    Trends and Practical Issues in Collaboration between Communities and Schools: Focusing on School Management Councils and Community Schools

    This paper aimed to summarize trends in educational policies, pedagogical research, and educational practices concerning communities and schools, and to clarify the practical matters of school-based community development, especially practical development and issues concerning collaboration between communities and schools, with a focus on school management councils and community schools. To this end, we examined trends in educational policies in terms of collaboration between communities and schools. Next, we explored trends in pedagogical research and educational practices from three perspectives (educational methods, educational administration, and social education), and their regional development and issues. Then, from the perspective of collaboration between different types of schools and between schools and local communities, we investigated discuss two local practices (Waki-Cho in Yamaguchi Prefecture and Niseko-Cho in Hokkaido) that promote advanced practices through the establishment of school management councils. Finally, based on the field research, we examined the significance of these practices and future topics

    The aim of this paper is to clarify the current situation and challenges of the Japanese high school education system and policies concerning "School Commuting" in recent years. In particular, this paper focuses on the differences between high school courses (full-time course, part-time course, and correspondence course). This paper reveals the following three findings. First, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) is promoting high school education through "School Commuting" both systematically and politically. Second, there are differences in the use of ICT in education between high school courses. Third, there are inadequate efforts to provide diverse high school educational opportunities between schools and between courses. Finally, one of the issues for future research is to clarify how the existing high school education system is being utilized through examination of individual cases

    "Local Study to Encourage Wide Area Communication" in Higashihiroshima City is a remarkable project that is continuously implementing large-scale distance education. The project has attracted attention as an ongoing large-scale distance education project. This study investigates the establishment of it by referencing the five pillars (Policies, Stakeholders, Strategies, Infrastructures and resources, and Evaluation) outlined in The Council of Europe model for digital competence development. The result, two crucial conditions for the success of this project have been identified. Firstly, the presence of a university played a pivotal role, contributing significantly in various aspects. This involvement encompassed project planning and proposals, specialized course development, as well as the operation and support of classes. Secondly, a robust financial support system was crucial for sustaining the project. Funding for the project has been allocated from both the university and the city, establishing a stable financial foundation
