The Role of GIS to Enable Public-Sector Decision Making Under Conditions of Uncertainty
Uncertainty is inherent in environmental planning and decision making. For example, water managers in arid regions are attuned to the uncertainty of water supply due to prolonged periods of drought. To contend with multiple sources and forms of uncertainty, resource managers implement strategies and tools to aid in the exploration and interpretation of data and scenarios. Various GIS capabilities, such as statistical analysis, modeling and visualization are available to decision makers who face the challenge of making decisions under conditions of deep uncertainty. While significant research has lead to the inclusion and representation of uncertainty in GIS, existing GIS literature does not address how decision makers implement and utilize GIS as an assistive technology to contend with deep uncertainty. We address this gap through a case study of water managers in the Phoenix Metropolitan Area, examining how they engage with GIS in making decisions and coping with uncertainty. Findings of a qualitative analysis of water mangers reveal the need to distinguish between implicit and explicit uncertainty. Implicit uncertainty is linked to the decision-making process, and while understood, it is not displayed or revealed separately from the data. In contrast, explicit uncertainty is conceived as separate from the process and is something that can be described or displayed. Developed from twelve interviews with Phoenix-area water managers in 2005, these distinctions of uncertainty clarify the use of GIS in decision making. Findings show that managers use the products of GIS for exploring uncertainty (e.g., cartographic products). Uncertainty visualization emerged as a current practice, but definitions of what constitutes such visualizations were not consistent across decision makers. Additionally, uncertainty was a common and even sometimes helpful element of decision making; rather than being a hindrance, it is seen as an essential component of the process. These findings contradict prior research relating to uncertainty visualization where decision makers often express discomfort with the presence of uncertainty.
Racism and Religious Bias in Castilian Spanish Language Dictionaries
The present study examines the evolution of the definitions of 31 terms having to do with three prominent religions in Spain: Christianity, Judaism and Islam. The definitions are analyzed for racism and religious bias in reference to the cultural and ideological periods of Spanish society throughout history.
Each word is studied from the earliest date of appearance in a Spanish language dictionary. The database used is the Nuevo Tesoro Lexicogråfico de la Lengua Española (NTLLE), published by the Real Academia Española (RAE) in 2001, which includes 70 dictionaries, 37 of which are written by authors not connected with the RAE. In an attempt to broaden the historical point of view, as many entries from dictionaries as possible are used in this analysis.
Racist definitions are defined as containing abusive or pejorative language that insinuates that one race, or religion, is superior to another. Biased definitions use language that inhibits neutrality in the descriptions.
It is shown that Christian terms are generally associated with positive concepts. Terms related to Judaism suffer much racism and religious bias through pejorative language and direct comparison to Christianity. Islamic terms reveal less racism in their entries and fall more often under neutral descriptions. That fewer biased entries exist for Islamic terms may be related to their status as a majority in Spain during large periods of history, whereas Jews suffered more racism because they were consistently the minority. The role of the Spanish Inquisition in the persecution of Jews will is shown to have heavy influence in the entries for several Jewish terms. While the item judĂo suffers the most extensive use of pejorative language, moro is the only term for which negative language endures to the present
Effects of reproductive period duration and number of pregnancies on midlife ECG indices: a secondary analysis from the Women\u27s Health Initiative Clinical Trial
OBJECTIVES: Pregnancy, menses and menopause are related to fluctuations in endogenous sex hormones in women, which cumulatively may alter cardiac electrical conduction. Therefore, we sought to study the association between number of pregnancies and reproductive period duration (RD, time from menarche to menopause) with ECG intervals in the Women\u27s Health Initiative Clinical Trials.
DESIGN: Secondary analysis of multicentre clinical trial.
SETTING: USA.
PRIMARY OUTCOME MEASURES: ECGintervals: PR interval, P-wave duration, P-wave dispersion, QTc interval.
PARTICIPANTS: n=40 687 women (mean age=62 years) participating in the Women\u27s Health Initiative Clinical Trials. 82.5% were white, 9.3% black, 4% Hispanic and 2.7% Asian.
METHODS: In primary analysis, we employed multivariable linear regression models relating number of pregnancies and RD with millisecond changes in intervals from enrolment ECG. We studied effect modification by hormone therapy use.
RESULTS: Among participants, 5+ live births versus 0 prior pregnancies was associated with a 1.32 ms increase in PR interval (95% CI 0.25 to 2.38), with a graded association with longer QTc interval (ms) (none (prior pregnancy, no live births)=0.66 (-0.56 to 1.88), 1=0.15 (-0.71 to 1.02), 2-4=0.25 (-0.43 to 0.94) and 5+ live births=1.15 (0.33 to 1.98), p=0.008). RD was associated with longer PR interval and maximum P-wave duration (but not P-wave dispersion) among never users of hormone therapy: (PR (ms) per additional RD year: 0.10 (0.04 to 0.16); higher P-wave duration (ms): 0.09 (0.06 to 0.12)). For every year increase in reproductive period, QTc decreased by 0.04 ms (-0.07 to -0.01).
CONCLUSIONS: An increasing number of live births is related to increased and RD to decreased ventricular repolarisation time. Both grand multiparity and longer RD are related to increased atrial conduction time. Reproductive factors that alter midlife cardiac electrical conduction system remodelling in women may modestly influence cardiovascular disease risk in later life.

Diurnal secretion of growth hormone, cortisol, and dehydroepiandrosterone in pre- and perimenopausal women with active rheumatoid arthritis: a pilot case-control study
Rheumatoid arthritis (RA) is associated with neuroendocrine and immunologic dysfunction leading to rheumatoid cachexia. Although excess proinflammatory cytokines can decrease somatotropic axis activity, little is known about the effects of RA on growth hormone/insulin-like growth factor-1 (GH/IGF-I) axis function. We tested the hypothesis that patients with active RA exhibit decreased GH/IGF-I axis activity. To do so, we conducted a pilot case-control study at a clinical research center in 7 pre- and perimenopausal women with active RA and 10 age- and body mass index-matched healthy women. Participants underwent blood sampling every 20 minutes for 24 hours (8 a.m. to 8 a.m.), and sera were assayed for GH, cortisol, and dehydroepiandrosterone (DHEA). Sera obtained after overnight fasting were assayed for IGF-I, IGF-binding protein (IGFBP)-1, IGFBP-3, C-reactive protein (CRP), interleukin-6 (IL-6), glucose, insulin, and lipids. Body composition and bone mineral density were evaluated by DEXA (dual emission x-ray absorptiometry) scans. In patients with RA, mean disease duration was 7.6 ± 6.8 years, and erythrocyte sedimentation rate, CRP, and IL-6 were elevated. GH half-life was shorter than in control subjects (p = 0.0037), with no other significant group differences in GH deconvolution parameters or approximate entropy scores. IGF-I (p = 0.05) and IGFBP-3 (p = 0.058) were lower, whereas IGFBP-1 tended to be higher (p = 0.066), in patients with RA, with nonsignificantly increased 24-hour total GH production rates. There were no significant group differences in cortisol or DHEA secretion. Lean body mass was lower in patients with RA (p = 0.019), particularly in the legs (p = 0.01). Women with active RA exhibit a trend toward GH insensitivity and relatively diminished diurnal cortisol and DHEA secretion for their state of inflammation. Transcriptional profiling of long non-coding RNAs and novel transcribed regions across a diverse panel of archived human cancers
Background: Molecular characterization of tumors has been critical for identifying important genes in cancer biology and for improving tumor classification and diagnosis. Long non-coding RNAs, as a new, relatively unstudied class of transcripts, provide a rich opportunity to identify both functional drivers and cancer-type-specific biomarkers. However, despite the potential importance of long non-coding RNAs to the cancer field, no comprehensive survey of long non-coding RNA expression across various cancers has been reported. Results: We performed a sequencing-based transcriptional survey of both known long non-coding RNAs and novel intergenic transcripts across a panel of 64 archival tumor samples comprising 17 diagnostic subtypes of adenocarcinomas, squamous cell carcinomas and sarcomas. We identified hundreds of transcripts from among the known 1,065 long non-coding RNAs surveyed that showed variability in transcript levels between the tumor types and are therefore potential biomarker candidates. We discovered 1,071 novel intergenic transcribed regions and demonstrate that these show similar patterns of variability between tumor types. We found that many of these differentially expressed cancer transcripts are also expressed in normal tissues. One such novel transcript specifically expressed in breast tissue was further evaluated using RNA in situ hybridization on a panel of breast tumors. It was shown to correlate with low tumor grade and estrogen receptor expression, thereby representing a potentially important new breast cancer biomarker. Conclusions: This study provides the first large survey of long non-coding RNA expression within a panel of solid cancers and also identifies a number of novel transcribed regions differentially expressed across distinct cancer types that represent candidate biomarkers for future research

Integrating Monitoring and Decision Modeling within a Cooperative Framework: Promoting Transboundary Water Management and Avoiding Regional Conflict
Surface and groundwater resources do not recognize political boundaries. Where nature and boundary cross, tension over shared water resources can erupt. Such tension is exacerbated in regions where demand approaches or exceeds sustainable supplies of water. Establishing equitable management strategies can help prevent and resolve conflict over shared water resources. This paper describes a methodology for addressing transboundary water issues predicated on the integration of monitoring and modeling within a framework of cooperation. Cooperative monitoring begins with agreement by international scientists and/or policy makers on transboundary monitoring goals and strategies; it leads to the process of obtaining and sharing agreed-upon information among parties with the purpose of providing verifiable and secure data. Cooperative modeling is the process by which the parties jointly interpret the data, forecast future events and trends, and quantify cause and effect relationships. Together, cooperative monitoring and modeling allow for the development and assessment of alternative management and remediation strategies that could form the basis of regional watershed agreements or treaties. An example of how this multifaceted approach might be used to manage a shared water resource is presented for the Kura River basin in the Caucasus

The Science Performance of JWST as Characterized in Commissioning
This paper characterizes the actual science performance of the James Webb
Space Telescope (JWST), as determined from the six month commissioning period.
We summarize the performance of the spacecraft, telescope, science instruments,
and ground system, with an emphasis on differences from pre-launch
expectations. Commissioning has made clear that JWST is fully capable of
achieving the discoveries for which it was built. Moreover, almost across the
board, the science performance of JWST is better than expected; in most cases,
JWST will go deeper faster than expected. The telescope and instrument suite
have demonstrated the sensitivity, stability, image quality, and spectral range
that are necessary to transform our understanding of the cosmos through

The James Webb Space Telescope Mission
Twenty-six years ago a small committee report, building on earlier studies,
expounded a compelling and poetic vision for the future of astronomy, calling
for an infrared-optimized space telescope with an aperture of at least .
With the support of their governments in the US, Europe, and Canada, 20,000
people realized that vision as the James Webb Space Telescope. A
generation of astronomers will celebrate their accomplishments for the life of
the mission, potentially as long as 20 years, and beyond. This report and the
scientific discoveries that follow are extended thank-you notes to the 20,000
team members. The telescope is working perfectly, with much better image
quality than expected. In this and accompanying papers, we give a brief
history, describe the observatory, outline its objectives and current observing
program, and discuss the inventions and people who made it possible. We cite
