    International Cooperation on Trade and Labor Issues

    The relationship between the labor market and international trade is a broad and complex subject that has been the focus of significant attention in recent years. Discussion and analysis in this area has covered a number of discrete issues, including the effect of shifting trade patterns on employment levels and earnings in domestic markets, the impact of wage levels and labor legislation on the location of production facilities, and the positive and negative aspects of the cross-border movement of workers, among others. The continuing importance of labor issues within the larger trade debate is highlighted by the inclusion of measures relating to labor standards and/or the cross-border movement of workers in recent bilateral and multilateral trade agreements such as the North American Free Trade Agreement (NAFTA), the General Agreement on Trade in Services (GATS), and the U.S.–Oman Free Trade Agreement. This paper aims to provide background for future work on trade-related labor issues by describing how labor issues such as internationally recognized labor standards and the cross-border movement of workers have been addressed by international organizations, as well as in U.S. trade legislation and recent trade agreements

    On Exploiting Flow Allocation with Rate Adaptation for Green Networking

    Network power consumption can be reduced considerably by adapting link data rates to their offered traffic loads. In this paper, we exploit how to leverage rate adaptation for green networking by studying the following flow allocation problem in wired networks: Given a set of candidate paths for each end-to-end communication session, determine how to allocate flow (data traffic) along these paths such that power consumption is minimized, subject to the constraint that the traffic demand of each session is satisfied. According to recent measurement studies, we consider a discrete step increasing function for link power consumption. We address both the single and multiple communication session cases and formulate them as two optimization problems, namely, the Single-session Flow allocation with Rate Adaptation Problem (SF-RAP), and the Multisession Flow Allocation with Rate Adaptation Problem (MFRAP). We first show that both problems are NP-hard and present a Mixed Integer Linear Programming (MILP) formulation for the MF-RAP to provide optimal solutions. Then we present a 2-approximation algorithm for the SF-RAP, and a general flow allocation framework as well as an LP-based heuristic algorithm for the MF-RAP. Simulation results show that the algorithm proposed for the SF-RAP consistently outperforms a shortest path based baseline solution and the algorithms proposed for the MF-RAP provide close-to-optimal solutions

    Efficient, designable, and broad-bandwidth optical extinction via aspect-ratio-tailored silver nanodisks

    Subwavelength resonators, ranging from single atoms to metallic nanoparticles, typically exhibit a narrow-bandwidth response to optical excitations. We computationally design and experimentally synthesize tailored distributions of silver nanodisks to extinguish light over broad and varied frequency windows. We show that metallic nanodisks are two-to-ten-times more efficient in absorbing and scattering light than common structures, and can approach fundamental limits to broadband scattering for subwavelength particles. We measure broadband extinction per volume that closely approaches theoretical predictions over three representative visible-range wavelength windows, confirming the high efficiency of nanodisks and demonstrating the collective power of computational design and experimental precision for developing new photonics technologies
