    Experimental Analysis of Neighborhood Effects

    Families, primarily female-headed minority households with children, living in high-poverty public housing projects in five U.S. cities were offered housing vouchers by lottery in the Moving to Opportunity program. Four to seven years after random assignment, families offered vouchers lived in safer neighborhoods that had lower poverty rates than those of the control group not offered vouchers. We find no significant overall effects of this intervention on adult economic self-sufficiency or physical health. Mental health benefits of the voucher offers for adults and for female youth were substantial. Beneficial effects for female youth on education, risky behavior, and physical health were offset by adverse effects for male youth. For outcomes exhibiting significant treatment effects, we find, using variation in treatment intensity across voucher types and cities, that the relationship between neighborhood poverty rate and outcomes is approximately linear.

    Gravitational energy

    Observers at rest in a stationary spacetime flat at infinity can measure small amounts of rest-mass+internal energies+kinetic energies+pressure energy in a small volume of fluid attached to a local inertial frame. The sum of these small amounts is the total "matter energy" for those observers. The total mass-energy minus the matter energy is the binding gravitational energy. Misner, Thorne and Wheeler evaluated the gravitational energy of a spherically symmetric static spacetime. Here we show how to calculate gravitational energy in any static and stationary spacetime for isolated sources with a set of observers at rest. The result of MTW is recovered and we find that electromagnetic and gravitational 3-covariant energy densities in conformastatic spacetimes are of opposite signs. Various examples suggest that gravitational energy is negative in spacetimes with special symmetries or when the energy-momentum tensor satisfies usual energy conditions.Comment: 12 pages.     Moving to Opportunity in Boston: Early Results of a Randomized Mobility Experiment

    This paper examines the short-run impacts of a change in residential neighborhood on the well-being of low-income families, using evidence from the Moving To Opportunity (MTO) program in which eligibility for a housing voucher was determined by random lottery. Applicants in high poverty public housing projects were assigned by lottery to one of three groups: Experimental offered mobility counseling and a voucher valid only in a low-poverty Census tract; Section 8 Comparison offered a geographically unrestricted voucher; or Control offered no new assistance, but continued eligibility for public housing. Our quantitative analyses of program impacts at the Boston site of MTO uses data on 540 families approximately two years after program enrollment. 48 percent of the Experimental group and 62 percent of the Section 8 Comparison group moved through the MTO program. Households in both treatment groups experienced improvements in multiple measures of well-being relative to the Control group including increased safety, improved health among household heads, and fewer behavior problems among boys. There were no significant short-run impacts of either MTO treatment on employment, earnings, or welfare receipt. Experimental group children were less likely to be personally victimized by crime, to be injured, or to experience an asthma attack.

    There has been considerable discussion of the political allegiance between the feminist and disability movements, but the question of abortion remains a thorny one. Disability rights advocates have been keen to demonstrate that it is possible to believe in a woman's right to sovereignty over the body and, yet, be opposed to the selective abortion of an impaired foetus – describing the latter as a form of 'weak' eugenics. The aim of this paper is to show that whilst there may be some points of agreement between the feminist and disability movements on the question of abortion, there exist fundamental and irreconcilable differences

    Frieden and Soffer conjectured some years ago the existence of a ``Fisher temperature" T_F that would play, with regards to Fisher's information measure I, the same role that the ordinary temperature T plays vis-a-vis Shannon's logarithmic measure.     Collisional decay of a strongly driven Bose-Einstein condensate

    We study the collisional decay of a strongly driven Bose-Einstein condensate oscillating between two momentum modes. The resulting products of the decay are found to strongly deviate from the usual s-wave halo. Using a stochastically seeded classical field method we simulate the collisional manifold.     Towards the Standard Model spectrum from elliptic Calabi-Yau

    We show that it is possible to construct supersymmetric three-generation models of Standard Model gauge group in the framework of non-simply-connected elliptically fibered Calabi-Yau, without section but with a bi-section. The fibrations on a cover Calabi-Yau, where the model has 6 generations of SU(5) and the bundle is given via the spectral cover description, use a different description of the elliptic fibre which leads to more than one global section. We present two examples of a possible cover Calabi-Yau with a free involution: one is a fibre product of rational elliptic surfaces dP9dP_9; another example is an elliptic fibration over a Hirzebruch surface. There we give the necessary amount of chiral matter by turning on in the bundles a further parameter, related to singularities of the fibration and the branching of the spectral cover.Comment: 31 pages, 1 eps-figure, reference added, bundle parameters for dP9 model change

    Phase Separation in One-Dimensional Driven Diffusive Systems

    A driven diffusive model of three types of particles that exhibits phase separation on a ring is introduced. The dynamics is local and comprises nearest neighbor exchanges that conserve each of the three species. For the case in which the three densities are equal, it is shown that the model obeys detailed balance. The Hamiltonian governing the steady state distribution in this case is given and is found to have long range asymmetric interactions.
