    Challenges of generative artificial intelligence for the higher education system

    Problem statement . The theoretical and technological challenges of using generative artificial intelligence (AI) in the higher education system of the Russian Federation are briefly discussed. Methodology. System-structural and system-activity approaches are used. Content analysis and thematic monitoring of generative АI technologies were carried out, its constructive, cognitive and pedagogical features were revealed. Results. The features of generative AI are analyzed. The digital transformation of education is shown through a rethinking of the key roles of teachers in the digital era in the direction of educational engineering and the development of creative competencies of students. A generalized description of the challenges of generative AI in relation to universities is given. Several possible ways of identifying and neutralizing the use of generative AI by students in the implementation of practical tasks are suggested. The ways of solving the problems of using generative AI for universities are substantiated: a) cloud computing and the use of ready-made models; b) cooperation with industry experts; c) the use of interdisciplinary approaches; d) encouraging experimentation, creativity and team building; e) providing ongoing support and mentoring; f) solving ethical problems of using generative AI in higher education. Conclusion. It is proved that the paradigm of β€œeducational engineering”, including the use of generative AI, focuses on the development of creative design and design competencies of students and teachers

    The author discusses use of cognitive management in libraries and examines the possibilities of artificial intellect (AI) technologies for library and information processes (LIP). The systemic functional method is used for the analysis. The article is based on the research work in the area of libraries digital transformation and will be of interest to library managers. The author examines the key vectors of cognitive management: Π°) library collection management and preservation; b) library bibliographic user services; and c) research in libraries. These vectors correspond to the LIP functions as fixed in the professional standard β€œSpecialists in library information work”. The author characterizes in brief the potential problems, risks and regional specifics of AI application in public libraries. Library managers have to be aware of the problems and to make AI systems implementation effective and ethical. AI may revolutionize the libraries and their user services.     The article presents the brief description of the problematic situation in the field of digital transformation (DT) of libraries in Russia. The author considers the DT policy and the strategy. The DT goals and methods are beyond the scope of this article. The paper shows various definitions of DT. The author proposes conceptual model of DT of libraries and defines the main components of this multifaceted process. The article identifies socio-cultural consequences of democratization and informatization of society as environmental factors.The author formulates the management principles of digital transformation of libraries. The paper notes the aspects of DT management of libraries: socio-economic, socio-cultural, technical, legal, socio-psychological. The article allocates the objects of DT of libraries: resources (material, financial, personnel), integrated into the infrastructure of library activities; functional processes and technologies used; products and services provided; communication ties (both with the external environment and within the system) and specialists competencies.The priority directions of DT of libraries are: increasing the availability of library services for citizens and organizations; bringing the legislative and regulatory framework in line with the goals of DT of libraries and the needs of development of the system of government and public management of library activities; expanding the range of digital information services; searching for new principles of differentiated evaluation of the end results of library activities, the formation of competitive library model, the development of classification of quality indicators; gradual transition to sectoral management based on data mining.     Priority areas and challendges in Digital Transformation (DT) of libraries are formulated. It briefly discusses the coordination of DT of libraries on an interagency basis and the development of quality standards for library services, ensuring constitutional guarantees and equal opportunities for citizens’ participation in cultural life, accessibility of cultural goods and services regardless of income level, social status and place of residence. The creation of a system of information and library services not limited by physical barriers, the transformation of municipal libraries into multifunctional intellectual cultural and leisure centres β€œwithin walking distance”, and into points of free access to network information resources has been analysed. It is necessary to eliminate the uneven development of libraries in different regions, to develop the professional and intellectual potential of Russian libraries. Modernisation of the approach to the acquisition of library collections, active replication of best practices in the digitalisation of individual library services and the introduction of methods of data mining are also a priority. The system of scientific support for DT processes in libraries should be developed. If the DT of libraries is consistent and effective, a new model of library organization will emerge in the country, involving the DT of this sector as a strategic resource for the new economy and for ensuring the innovative development of Russia.     Due to the paucity of comprehensive studies in the field of library digitalization, a brief description of the methodology for assessing the digital transformation (DT) of libraries is presented. The problem is considered according to various components. Domestic and foreign approaches to the study of the level of DT are described. The stages of assessing the level of digital maturity of libraries (analysis of the socio-professional background of digital maturity, functional benchmarking of digital maturity of specific libraries, intellectual data analysis and replication of best practices, data-driven sectoral management with the use of artificial intelligence and revision of regulations) are substantiated. The levels of digital maturity of libraries (readiness for DT, activity of DT, innovativeness of DT) have been defined. The aim of the study is to develop a methodology for comprehensive assessment of libraries’ digital maturity at the general and corporate levels, and to propose tools for assessing the level of digital maturity of specific libraries. Recommendations for processing the results obtained using modern software and hardware tools are given. For the first time a formula for quantitative assessment of digital maturity of libraries using indices is proposed. The presented variant of the matrix for assessing digital maturity of technological processes includes the main library processes as components of digital maturity and expands the understanding of functional benchmarking aimed at comparing the results of digital maturity of specific libraries.Based on the study, the following conclusions are drawn. 1. To manage DT, it is necessary to organize continuous monitoring of digital maturity of libraries, i.e. their readiness for DT, activity of DT, innovativeness of DT expressed in criteria and indicators agreed with the professional community. 2. The results of monitoring should become an important component of management decision-making based on digital data (data-driven approach) and forecasting of both positive and negative trends as a result of intelligent data analysis. 3.
