    Committee Size and Smart Growth: An Optimal Solution

    Wisconsin is one of many states that have enacted a “Smart Growth Initiative” law that requires inclusion of the public in the creation and development of a Comprehensive Plan. One implication of public participation is the strategic development of a comprehensive planning committee. Two crucial decisions occur when the committee is formed: the size of the committee and the composition of the committee. This paper models a relation between committee size and the accuracy of plan, as well as the relationship between the inclusion of experts, whether paid consultants or planners, and the quality of the outcome. Based on a survey of committee members, we test the relationship between the participants’ observations of quality and group size and composition, analyzing the tradeoff between the size of the group with the perception of quality of the decision

    The Pricing Of Thrift Conversions

    This paper aims to explore the conversion of Mutual Thrifts to publicly traded savings institutions.  Equity and fairness are important in the mutual thrift conversion process since these firms leave the general community control and placed in specific investor control.  As a result, an examination of issue size choice (are there variables that show some thrifts were priced low) and underpricing (are there market results that show a thrift was underpriced) are crucial.  We find evidence that the price was chosen in a way to benefit insiders and mutual holding companies

Cranberries, along with blueberries and concord grapes, are the only native fruits grown commercially in the United States. Wisconsin leads the United States in cranberry production. The growth of this industry has led to a net economic gain to the community and region. This paper initiates the discussion of the cranberry industry to the State of Wisconsin’s economy; adding it as a topic in the field of economic development.     Lake Drawdown Revisited: The Value Of Two Inches Of Water

    This paper uses a hedonic price model to estimate the impact of water level on the value of real estate on Lake Koshkonong in Wisconsin. Hedonic techniques are employed to show that a reduction in the lake’s water level has a significant effect on shoreline property values. The body of existing research demonstrates that changes in both the subjective and objective indicators of value are important for estimating the implicit value of water quality in hedonic analysis. This paper provides new evidence on the economic harm to lake communities created by the reduction of water levels
