CESAM : The CCSO annual model of the Dutch economy

    Get PDF
This paper presents CESAM, a macroeconometric model of the Dutch economy based on annual data. CESAM can be characterized as a Keynesian expenditure model including a neoclassical production model and a post-Keynesian financial model. This characterization holds for most of the Dutch macroeconometric models including, for instance, FREIA-KOMPAS of the Dutch Central Planning Bureau. There are, however, some interesting features that distinguish CESAM from other Dutch models: the production structure is based on a putty-clay vintage approach; the financial model is based on a system of financial accounts and is modelled using the portfolio approach; and the institutional structure of Dutch public finance is described in detail. The main objectives in using the model are to generate medium-term forecasts of the Dutch economy and to analyse economic policy

This introductory chapter to the Handbook of Public Funding of Research discusses the underlying ideas and rationales for investing public funds in research. It highlights some of the cross-cutting themes of the book’s chapters and locates components of public research funding systems in, respectively, (1)four organizational layers and (2) two allocation modes. In terms of the first, it focuses on the policy design, the policy instruments, research organisations and the layer of the researchers. In terms of allocation modes, the chapter looks at institutional funding and project funding. In sum, we show that the research policy and funding landscape has become increasingly complex and differentiated

Improving diversity, quality and efficiency in Dutch higher education using performance agreements

More and more governments have started to introduce elements of performance in the funding mechanisms for their higher education institutions. For instance, through Performance Agreements (PAs), which are contracts signed between funding authorities and individual universities or colleges. The key characteristics of the PAs in place in a number of OECD countries are summarized before turning to the Netherlands, where an experiment with PAs was recently (2016) concluded. The question is whether this experiment actually improved performance in the higher education system, where ‘performance’ is understood in terms of students’ study success, education quality and diversity in the provision of education and research. What has been achieved on these areas? And what can be learned from the Dutch performance agreements experiment in general
