Creative interactions between places and communities: experiences of reactivating inland areas
This paper describes a research experience, financed and promoted by GAL CILSI through PSR Campania 2007-13 funds, focused on testing groundbreaking activities of social and economic reactivation in the inland areas. The research experience involves a network of towns of the Alta Irpinia, of which Aquilonia is the leading town. The technological approach of the research develops the dynamic dimension of the settlement system throughout a circular path in which the distinctiveness of the places and the resources are stimulated to generate new occasions for growth and new requests of development and research. The experience restores a leading role to the local craftsmen and small and medium businesses, reactivating a technological culture lying dormant to generate spin off and new economies
Heritage Community Resilience: towards new approaches for urban resilience and sustainability
The value of cultural heritage and its transmission for “making cities and human settlements inclusive, safe, resilient and sustainable” is an integral part of the UN Agenda 2030 and the new international policy for Disaster Risk Reduction 2015–2030. Nonetheless, the role of culture for these important challenges is an issue that current scientific literature on resilience has not yet sufficiently investigated. Starting from the concept of Heritage Community, elaborated in the Council of Europe's Framework Convention on the Value of Cultural Heritage for Society (Framework convention on the value of cultural heritage for society, 2005), along with the hypothesis of its role for Community Resilience, this study elaborates a conceptual framework in which “Heritage Community Resilience” is defined. It is both a target and a process in which cultural heritage supports the building of a community able to prevent, cope with and recover from disturbances and/ or disasters. Through a survey of several case studies on heritage-driven practices in Italian inner peripheral areas, the research aims to define the specific characteristics of Heritage Community Resilience as well as identify any critical actors and variables, strategies and governance mechanisms, which influence both Heritage Community and Community Resilience. It predicts the challenges and highlights the potential that culture and heritage can develop for Community Resilience, towards further perspectives of resilient circular city
New strategies for the enhancement and promotion of local identity in coastal areas. The case of the Sorrento peninsula
The paper proposes to consider the port areas as strategic nodes for the valorisation of the territory. In these areas the reuse of buildings represents the opportunity to integrate new economic and cultural activities for tourist promotion and enhancement of local resources.
The localisation of new cultural, recreational and promotional activities can also increase territorial competitiveness and attractiveness and employment rate, related to functional mix and economic activities.
In many contemporary cities, recent rehabilitation processes carried out this strategy, including the reuse of existing buildings in the ports by new activities especially connected with the maritime tradition of the city.
The proposal aims to verify the opportunity to build a strategy based on valorisation and management of excellent coastal areas characterized by a network of small ports in small cities. The Sorrento Peninsula (Italy) represents an emblematic case study in order to enhance the role of port areas for the promotion of natural, cultural and historical resources in a systemic vision of the territory.
The reuse of existing buildings for tourism promotion together with the rehabilitation of the pedestrian paths system can contribute to realize a network that – starting from port areas – improves accessibility and usability
Adaptive reuse process of the Historic Urban Landscape post-Covid-19. The potential of the inner areas for a “new normal”
[EN] Often in the past, the great disasters (environmental calamities, earthquakes, epidemics) activated unexpressed energies, triggering transformations of the built environment, able to give rise unexpected conditions of economic, cultural and social development. The fragility of settlement systems in the face of unexpected threats brings out the need for a new planning, changing our gaze on the city.The new framework of needs drawn by the pandemic and the renewed sensitivity towards the combination of health – sustainability, rekindle the spotlight on inner areas. These emerged as "reservoirs of resilience", areas to look at, in order to reach an eco-systemic balance.The aim of the paper is to return an experience of adaptive reuse of the Historical Urban Landscape in an inner area of Southern Italy, where the needs of health and safety of the community are integrated with the transmission of the built heritage to future generations. Quality of housing for inner areas between specialised supply, proximity welfare and production of new economies
This paper focuses on the issue of housing in inner areas, presenting a project of the candidacy of the Campania region for the PINQuA national funding programme, which was launched by the Italian Ministry of Infrastructure and Transport in 2020. The project is based on the hypothesis that it is possible to reverse the demographic trend in marginalised areas – characterised by a declining population, a high old-age index, a lack of basic services and, at the same time, a high potential for innovation – with building renovation and differentiated housing offers with high standards of quality and services. Through a systemic and place-based approach, the research uses pilot cases to experiment on themes linked to new housing demands, digital and green innovation, proximity welfare and social cohesion through a multi-actor and multi-level process

Le sfide della cittĂ interculturale. La teoria della resilienza per il governo dei cambiamenti
I cambiamenti in atto a livello globale (urbanizzazione, migrazioni, cambiamento climatico, ecc.) incidono profondamente sul sistema città , amplificandone il degrado fisico ed il disagio sociale. Le perturbazioni sono di tale rilevanza da mettere in crisi l’organizzazione urbana esistente e innescare trasformazioni profonde cui è necessario dare risposte innovative e condivise.
A partire dall’analisi della letteratura di settore, la ricerca indaga le potenzialità della teoria della resilienza offerte al campo del recupero edilizio ed urbano. Il considerare la città quale sistema adattivo complesso consente, infatti, di esplorare nuovi scenari di sviluppo socio-urbano capaci di condurre a processi virtuosi di crescita. Lo studio affronta il tema dell’immigrazione nel meridione d’Italia, proponendo, attraverso la sperimentazione sul caso del mercato etnico di via Bologna, nei pressi della stazione centrale di Napoli, un percorso di analisi e di indirizzo alle decisioni basato sugli strumenti sviluppati, nel campo dei sistemi socio-ecologici, dalla Resilience Alliance. La procedura elaborata fornisce una guida per la comprensione delle dinamiche di trasformazione della città indotte dal fenomeno migratorio e per la definizione di strategie urbane mirate all’integrazione tra genti e culture diverse. Inoltre, attraverso la trasposizione dei concetti di drivers, controlling variables e thresholds al campo dei sistemi socio-urbani, il testo propone una governance adattiva per promuovere e attuare il continuo cambiamento, aprendo il campo a nuovi ambiti di ricerca che, in un’epoca caratterizzata da incertezza e variabilità , richiedono esperienze concrete e sperimentazioni sul campo per affrontare le complesse sfide cui le città sono chiamate a rispondere

L'articolo presenta gli esiti di una ricerca condotta nell'ambito del CRdC BENECON. La ricerca fornisce un protocollo per la gestione del servizio di manutenzione sostenibile delle infrastrutture edilizie delle imprese verdi presenti nel territorio della Comunità Montana degli Alburni. Assunto dello studio è che la qualità dei prodotti e servizi offerti dalle aziende è strettamente dipendente dalle condizioni di sicurezza, fruibilità e benessere delle unità edilizie e degli spazi esterni dove si svolgono le attività per la produzione

Il contributo muove da una concezione della valorizzazione dei beni architettonici quale condizione fondamentale per la loro tutela e conservazione (Codice dei Beni Culturali e del Paesaggio, D.Lgs. 22/01/2004 n. 42). In questo quadro, la manutenzione assume il ruolo
di cultura da diffondere sul territorio, in termini di capacitĂ di gestione delle risorse cui sono riconosciuti valori sociali, culturali ed economici da tutelare e valorizzare (Pinto e Talamo 2016; Gasparoli e Talamo 2006; Dann e Cantell 2005; Caterina et al. 2001).
L’approccio tecnologico al progetto della manutenzione del patrimonio culturale ha come obiettivo prioritario garantire la sicurezza degli utenti ed il corretto funzionamento dell’attività insediata, orientando le scelte gestionali e manutentive in relazione alle potenzialità d’uso
rilevate, nel rispetto dei valori riconosciuti nel bene (Di Battista 2015). A tale scopo, la ricerca svolta all’interno del progetto SNECS Social Network delle Entità dei Centri Storici (Distretto ad Alta Tecnologia per i Beni Culturali DATABENC) fornisce dati di supporto alla redazione di uno strumento di pianificazione, coordinamento e controllo delle attività manutentive in grado di governare le interazioni tra le pressioni trasformative (sociali, ambientali, economiche) incidenti sui livelli di rischio e di vulnerabilità del patrimonio culturale, il sistema dei valori ed i livelli di fruizione da garantire
