    E-government process in the public sector and the barriers against its implementation: A case study in Greece

    Copyright @ 2013 EMCIS.The study aims to gain insight into the of e-government as it has started taking place within the public sector and access the barriers that are related to its organizational structure and consequently prevent the fully incorporation and implementation of such technological efforts. In order to obtain vital and accurate information, the study adopted quantitative research methodology by using the tool of self-completion questionnaires. More precisely, this study is based on a single case study, the public administration in Greece. Moreover, the sources of data collection were relied upon primary data. Furthermore, this study revealed the organizational barriers against e-government by focusing on the major impediments as the participants captured them. Non-availability of high IT-staff, age of employees and the structure of the political regime as well as the way that the central government operates affect the structure of the public sector and are considered the most important barriers that guide to difficulties as far as e-government adoption is concerned. Indeed, Greek Public sector is facing many organizational problems and should eliminate the majority of them by undertaking radical changes and effective measures

    Sufficient conditions for unique global solutions in optimal control of semilinear equations with C1C^1-nonlinearity

    We consider a C1C^1-semilinear elliptic optimal control problem possibly subject to control and/or state constraints. Generalizing previous work we provide a condition which guarantees that a solution of the necessary first order conditions is a global minimum. A similiar result also holds at the discrete level where the corresponding condition can be evaluated explicitly. Our investigations are motivated by G\"unter Leugering, who raised the question whether our previous results can be extended to the nonlinearity ϕ(s)=ss\phi(s)=s|s|. We develop a corresponding analysis and present several numerical test examples demonstrating its usefulness in practice

    Plastic dilation rate characteristic of concrete confined with steel tube

    The use of external confining devices to confine concrete has become widely used. One of the purposes is to gain additional concrete strength and ductility. Although there are many types of external confining devices, in this paper, the attention is limited to the use ofthe steel tube as anexternal confining device. One of the main objectives ofthis research is to study the plastic dilation rate behavior of concrete-filled-steel-tube (CFST) columns. The experimental data for the plastic dilation rate is extracted, and compared with the authors concrete plasticity model. In the authors’ previous research, the calibration of the plastic dilation rate model was based on confined concrete tested under both active and passive confinement using FRP wraps. Since the behavior of the steel tube and the FRP materials are different, the author’s plastic dilation rate model needs to be re-evaluated for CFST columns. Comparisons of the extracted experimental plastic dilation rates with the model prediction for CFST specimens with normal strength concrete show good agreement and requires no adjustment in the formulation. However, for a specimen with 80 MPa concrete, the proposed formulation showsslightly lowerplastic dilation rates.More experimental data for CFST using high strength concretes is required for further investigation.
