Labour Migration Patterns in Europe: Recent Trends, Future Challenges

In the last few years, issues related to international migration are receiving increasing attention from policy makers. This reflects mainly the changes in the magnitude and composition of migration flows. Net migration into the EU has risen again during the period 1998 to 2003. With an overall level of around 4 per thousand, relative immigration levels into the EU appear to be at present somewhat higher than those into the US (3.3 per thousand). High irregular migration, with estimates of the relation between regular and irregular immigration running between 1:0,3 and 1:1, and high numbers of asylum applicants indicate an increase in migration pressure during the last decade. Major changes in the source and destination of migrants have also taken place: traditional receiving countries have lost prominence while Southern European countries, who were sending countries until fairly recently, have become receiving countries, and some Eastern European Member States are now both sending and receiving migrants.Labour migrations patterns, migrations flows, international migration, , Diez Guardia, Pichelmann

The Recall and New Job Search of Laid-Off Workers: A Bivariate Proportional Hazard Model with Unobserved Heterogeneity

Workers who lose their jobs can become reemployed either by being recalled to their previous employers or by finding new jobs. Workers' chances for recall should depress their job search intensity, so the rates of exit from unemployment by these two routes should be negatively related. We look for evidence in the PSID data by estimating a semiparametric competing risks model with explicitly related hazards. Our estimates reveal a statistically precise but small negative effect of recall probabilities on the rate of new job finding. Price and quantity adjustments in the Austrian labour market

Austria is among the very few countries in the European Union which have managed to maintain comparatively low unemployment rates and high employment rates. This study looks at the price and quantity adjustment mechanisms in the Austrian labour market which may have contributed to this favourable outcome. After reviewing briefly the basic theoretical reasoning an empirical investigation is began into gross flow dynamics in the labour market and the cyclical volatility of employment and unemployment in Austria. In international comparison Austrian unemployment is very stable over the business cycle. This is due mainly to the high sensitivity of the labour force on cyclical conditions and, partly, also on the relatively weak responsiveness of employment to cyclical fluctuations in output, the latter being possibly attributable to the high degree of real wage flexibility in Austria. The study proceeds to show that the long-run elasticity of wages with respect to unemployment is indeed quite high in Austria. However, evidence was also found for outsider effects in the Austrian wage setting process. Relative wage structures, on the other hand, appear to be rather rigid.
