Administering the Inherited 'Employment Miracle' : The Labour Market Policy of the Second Merkel Government
Contrary to most other OECD countries, the German labour market remained
almost unaffected by the consequences of the global financial crisis and experienced
a strong and steady recovery. Thus, after their victory in the elections of
2009, the economic conditions for the bourgeois parties to shape labour market
policy according to their preferences were rather favourable. After exploring the
causes of the German âemployment miracleâ, this article summarises the relevant
labour market policies introduced by the blackâyellow coalition. We argue that,
apart from some important exceptions, the second Merkel government did not
pursue a decidedly marketâliberal policy agenda. Instead, primarily due to
the low problem load, the government mainly readjusted some of the existing
policy instruments. Therefore, German labour market policy between 2009
and 2013 can rather be described as an administration of the inherited âemployment
miracleâ than an active pursuit of a discrete policy agenda
Verwaltung des deutschen "BeschÀftigungswunders" : Die Arbeitsmarktpolitik der schwarz-gelben Regierung 2009-2013
Im Gegensatz zu den meisten anderen OECD-Staaten blieb der nach der globalen Finanzkrise zu erwartende Einbruch am deutschen Arbeitsmarkt aus. Vielmehr sank die Arbeitslosenquote in den Jahren nach der Finanzkrise in der Bundesrepublik auf den niedrigsten Stand seit Beginn der 1990er Jahre. Unter diesen gĂŒnstigen Rahmenbedingungen eröffnete sich den bĂŒrgerlichen Parteien nach ihrem Wahlsieg 2009 die Möglichkeit, die Arbeitsmarktpolitik gemeinsam nach ihren Vorstellungen zu gestalten. Der Beitrag verfolgt die doppelte Zielsetzung, die Ursachen fĂŒr die gute deutsche Arbeitsmarktperformanz herauszuarbeiten und gleichzeitig den Einfluss sozioökonomischer und politischer Faktoren auf die Arbeitsmarktpolitik von 2009 bis 2013 zu untersuchen. Dabei wird argumentiert, dass unter der schwarz-gelben Regierung trotz vereinzelter MaĂnahmen, die die Handschrift einer bĂŒrgerlichen Regierung tragen, keine dezidiert wirtschaftsliberale Reformagenda verfolgt wurde. Vielmehr beschrĂ€nkte sich die Regierung angesichts des geringen Problemdrucks auf teilweise erzwungene Nachjustierungen der vorhandenen arbeitsmarktpolitischen Leistungen und Instrumente, weswegen sich die schwarz-gelbe Arbeitsmarktpolitik als âVerwaltung des deutschen BeschĂ€ftigungswundersâ begreifen lĂ€sst
The European Natural Gas Market Reforms Revisited: Differentiating between Regulatory Output and Outcome
The article addresses the question of how successful the European natural gas reforms of 1998, 2003, and 2009 have been in terms of increasing competition in the sector. We argue that regulatory provisions are policy output variables, which as such do not affect competition directly. However, successful reforms can have an impact on the market structure, which might lead to increased competition and price reductions. Thus, it is pivotal to differentiate between policy output and outcome variables. Therefore, we first conduct a cross-sectional analysis of the regulatory impact on the market structure. Second, we apply error-correction models to test whether changes in the market structure affected the price development. Our findings suggest that the market reforms were successful in terms of liberalizing the sector, whereas the market structure did not affect the natural gas prices. Thus, we see a âsuccessful failureâ of the European natural gas market reforms
