    Attribution of pollution generation to local private and public demands in a small open economy: results from a SAM-based neo-classical linear attribution system for Scotland

    For the construction of environmental accounts, Input Output (IO) systems have a number of clear advantages. First IO is an internally consistency, rigorous accounting framework. Second, the characteristics of IO systems are well known. Third, IO systems focus on the link between intermediate and final demands, and can attribute the indirect, intermediate use of commodities to elements of final demand. However, there are concerns over the degree of appropriateness of the standard IO attribution approaches (McGregor et al, 2001a). If standard Type I output-pollution multiplier, especially in the case of a very open economy such as Scotland, responsibility for much pollution can be attributed to external sources of demand. Furthermore, when Type II output-pollution multipliers are utilised, local private consumption virtually disappears as a pollution source. This seems to be at variance with the common environmental approach, which would wish to place domestic consumption at the centre of pollution attribution

    European Union citizenship: The acquisition of nationality and the ever-expansive reach of the European Court of Justice

    European Union citizenship was established by the Treaty of Maastricht in 1992. Intended to fall within the exclusive prerogative of the Member States, it soon became clear that the autonomy of Member States to determine matters relating to nationality would be restricted by the ever-expansive reach of the European Court of Justice. As such, the European Court of Justice transformed the law on citizenship in the 2010 case of Rottmann where measures affecting or depriving the rights conferred and protected by the European Union were held to fall within the scope ratione materiae of European Union law. While Rottmann affirmed the law as to the deprivation of European Union citizenship, it left unanswered the question whether the acquisition of nationality also falls within the scope of European Union law. This paper aims to identify and analyse the law arising post-Rottmann to determine whether the acquisition of nationality could fall within the scope of European Union law. It shall then analyse whether fundamental principles of European Union law, namely the principle of proportionality, could be applied in order to regulate the conditions imposed by Member States in relation to the acquisition of nationality

    The national impact of regional policy : policy simulation with labour market constraints in a two-regional computable general equilibrium model

    The first step in a comprehensive evaluation of regional policy is to identify its full spatial impact. This involves two tasks. The first is to determine the form and strength of inter-regional linkages. The second is to specify the national constraints within which the system of regional economies operates. In this paper we use simulation results from a two-region Computable General Equilibrium (CGE) model of Scotland and the rest of the UK (RUK) to investigate these issues. The inter-regional linkages incorporate trade and income flows, inter-regional capital mobility and migration. The constraint that we focus on is an overall national population constraint and its impact on regional wage determination. The paper is structured in the following way. Section 2 outlines the AMOSRUK modelling framework. Section 3 describes the alternative labour-market model configurations used in the simulations. Section 4 reports the results for the model simulation and Section 5 is a short conclusion

    Induction of Colonic Aberrant Crypts in Mice by Feeding Apparent N-Nitroso Compounds Derived From Hot Dogs

    Nitrite-preserved meats (e.g., hot dogs) may help cause colon cancer because they contain N-nitroso compounds. We tested whether purified hot-dog-derived total apparent N-nitroso compounds (ANC) could induce colonic aberrant crypts, which are putative precursors of colon cancer. We purified ANC precursors in hot dogs and nitrosated them to produce ANC. In preliminary tests, CF1 mice received 1 or 3 i.p. injections of 5mg azoxymethane (AOM)/kg. In Experiments 1 and 2, female A/J mice received ANC in diet. In Experiment 1, ANC dose initially dropped sharply because the ANC precursors had mostly decomposed but, later in Experiment 1 and throughout Experiment 2, ANC remained at 85 nmol/g diet. Mice were killed after 8 (AOM tests) or 17–34 (ANC tests) wk.Median numbers of aberrant crypts in the distal 2 cm of the colon for 1 and 3 AOMinjections, CF1 controls, ANC (Experiment 1), ANC (Experiment 2),and untreated A/J mice were 31, 74, 12, 20, 12, and 5–6, with P < 0.01 for both ANC tests. Experiment 2 showed somewhat increased numbers of colonic mucin-depleted foci in the ANC-treated group. We conclude that hot-dog-derived ANC induced significant numbers of aberrant crypts in the mouse colon

    Global Metal Use Targets in Line with Climate Goals.

    Metals underpin essential functions in modern society, yet their production currently intensifies climate change. This paper develops global targets for metal flows, stocks, and use intensity in the global economy out to 2100. These targets are consistent with emissions pathways to achieve a 2 °C climate goal and cover six major metals (iron, aluminum, copper, zinc, lead, and nickel). Results indicate that despite advances in low-carbon metal production, a transformative system change to meet the society's needs with less metal is required to remain within a 2 °C pathway. Globally, demand for goods and services over the 21st century needs to be met with approximately 7 t/capita of metal stock-roughly half the current level in high-income countries. This systemic change will require a peak in global metal production by 2030 and deep decoupling of economic growth from both metal flows and stocks. Importantly, the identified science-based targets are theoretically achievable through such measures as efficient design, more intensive use, and longer product lifetime, but immediate action is crucial before middle- and low-income countries complete full-scale urbanization

    Temperature effects on the far-infrared absorption spectra of simple organic molecules

    The recent development of interferometers operating in the far-infrared frequency region, coupled with the use of modern high-speed digital computers for processing the interferometric data, has made this frequency region more readily available for investigation. It became apparent quite early that most, if not all, compounds exhibit absorptions in this region, confirming the speculations of earlier dielectrics studies. For polar molecules, the existence of these absorptions has been attributed to a variety of causes, several of which have in common a concept of a short-lived pseudo-lattice or cage of molecules surrounding a central trapped molecule which could absorb energy from an applied oscillating electromagnetic field in order to move within the potential energy well created by the cage members. In the present work, an attempt has been made to examine this concept by varying the temperature of the sample, with a view to altering the size and rigidity of the cage. The type of motion exhibited by the central molecule has also been considered. In general, both the intensity and frequency of maximum absorption increased smoothly with decreased temperature within the liquid phase, and within certain solid phases in which molecular rotational motion was allowed. On passing into non-rotator solid phases, however, the broad, featureless absorption curve of the liquid was replaced abruptly by one containing several sharp, narrow and intense absorption peaks. It has been suggested that the broad absorption bands of the liquid phase are composed of several overlapping bands due to different types of molecular motion. Further, each of the component bands was suggested to arise from the differences between the kinetic energy possessed by a central molecule, and the energy barrier created by the molecular cage. The kinetic energy of the central molecule was suggested to be governed by a continuous distribution. Similarly, the energy barrier might also be governed by a second continuous distribution
