Addressing the needs of girls at risk of early marriage and married adolescent girls in Burkina Faso

Early marriage occurs frequently in rural areas of Burkina Faso and curtails girls\u27 ability to complete their education and fulfill their potential. Once married, girls tend to be less mobile and have limited social networks compared to unmarried girls, and married girls are expected to begin childbearing almost immediately. Given their young age, pregnant adolescents may be at risk of complications during childbirth. Despite the large number of married girls and girls at risk of early marriage in Burkina Faso’s rural areas, few programs address the issue of early marriage directly. Furthermore, the country lacks services tailored to their needs. With health services concentrated in urban areas, the distance to the nearest health center is a serious obstacle for girls in rural areas. Even if a health center is accessible, girls and young women must obtain permission from their husband or other gatekeeper to visit it. Promoting Healthy, Safe, and Productive Transitions to Adulthood Brief No. 9 describes research conducted by the Population Council to better understand the needs and experiences of girls at risk of early marriage and of married girls in Burkina Faso

Cartographie sociale des espaces de rencontres des adolescentes mariées ou non dans la zone d\u27intervention du projet

L’étude sur la cartographie sociale des espaces de rencontres des adolescentes mariées ou non dans les zones d’intervention du projet « Éliminer le mariage des enfants au Burkina : un plan pour la protection, le renforcement et l’action communautaire » s’est déroulée dans les 24 sites du projet. Elle a permis de recenser dans les différentes localités en plus des structures publiques, des groupements, des associations, des ONG et projets, des radios, et des espaces de rencontre des adolescents. Des recommendations formulées pour l’atteinte des objectifs du projet comprennent: la création des espaces de rencontre des adolescent(e)s, la promotion des activités socio-économiques des adolescentes, la collaboration avec les radios, la collaboration avec les structures intervenant sur le terrain, et l’engagement de tous les acteurs impliqués. --- The study on the social mapping of meeting spaces for married or unmarried adolescent girls in the intervention areas of the project “Eliminating child marriage in Burkina Faso: A plan for the protection, strengthening and community action” was carried out in the 24 project sites. The study made it possible to identify, in addition to public structures in the various localities, the groups, associations, NGOs and projects, radio stations, and meeting places for adolescents. Recommendations formulated for achieving the objectives of the project include: the creation of meeting places for adolescents, the promotion of socioeconomic activities of adolescent girls; collaboration with radio stations, collaboration with structures involved in the field, and the commitment of all the actors involved

Quality of care and client willingness to pay for family planning services at Marie Stopes International in Burkina Faso

Many sexual and reproductive health programs operating in a limited-resource setting face a challenging balancing act between making services accessible and affordable to clients, including those most in need, and remaining financially sustainable. To achieve these dual objectives, the Population Council, with Marie Stopes International in Burkina Faso (MSI BF), launched a willingness-to-pay (WTP) study that examined the current situation and numerous pricing options, proposing optimal prices for products and services. The process of implementing the WTP survey was insightful for MSI BF as it provided evidence on client satisfaction with services and willingness to contribute to the cost of their implant or IUD. In light of the findings, MSI BF decided to increase prices for implants and IUDs both in centers and on outreach. However, balancing the benefit from slightly increased revenue with the risk that some poor clients might be dissuaded by higher prices from seeking family planning services, MSI BF decided to implement only an incremental price increase

Réseaux sociaux et les capacités financières des filles employées de maison à Bobo-Dioulasso

Depuis plus d’une année, le Population Council assure la mise en œuvre du projet «Filles Éveillées» ciblant les travailleuses domestiques dans les zones urbaines au Burkina Faso. L’objectif de cette étude est d’avoir une meilleure connaissance des réseaux sociaux des filles—soit avec les personnes dans sa nouvelle communauté soit avec des personnes dans son village à travers la technologie—depuis leurs zones d’origine, sachant que la phase de transit n’est pas bien comprise mais que ça peut influencer le séjour de la fille en ville. Cette étude a pour objectif de cerner les capacités et les modes de gestion financières des filles, et de mesurer la connaissance du risque selon les circuits d’épargne. Ce volet s’avère d’une importance capitale pour ces filles, et le programme «Filles Éveillées» se donne pour mission de développer les capacités des filles à épargner, à budgétiser, et à développer des plans financiers. --- For more than a year, the Population Council has been implementing the Filles Éveillées (“Girls Awakened”) project targeting domestic workers in urban areas in Burkina Faso. The objective of this study is to have a better knowledge of girls\u27 social networks—either with people in their new community or with people in their village through technology—from their areas of origin, knowing that the phase is not well understood but that it can influence the girl\u27s stay in the city. The purpose of this study is to identify girls’ capacities and methods of financial management, and to measure knowledge of risk according to savings channels. This proves to be of capital importance for these girls, and the Filles Éveillées program aims to develop the capacities of girls to save, to budget, and to develop financial plans

Etude qualitative sur le mariage précoce des adolescentes: Leur vécu, leurs besoins en matière d\u27éducation, de santé de la reproduction et d\u27opportunités socio-économiques

La présente étude sur le mariage précoce des adolescentes à été commanditée par l’UNFPA en collaboration avec l’UNICEF et le Ministère de l’Action Sociale dans le cadre du projet « Éliminer le mariage des enfants au Burkina : un plan pour la protection, le renforcement et l’action communautaire ». Elle vise à fournir des informations relatives à la pratique du mariage précoce sur les zones d’intervention du projet, afin de faciliter les interventions visant à améliorer les conditions de vie des adolescentes mariées ou non. Il s’agissait d’analyser le contexte socioculturel du mariage des adolescentes ainsi que leur vécu et leurs besoins en matière de santé, d’éducation et d’opportunités économiques. L’étude a révélé que la majorité des adolescentes mariées vivent dans des conditions de précarité. Cet environnement présente des risques pour leur vie (grossesse précoce, immaturité à assumer pleinement un nouveau statut et des rôles et responsabilités). Ces jeunes femmes affrontent généralement seules cette nouvelle situation, sans être au préalable préparées. Tous ces obstacles entraînent des conséquences sur l’épanouissement de l’adolescente à plusieurs niveaux. --- This study on early adolescent marriage was commissioned by UNFPA in collaboration with UNICEF and the Ministry of Social Action as part of the project “Eliminating child marriage in Burkina Faso: a plan for protection, community strengthening and action.” It aims to provide information on the practice of early marriage in the project intervention areas, in order to facilitate interventions aimed at improving the living conditions of married or unmarried adolescent girls. The project analyzed the socio-cultural context of adolescent marriage as well as the young women’s experiences and needs in terms of health, education, and economic opportunities. The study found that the majority of married adolescent girls live in precarious conditions. This environment presents risks for their lives (e.g., early pregnancy and lack of maturity to fully assume their new status, roles, and responsibilities). These young women generally face this new situation on their own, without any advance preparation. All of these obstacles have consequences for adolescent development on several levels

Comprendre la vie des adolescentes avant et après la migration: Enquête réalisée sur les sites d\u27origine auprès d\u27anciennes filles migrantes employées comme aide-ménagères

Le Population Council met en œuvre un projet en direction des adolescentes migrantes travaillant comme employées de maison dans les zones urbaines au Burkina Faso (Ouagadougou et Bobo-Dioulasso). Ce programme, dénommé «Filles Éveillées», a pour objectif d’élargir les réseaux sociaux des filles et de développer leurs compétences en capacités financières, en santé et hygiène, santé de la reproduction et en compétences de la vie courante. Il offre également aux bénéficiaires l’opportunité d’accéder à l’alphabétisation. Dans un effort d’améliorer ce programme en ville, il s’est avéré opportun de mieux comprendre les circonstances de la vie des adolescentes dans le village avant et après la migration. À la lumière des informations collectées au cours de cette enquête, certaines actions s’avèrent utiles pour tout programme de renforcement des compétences des filles aide-ménagères. Ce sont des actions que tout programme de promotion et d’éducation à l’image du programme «Filles Éveillées» devrait prioriser dans ses axes d’intervention. --- The Population Council is implementing a project aimed at migrant adolescent girls working in domestic service in urban areas in Burkina Faso(Ouagadougou and Bobo-Dioulasso). This program, called Filles Éveillées (“Girls Awakened”), aims to broaden girls\u27 social networks and develop their financial capabilities, health and hygiene, reproductive health, and life skills. It also offers beneficiaries the opportunity to access literacy. In an effort to improve this program in the city, it has proven useful to better understand the circumstances of adolescent girls\u27 lives in the village before and after migration. In light of the information collected during this investigation, certain actions have proven useful to strengthen the skills of domestic workers. These are actions that any promotion and education program like the Filles Éveillées program should prioritize in its areas of intervention

Évaluation de processus : Programme Filles eveillées pour adolescentes migrantes employées de maison au Burkina Faso urbain 2012

Le programme «Filles Éveillées» a été conçu pour apporter aux adolescentes migrantes employées de maison les compétences, les connaissances et le capital social qui leur permettent de réduire leurs vulnérabilités et de s’ouvrir de nouveaux débouchés. Les observations tirées de la collecte de données quantitatives et qualitatives ont révélé le succès considérable du programme: il est largement apprécié et a été bien reçu par les participantes, les mentors, les membres de la communauté et tous les autres intéressés. En sa qualité de programme pilote, les obstacles à une mise en œuvre sans incidents auraient été inévitables, mais par leur détermination et leur dynamisme, l’Association Tié, le Population Council et la Jacobs Foundation ont permis l’accès au nombre de filles ciblé et la mise en œuvre du programme telle qu’elle avait été planifiée. L’évaluation d’impact prévue en 2013 révélera la mesure dans laquelle le programme aura réussi à atteindre ses objectifs de réduction de la vulnérabilité et d\u27élargissement des horizons de cette population particulièrement vulnérable. Notre espoir est que les résultats de l\u27évaluation de processus et les ajustements correspondants apportés au programme permettront de réaliser ces objectifs. --- The Filles Éveillées (“Girls Awakened”) program was designed to provide migrant adolescent girls and women working in domestic service with the skills, knowledge and social capital to reduce their vulnerabilities and open up new opportunities. Observations from the quantitative and qualitative data collection revealed the considerable success of the program: it is widely appreciated and was well received by participants, mentors, community members, and others. As a pilot program, the obstacles to an implementation without incidents would have been inevitable, but through their determination and their dynamism, the Tié Association, the Population Council, and the Jacobs Foundation allowed access to the number of targeted girls and the implementation of the program as planned. The impact assessment planned for 2013 will reveal the extent to which the program has succeeded in achieving its objectives of reducing vulnerability and widening the horizons of this particularly vulnerable population. Our hope is that the results of the process evaluation and the corresponding adjustments distributed to the program have made it possible to achieve these objectives

Analyse secondaire des données de l\u27analyse situationnelle des services de santé de la reproduction

En début 2002, l’UNFPA a soutenu un projet intitulé Renforcement des services sanitaires et sociaux pour faire face aux besoins de santé sexuelle et reproductive des adolescentes. Le projet avait pour objectif d’améliorer la connaissance des adolescentes mariées en ce qui concerne la législation et leurs propres droits; les éduquer à prendre soin de leur propre santé et de celle de leurs enfants; et augmenter leur accessibilité aux services de santé reproductive, particulièrement dans les régions les plus pauvres du Burkina Faso. Le projet a affirmé que les normes de fonctionnement ne sont pas remplies en termes d’infrastructures, d’équipement, de matériel et de ressources humaines. Les services disponibles ne sont pas bien connus par les populations, ce qui peut limiter la fréquentation. Il apparaît aussi que les services offerts aux adolescents ne sont pas assez développés car peu de prestataires ont des compétences nécessaires. Quelques recommandations ont été formulées en réponses aux problèmes et aux insuffisances constatées, sur la capacité d’offre et la qualité des services. --- In early 2002, UNFPA supported a project called Strengthening Health and Social Services to Meet the Sexual and Reproductive Health Needs of Adolescent Girls. The objective of the project was to improve the knowledge of married adolescent girls about the law and their own rights; educate them to take care of their own health and that of their children; and increase their accessibility to reproductive health services, particularly in the poorest regions of Burkina Faso. The project claimed that operating standards are not being met in terms of infrastructure, equipment, materials, and human resources. The available services are not well known by the populations, which can limit attendance. It also appears that the services offered to adolescents are not sufficiently developed because few providers have the necessary skills. A few recommendations were made in response to the problems and shortcomings observed, on the supply capacity and the quality of services

Process evaluation: The Filles Eveillées (\u27Girls awakened\u27) program for migrant adolescent girls in domestic service in urban Burkina Faso

The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. This report summarizes the results of an evaluation of Filles Éveillées aimed to improve the program in its second cycle. The assessment evaluated: elements of the program that were or were not implemented as planned and obstacles to implementation; and improvements to the structure, implementation, and program content in order to more effectively reduce vulnerability of the target population and increase their opportunities
