-consistent) msync(). On an emulated CXL memory semantic SSD, Snapshot outperforms PMDK by up to 10.9×\times on all but one YCSB workload, where PMDK is 1.2×\times faster than Snapshot. Further, Kyoto Cabinet commits perform up to 8.0×\times faster with Snapshot than its built-in, msync()-based crash-consistency mechanism.Comment: A shorter version of this paper appeared in the Proceedings of ICCD 202

    Libertarian paternalism, utilitarianism, and justice

    In a number of recent publications, Cass Sunstein and Richard Thaler have argued for a novel approach to the design of public policy. Their proposal has received a great deal of attention, both within academic circles and the public at large. Drawing upon evidence from behavioral economics and empirical psychology, the authors attempt to demonstrate that the conventional antagonism between libertarians and paternalists within political theory dissolves in conditions that obtain widely in public decision-making. Where free choice and the promotion of individual welfare can coexist, the authors believe that designers of public policy ought to be libertarian paternalists. In this paper I criticize their proposal on grounds that the authors are unable to sufficiently motivate the paternalistic element of their approach. I argue that the empirical evidence cited by the authors is capable of supporting a number of competing approaches, including what I call libertarian utilitarianism and libertarian justice. Since the evidence that the authors draw upon does not provide us any grounds for selecting between these rival approaches, I conclude that Sunstein and Thaler are unable to provide us with a convincing guide for the design of public policy. In order to show that this is the case, I consider three arguments in favor of libertarian paternalism, and find each lacking. I end with some comments about what we can properly conclude on the basis of Sunstein and Thaler’s arguments

    An Assessment of Teacher Education Students’ Perceptions and Satisfaction of their Learning Experiences in a Summer Pilot Program

    This study assessed teacher education students\u27 perceptions and satisfaction of their learning experiences concerning an accelerated summer pilot program. In addition, the study provided information on the impact and teaching effectiveness of the accelerated teacher education summer pilot program on participating students. Results from this study determined that compelling information and significant differences were found between students who attended summer session I and summer session II. Most importantly this study documented statistical significant differences among the two groups for questions regarding, “the clarity of exam questions,” (t(198) = 10.460, p \u3c .05), “exams’ coverage of important aspects of the course,” (t(198) = 16.566, p \u3c .05), “overall quality of the textbooks(s),” (t(198) = 25.983, p \u3c .05), “problems or questions presented by the instructor for small group discussions,” (t(198) = 1.971, p \u3c .05) and “work load for this course in relation to other courses of equal credit,” (t(198) = 2.518, p \u3c.05). Open-ended data was retrieved from the Student Survey and Praxis Workshop Survey. The open-ended data was used to corroborate the findings from the Student Instructional Report II, Student Survey and Praxis Workshop Survey item analysis. Findings are discussed in terms of their implications on future research and prevention programming

    Expression of Ifnlr1 on intestinal epithelial cells is critical to the antiviral effects of IFN-lambda against norovirus and reovirus

    Lambda interferon (IFN-λ) has potent antiviral effects against multiple enteric viral pathogens, including norovirus and rotavirus, in both preventing and curing infection. Because the intestine includes a diverse array of cell types, however, the cell(s) upon which IFN-λ acts to exert its antiviral effects is unclear. Here, we sought to identify IFN-λ-responsive cells by generation of mice with lineage-specific deletion of the receptor for IFN-λ, Ifnlr1. We found that expression of IFNLR1 on intestinal epithelial cells (IECs) in the small intestine and colon is required for enteric IFN-λ antiviral activity. IEC Ifnlr1 expression also determines the efficacy of IFN-λ in resolving persistent murine norovirus (MNoV) infection and regulates fecal shedding and viral titers in tissue. Thus, the expression of Ifnlr1 by IECs is necessary for the response to both endogenous and exogenous IFN-λ. We further demonstrate that IEC Ifnlr1 expression is required for the sterilizing innate immune effects of IFN-λ by extending these findings in Rag1-deficient mice. Finally, we assessed whether our findings pertained to multiple viral pathogens by infecting mice specifically lacking IEC Ifnlr1 expression with reovirus. These mice phenocopied Ifnlr1-null animals, exhibiting increased intestinal tissue titers and enhanced reovirus fecal shedding. Thus, IECs are the critical cell type responding to IFN-λ to control multiple enteric viruses. This is the first genetic evidence that supports an essential role for IECs in IFN-λ-mediated control of enteric viral infection, and these findings provide insight into the mechanism of IFN-λ-mediated antiviral activity. IMPORTANCE Human noroviruses (HNoVs) are the leading cause of epidemic gastroenteritis worldwide. Type III interferons (IFN-λ) control enteric viral infections in the gut and have been shown to cure mouse norovirus, a small-animal model for HNoVs. Using a genetic approach with conditional knockout mice, we identified IECs as the dominant IFN-λ-responsive cells in control of enteric virus infection in vivo. Upon murine norovirus or reovirus infection, Ifnlr1 depletion in IECs largely recapitulated the phenotype seen in Ifnlr1(−/−) mice of higher intestinal tissue viral titers and increased viral shedding in the stool. Moreover, IFN-λ-mediated sterilizing immunity against murine norovirus requires the capacity of IECs to respond to IFN-λ. These findings clarify the mechanism of action of this cytokine and emphasize the therapeutic potential of IFN-λ for treating mucosal viral infections

    Variable QoS from Shared Web Caches: User-Centered Design and Value-Sensitive Replacement

    Due to differences in server capacity, external bandwidth and client demand, some Web servers value cache hits more than others. Assuming that a shared cache knows the extent to which different servers value hits, it may employ a value-sensitive replacement policy in order to generate maximum aggregate value for servers. we consider both the prediction and value aspects of this problem and introduce a novel value-sensitive LFU/LRU hybrid which biases the allocation of cache space toward documents whose origin servers value caching most highly.
