    Mitigating Flood Loss through Local Comprehensive Planning in Florida

    Planning researchers believe that property losses from natural hazards, such as floods can be reduced if governments address this issue and adopt appropriate policies in their plans. However, little empirical research has examined the relationship between plan quality and actual property loss from floods. My research addresses this critical gap in the planning and hazard research literature by evaluating the effectiveness of current plans and policies in mitigating property damage from floods. Specifically, this study: 1) assesses the extent to which local comprehensive plans integrate flood mitigation policies in Florida; and 2) it examines the impact of the quality of flood mitigation policies on actual insured flood damages. Study results show that fifty-three local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69% of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flooding issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. While most communities adopted land use management tools, such as permitted land use and wetland permits as primary flood mitigation tools, incentive based tools/taxing tools and acquisition tools were rarely adopted. This study also finds that plan quality associated with flood mitigation policy had little discernible effect on reducing insured flood damage while controlling for biophysical, built environment and socio-economic variables. This result counters the assumption inherent in previous plan quality research that better plans mitigate the adverse effects associated with floods and other natural hazards. There are some possible explanations for this result in terms of plan implementation, land use management paradox and characteristics of insurance policies. The statistical analysis also suggests that insured flood loss is considerably affected by wetland alteration and a community's location on the coast. Another finding indicates that very strong leadership and dam construction are factors in mitigating flood loss

    Smart Engagement and Smart Urbanism: Integrating "The Smart" Into Participatory Planning and Community Engagement

    The smart city epitomizes a new paradigm shift in urban planning, policy, and cities. Smart cities require and are powered by smart city principles to succeed, including smart technologies, smart infrastructure, and smart governance; however, they also need to engage closely with the citizens who are most affected by the deployment of the smart city and who also embrace the diverse perspectives, experiences, and opportunities of living in smart cities, i.e., smart engagement. What would be forms of collaborative democracy and inclusive citizen participation in smart city planning? To what extent can smart city planning respond and address inequality, justice, and social and digital division? How can we create community-based climate change planning with the smart? What would be a smart community platform that supports smart engagement, and how do cities around the world establish smart city policy and assess the impact on smart engagement? This thematic issue aims to answer these questions by exploring new visions, facets and methods, practices, and tools for enabling smart engagement. Drawing on research from various countries and cities across the world, the contributions bring new prospects of smart engagement and smart urbanism and illuminate how the theory, plan and policy, and practices of smart engagements are binding to the extent of citizen participation and engagement in smart cities

    Flightless-I Controls Fat Storage in Drosophila

    Triglyceride homeostasis is a key process of normal development and is essential for the maintenance of energy metabolism. Dysregulation of this process leads to metabolic disorders such as obesity and hyperlipidemia. Here, we report a novel function of the Drosophila flightless-I (fliI) gene in lipid metabolism. Drosophila fliI mutants were resistant to starvation and showed increased levels of triglycerides in the fat body and intestine, whereas fliI overexpression decreased triglyceride levels. These flies suffered from metabolic stress indicated by increased levels of trehalose in hemolymph and enhanced phosphorylation of eukaryotic initiation factor 2 alpha (eIF2??). Moreover, upregulation of triglycerides via a knockdown of fliI was reversed by a knockdown of desat1 in the fat body of flies. These results indicate that fliI suppresses the expression of desat1, thereby inhibiting the development of obesity; fliI may, thus, serve as a novel therapeutic target in obesity and metabolic diseases

    Growth of superconducting MgB2 thin films via postannealing techniques

    We report the effect of annealing on the superconductivity of MgB2 thin films as functions of the postannealing temperature in the range from 700 C to 950 C and of the postannealing time in the range from 30 min to 120 min. On annealing at 900 C for 30 min, we obtained the best-quality MgB2 films with a transition temperature of 39 K and a critical current density of ~ 10^7 A/cm^2. Using the scanning electron microscopy, we also investigated the film growth mechanism. The samples annealed at higher temperatures showed the larger grain sizes, well-aligned crystal structures with preferential orientations along the c-axis, and smooth surface morphologies. However, a longer annealing time prevented the alignment of grains and reduced the superconductivity, indicating a strong interfacial reaction between the substrate and the MgB2 film.Comment: 7 pages, 4 figures include

    Depressed Neuronal Growth Associated Protein (GAP)-43 Expression in the Small Intestines of Mice Experimentally Infected with Neodiplostomum seoulense

    Neodiplostomum seoulense (Digenea: Neodiplostomidae) is an intestinal trematode that can cause severe mucosal pathology in the small intestines of mice and even mortality of the infected mice within 28 days after infection. We observed neuronal growth associated protein-43 (GAP-43) expression in the myenteric plexus of the small intestinal wall of N. seoulense-infected mice until day 35 post-infection (PI). BALB/c mice were infected with 200 or 500 N. seoulense metacercariae isolated from naturally infected snakes and were killed every 7 days for immunohistochemical demonstration of GAP-43 in the small intestines. N. seoulense-infected mice showed remarkable dilatation of intestinal loops compared with control mice through days 7-28 PI. Conversely, GAP-43 expression in the mucosal myenteric plexus was markedly (P<0.05) reduced in the small intestines of N. seoulense-infected mice during days 7-28 PI and was slightly normalized at day 35 PI. From this study, it is evident that neuronal damage occurs in the intestinal mucosa of N. seoulense-infected mice. However, the correlation between intestinal pathology, including the loop dilatation, and depressed GAP-43 expression remains to be elucidated

    Gap Analysis Between the Level of Heat Wave Adaptation Policy and Heat Wave Effects in South Korean Municipalities

    This study aims to analyze the gap between the level of heat wave adaptation policies and heat wave effects in South Korean municipalities. First, the types of industries in municipalities were classified using factor analysis and cluster analysis. Second, the level of heat wave adaptation policy in the municipalities was assessed using a fuzzy analytic hierarchy process analysis. Third, the gap between the level of heat wave adaptation policy and the heat wave effect was analyzed. The results show that the heat wave adaptation policies were established in accordance with the heat wave effects to at least some degree. However, closer to the long-term future (2095), the policies have not sufficiently matched the level of heat wave effects. The proportion of municipalities with insufficient levels of heat wave adaptation policies against the heat wave effects was higher among urban-type municipalities. The analysis results suggest two policy implications. First, the heat wave adaptation policies of municipalities should be established through continuous feedback on the predictions of future heat wave effects. Second, urban-type municipalities should strengthen their planning authority and competence by securing a professional workforce and budgets for the establishment of heat wave adaptation policies
