    Aplicación del gobierno electrónico en el proceso de legajamiento de declaraciones aduaneras de mercancías - DMAs, del régimen de reembarque y otras solicitudes

    Para el año 2019, la previsión de crecimiento es 4,2%, (…). En general, la dinámica económica más favorable está asociada con el fortalecimiento de la demanda interna, por el impulso fiscal temporal y la sostenida recuperación de la inversión privada. (MMM 2019-2022, Pub. 24.Agosto.2018, Pág. 20). En virtud a las facultades para legislar en materia de gestión económica y competitividad, otorgadas por el Congreso mediante Ley N° 30823, se propone: (…) (ii) adecuar la normativa de comercio exterior a estándares internacionales a fin de agilizar las operaciones y preservar la seguridad de la cadena logística. (MMM 2019-2022, Pub. 24.Agosto.2018, Pág. 24). Hoy en día en el que el Comercio Internacional tiene vital importancia para la economía de un país y tiene relación directa con su PBI y sirve de apalancamiento al crecimiento económico así como permite ser competitivo en el actual mundo globalizado; en este escenario, el uso de las nuevas tecnologías de la Información y Comunicación TICs, son herramientas necesarias que coadyuvan al crecimiento económico visible de un país, por lo que el Estado debe priorizar que los servicios que brinda deben ser por este medio, cumpliendo los lineamientos vigentes; entendiendo que dejar de usarla genera no subir a la ola de innovación, simplificación administrativa, optimización de recursos, era digital y más que acompañan los servicios del Estado. Además de ello los costes del Almacenaje tienen una fortísima incidencia económica sobre el producto final, sin que signifique la suma de valor agregado sobre la mercancía, de modo tal que mientras mayor tiempo permanezca la mercancía en el Depósito aduanero mayor será el precio de venta, y en sentido inverso, a menor tiempo en el almacén menor será su precio de venta y permitirá que el sector privado contribuya con el dinamismo económico, ello lo podemos corroborar dando una mirada a los tarifarios por almacenaje de algunos Depósitos Aduaneros consignados en las referencias N° 1, 2, 3, 4 y 5. La presente investigación sobre la “Aplicación del Gobierno Electrónico en el proceso de legajamiento de Declaraciones Aduaneras de Mercancías-DAMs, del Régimen de Reembarque y otras solicitudes”, permitirá analizar los alcances y aplicación del Procedimiento Específico de “Legajamiento de la Declaración” DESPA-PE.00.07, aprobado por la Resolución de Intendencia Nacional N° 08-2014/SUNAT/5C0000, utilizado para el legajamiento de las DAMs del Régimen de Reembarque, y determinar si este proceso se encuentra alineado y dentro del marco de las Políticas Nacionales de: Simplificación Administrativa, Gobierno Electrónico, y; de Modernización de Gestión Pública, así como también al principio de Facilitación de Comercio Exterior, debido a que son de poca frecuencia pero de alto impacto para el comercio internacional.Trabajo de investigaciónCampus Lima Centr

    Los efectos de la estimulación adrenérgica alfa y beta, pueden ser logrados por agentes agonistas y antagonistas, como la epinefrina y el propranolol respectivamente. Con el objetivo de precisar aspectos relacionados con la contractilidad del músculo ventricular, se realizaron un total de trece experimentos utilizando combinaciones de prajmalina-epinefrina y prajmalina-propanolol, prefundiendo preparaciones de tiras de músculo ventricular de trece ejemplares adultos de ranas catesbeiana. La prajmalina, antiarrítmico del grupo I, se obtuvo a partir de la Rauvvolfia viridis, planta endémica de Cuba. Las preparaciones fueron estimuladas con pulsos de corriente, y la tensión desarrollada por el músculo fue registrada por un transductor fuerza-desplazamiento. Las señales eléctricas fueron convertidas en trazos por un equipo registrador. Los resultados indican que las combinaciones de prajmalina-epinefrina y prajmanina-propanolol afectan de forma diametralmente opuesta la contractilidad del músculo cardíaco, aumentando en un 40% y disminuyendo en un 15% respectivamente la fuerza de la contracción del músculo ventricular. Por otra parte se sugiere un posible mecanismo de acción de la prajmalina sobre los receptores alfa presentes en las membranas de las células ventriculares. ABSTRACT The effects of alfa and beta adrenergic stimulation can be accomplished by agonist and antagonist agents such as epinephrine and propanolol respectively. Aimed at determining the aspects related to contractibility of ventricular muscle, thirteen experiments were performed using combinations of prajmaline "epinephrine and prajmaline" propanolol, being perfused preparations of ventricular muscle strips of thirteen samples of adult Catesblian frogs. Prajmaline, a group I antiarrhythmic, was obtained from Rauvvolfia viridis, an endemic plant in Cuba. The preparations were stimulated with electric current pulses and the tension performed by the muscle was registered by a force "displacement transductor". The electric signals were transformed into lines by a registering equipment.     Učinak praha avokada, suncokretova ulja te različitih omjera voluminozne i koncentrirane krme u obroku na unos hrane, probavljivost hrane i proizvodnost mladih ovnova

    The objective of this study was to evaluate the inclusion of avocado flour and sunflower oil as energy sources in different proportions, as well as different forage:concentrate ratios on the productive performance and feed intake of male rams, and the in vitro dry matter digestibility, organic matter digestibility and gas production. The intake was measured in diets containing avocado flour or sunflower oil with 60% forage: 40% concentrate, and in diets with different forage:concentrate ratios and 10% inclusion of avocado flour or sunflower oil. The daily weight gain was registered for 84 days, the in vitro dry matter digestibility was determined at 48 h, and the in vitro gas production was evaluated at 72 h. The partial production of gas at 24 hours, raw protein, raw fat, and ash were used to estimate the metabolizable energy and organic matter digestibility. Low levels of avocado flour and sunflower oil in the diet showed the highest intake, in vitro dry matter digestibility and in vitro gas production. Daily weight gains were 0.28 kg in avocado flour and 0.30 kg in sunflower oil diets, both at 10% inclusion and 40% forage: 60% concentrate. The inclusion of high levels of avocado flour or forage in the diet decreased the feed intake of male sheep. The best avocado flour level was 10% with 40% forage: 60% concentrate.Cilj rada bio je istražiti utjecaj različitih omjera između praha avokada i suncokretova ulja kao izvora energije, te različitih omjera između voluminozne i koncentrirane krme u obroku na unos hrane i proizvodnost mladih ovnova. Osim toga, in vitro istražena je probavljivost suhe tvari, probavljivost organske tvari i proizvodnja plina. Unos hrane mjeren je u obrocima koji su sadržavali prah avokada ili suncokretovo ulje uz omjer između voluminozne i koncentrirane krme od 60:40% ili u obrocima sa različitim omjerom voluminozne i koncentrirane krme uz dodatak 10% praha avokada ili suncokretova ulja. Dnevni prirast bilježen je tijekom 84 dana. Probavljivost suhe tvari in vitro određivana je 48 h, a proizvodnja plina in vitro 72 h od uzimanja uzoraka. Za određivanje metaboličke energije i probavljivosti organske tvari korišteni su parcijalna proizvodnja plina 24-ti sat, sirovi protein, sirova mast i pepeo. Niske razine praha avokada i suncokretova ulja u obroku rezultirale su najvišim unosom hrane te najvišom in vitro probavljivošću suhe tvari i in vitro proizvodnjom plina. Dnevni prirast bio je 0,28 kg u životinja kojima je davano 10% praha avokada, 0,30 kg u životinja kojima je davano 10% suncokretova ulja, pri čemu je omjer voluminozne i koncentrirane krme iznosio 40:60%. Dodavanje visokih razina praha avokada ili voluminozne krme u obrok dovelo je do nižeg unosa hrane kod mladih ovnova pa je zaključeno da je najpovoljnija razina dodanog praha avokada 10% uz omjer voluminozne i koncentrirane krme 40:60%

    Effect of extenders based on Tris, Tes and skim milk on cryopreservation of epididymal alpaca sperm

    El estudio tuvo por objetivo evaluar el efecto de tres dilutores (Tris, Tes y leche descremada) en la criopreservación de espermatozoides obtenidos del epidídimo de alpaca. Previamente se determinó el efecto del tiempo entre el beneficio/castración y la recuperación de los espermatozoides del epidídimo. Se utilizaron 24 testículos de alpacas para la obtención de los espermatozoides directamente del epidídimo en una solución fisiológica buferada (PBS). La recuperación de espermatozoides se realizó a las 0, 35, 48 y 72 horas (6 testículos por grupo) y se evaluó la motilidad, concentración espermática e integridad funcional de membrana. Los espermatozoides recuperados a partir de 35 horas post beneficio/castración no fueron aptos para ser congelados. Las muestras recuperadas a las 0 horas fueron diluidas con Tris, Tes y leche descremada, enfriadas desde 35 a 5 oC en 90 minutos, envasadas en pajillas de 0.25 ml y congeladas en nitrógeno líquido. Se evaluó la motilidad, integridad funcional de membrana y vitalidad/integridad acrosomal en las muestras descongeladas. La motilidad fue de 14.0, 8.6 y 17.0% en los grupos Tris, Tes y leche descremada, respectivamente, donde el grupo leche descremada fue significativamente mejor que el grupo Tes (p<0.05). Los porcentajes de integridad funcional de membrana y vitalidad/integridad acrosomal fueron similares entre los tres grupos. Se concluye que los tres dilutores brindan efectos similares para la criopreservación de espermatozoides epididimarios de alpaca.The objective of this study was to evaluate the effect of three semen extenders (skim milk, Tris, and Tes) on cryopreservation of epididymal alpaca sperm. Previously, the effect of timespan since slaughtering or castration to the recovery of epididymal sperm was evaluated. Twenty-four alpaca testicles were used to obtain sperm from the epididymis in a buffered saline solution (PBS). The recovery of spermatozoa was performed at 0, 35, 48, and 72 hours (6 testes per group) after slaughtering or castration. Sperm motility, concentration, and sperm membrane functional integrity were analyzed. Sperm recovered after 35 hours was not usable for cryopreservation. Sperm samples recovered at 0 hours were subjected to the process of freezing. Samples were diluted with skim milk, Tris, and Tes, cooled from 35 to 5 °C in 90 minutes, packed into 0.25 ml straws and frozen in liquid nitrogen. After thawing, straws were evaluated by motility, sperm membrane functional integrity and vitality/acrosome integrity. Motility was 17.0, 14.0, and 8.6% on skim milk, Tris and Tes groups respectively, where the skim milk group was significantly better than the Tes (p<0.05). Percentages of sperm membrane functional integrity and vitality/acrosomal integrity were similar among the three extenders. It was concluded that all three extenders provided similar effects for the cryopreservation of epididymal alpaca spermatozoa

    Incorporating Breast Asymmetry Studies into CADx Systems

    Breast cancer is one of the global leading causes of death among women, and an early detection is of uttermost importance to reduce mortality rates. Screening mammograms, in which radiologists rely only on their eyesight, are one of the most used early detection methods. However, characteristics, such as the asymmetry between breasts, a feature that could be very difficult to visually quantize, is key to breast cancer detection. Due to the highly heterogeneous and deformable structure of the breast itself, incorporating asymmetry measurements into an automated detection system is still a challenge. In this study, we proposed the use of a bilateral registration algorithm as an effective way to automatically measure mirror asymmetry. Furthermore, this information was fed to a machine learning algorithm to improve the accuracy of the model. In this study, 449 subjects (197 with calcifications, 207 with masses, and 45 healthy subjects) from a public database were used to train and evaluate the proposed methodology. Using this procedure, we were able to independently identify subjects with calcifications (accuracy = 0.825, AUC = 0.882) and masses (accuracy = 0.698, AUC = 0.807) from healthy subjects

    Estudio de casos: tensiones y desafíos en la elaboración de la normativa escolar en Chile

    Resumen La convivencia escolar es un escenario que ha estado en la reflexión y ha sido transversal en las distintas esferas educativas en los últimos años. De hecho, en el año 2011, el Ministerio de Educación estableció la Ley de Violencia Escolar como una forma de diseñar e implementar líneas de acción que propendan a fortalecer la relación entre los miembros de la comunidad educativa contribuyendo con ello a propiciar un ambiente que permita el desarrollo armónico de todos los actores educativos que forman parte del centro escolar. Con referencia a lo anterior, se realizó un estudio de casos de carácter interpretativo el cual consideró una intervención socioeducativa en un centro escolar público con la finalidad de implementar de manera representativa un marco normativo para la convivencia escolar armónica con la participación de todos los agentes educativos, considerando para ello los diversos significados y comportamientos indagados y consensuados, de manera de hacer un aporte al ámbito escolar, contribuyendo por ende al cumplimiento de los objetivos propuestos por el Ministerio de Educación de Chile. Las etapas contempladas en la investigación permitieron ir explorando y sistematizando los aportes de los participantes destacando aquellos acuerdos asociados a los comportamientos evidenciados y que son frecuentes en el centro educativo (disruptivos, psicológico o físico), con el objeto de incorporarlos en la política reguladora de las conductas escolares y conformar con ello un marco conductual que aporte a una convivencia armoniosa en el centro educativo

    Viral RNA load in plasma is associated with critical illness and a dysregulated host response in COVID‑19

    Background. COVID-19 can course with respiratory and extrapulmonary disease. SARS-CoV-2 RNA is detected in respiratory samples but also in blood, stool and urine. Severe COVID-19 is characterized by a dysregulated host response to this virus. We studied whether viral RNAemia or viral RNA load in plasma is associated with severe COVID-19 and also to this dysregulated response. Methods. A total of 250 patients with COVID-19 were recruited (50 outpatients, 100 hospitalized ward patients and 100 critically ill). Viral RNA detection and quantification in plasma was performed using droplet digital PCR, targeting the N1 and N2 regions of the SARS-CoV-2 nucleoprotein gene. The association between SARS-CoV-2 RNAemia and viral RNA load in plasma with severity was evaluated by multivariate logistic regression. Correlations between viral RNA load and biomarkers evidencing dysregulation of host response were evaluated by calculating the Spearman correlation coefficients. Results. The frequency of viral RNAemia was higher in the critically ill patients (78%) compared to ward patients (27%) and outpatients (2%) (p < 0.001). Critical patients had higher viral RNA loads in plasma than non-critically ill patients, with non-survivors showing the highest values. When outpatients and ward patients were compared, viral RNAemia did not show significant associations in the multivariate analysis. In contrast, when ward patients were compared with ICU patients, both viral RNAemia and viral RNA load in plasma were associated with critical illness (OR [CI 95%], p): RNAemia (3.92 [1.183–12.968], 0.025), viral RNA load (N1) (1.962 [1.244–3.096], 0.004); viral RNA load (N2) (2.229 [1.382–3.595], 0.001). Viral RNA load in plasma correlated with higher levels of chemokines (CXCL10, CCL2), biomarkers indicative of a systemic inflammatory response (IL-6, CRP, ferritin), activation of NK cells (IL-15), endothelial dysfunction (VCAM-1, angiopoietin-2, ICAM-1), coagulation activation (D-Dimer and INR), tissue damage (LDH, GPT), neutrophil response (neutrophils counts, myeloperoxidase, GM-CSF) and immunodepression (PD-L1, IL-10, lymphopenia and monocytopenia). Conclusions. SARS-CoV-2 RNAemia and viral RNA load in plasma are associated with critical illness in COVID-19.     Effects of intubation timing in patients with COVID-19 throughout the four waves of the pandemic: a matched analysis

    Background: The primary aim of our study was to investigate the association between intubation timing and hospital mortality in critically ill patients with coronavirus disease 2019 (COVID-19)-associated respiratory failure. We also analysed both the impact of such timing throughout the first four pandemic waves and the influence of prior noninvasive respiratory support on outcomes. Methods: This is a secondary analysis of a multicentre, observational and prospective cohort study that included all consecutive patients undergoing invasive mechanical ventilation due to COVID-19 from across 58 Spanish intensive care units (ICUs) participating in the CIBERESUCICOVID project. The study period was between 29 February 2020 and 31 August 2021. Early intubation was defined as that occurring within the first 24 h of ICU admission. Propensity score matching was used to achieve a balance across baseline variables between the early intubation cohort and those patients who were intubated after the first 24 h of ICU admission. Differences in outcomes between early and delayed intubation were also assessed. We performed sensitivity analyses to consider a different time-point (48 h from ICU admission) for early and delayed intubation. Results: Of the 2725 patients who received invasive mechanical ventilation, a total of 614 matched patients were included in the analysis (307 for each group). In the unmatched population, there were no differences in mortality between the early and delayed groups. After propensity score matching, patients with delayed intubation presented higher hospital mortality (27.3% versus 37.1%; p=0.01), ICU mortality (25.7% versus 36.1%; p=0.007) and 90-day mortality (30.9% versus 40.2%; p=0.02) compared with the early intubation group. Very similar findings were observed when we used a 48-h time-point for early or delayed intubation. The use of early intubation decreased after the first wave of the pandemic (72%, 49%, 46% and 45% in the first, second, third and fourth waves, respectively; first versus second, third and fourth waves p<0.001). In both the main and sensitivity analyses, hospital mortality was lower in patients receiving high-flow nasal cannula (HFNC) (n=294) who were intubated earlier. The subgroup of patients undergoing noninvasive ventilation (n=214) before intubation showed higher mortality when delayed intubation was set as that occurring after 48 h from ICU admission, but not when after 24 h. Conclusions: In patients with COVID-19 requiring invasive mechanical ventilation, delayed intubation was associated with a higher risk of hospital mortality. The use of early intubation significantly decreased throughout the course of the pandemic. Benefits of such an approach occurred more notably in patients who had received HFNC
