Using secondary information, this paper discusses the different attempts that Peruvian public policy has made to promote nanotechnology in recent years. Taking into account a framework that incorporates concepts such as scientific governance (Irwin 2008, Fuller 2000, Rose 1999, Barry 2001, Dean 1999), anticipatory governance (Guston & Sarewitz 2002), social technology (Fonseca & Pereira 2013) and institutionalization of science, technology and innovation in developing countries (Drori 1993, Cueto 2005), we discuss how Peru’s scientific policy thrived in an institutional environment that does not promote science and technology. On the contrary, the government and the private sector have sought to generate scientific and technological development only under the paradigm of economic development
