The IMF and Russia in the 1990s
This paper explains the IMF's impact on economic policies in Russia, focusing on where the IMF made a difference. The Russian economic and political leadership essentially determined economic policies. The IMF's influence was modest: it had a limited impact on overall fiscal policy and major structural reforms, but it had a positive impact on monetary policy. A tougher position on fiscal policy in 1996-98 might have produced a better outcome. The G-7's concerns weakened the IMF. However, the IMF played a major role in transferring knowledge about macroeconomic policymaking and implementation. Copyright 2006, International Monetary Fund
Ornamental plant domestication by aesthetics-driven human cultural niche construction
Unlike plants that were domesticated to secure food, the domestication and breeding of ornamental plants are driven by aesthetic values. Here, we examine the major elements of the extended evolutionary synthesis (EES) theory that bridges the gap between the biology of ornamental plant domestication and the sociocultural motivations behind it. We propose that it involves specific elements of cumulative cultural evolution (CCE), plant gene-human culture coevolution (PGHCC), and niche construction (NC). Moreover, ornamental plant domestication represents an aesthetics-driven dimension of human niche construction that coevolved with socioeconomic changes and the adoption of new scientific technologies. Initially functioning as symbolic and aesthetic assets, ornamental plants became globally marketed material commodities as a result of the co-dependence of human CCE and prestige-competition motivations
Male spotted bowerbirds propagate fruit for use in their sexual display
Cultivation may be described as a process of co-evolution and niche construction, with two species developing a mutualistic relationship through association, leading to coordinated change [1]. Cultivation is rare but taxonomically widespread, benefiting the cultivator, usually through increased access to food, and the cultivar, by improved growth and protection, driving co-evolutionary changes (Supplemental information). Humans cultivate more than food, producing clothing, construction materials, fuel, drugs, and ornaments. A population of male spotted bowerbirds Ptilonorhynchus (Chlamydera) maculata uses fruits of Solanum ellipticum (Figure 1A), not as food but as important components of their sexual display [2,3]. Here, we show that males indirectly cultivate plants bearing these fruit - the first example of cultivation of a non-food item by a species other than humans. Plants appear at bowers following male occupation (Figure 1B). Males benefit, exhibiting more fruit at their bowers. Plants benefit because fruit are deposited in better germination sites. Fruits from plants near bowers differ visually from those far from bowers, and look more similar to fruits that are preferred by males in choice tests
From Social Data Mining to Forecasting Socio-Economic Crisis
Socio-economic data mining has a great potential in terms of gaining a better
understanding of problems that our economy and society are facing, such as
financial instability, shortages of resources, or conflicts. Without
large-scale data mining, progress in these areas seems hard or impossible.
Therefore, a suitable, distributed data mining infrastructure and research
centers should be built in Europe. It also appears appropriate to build a
network of Crisis Observatories. They can be imagined as laboratories devoted
to the gathering and processing of enormous volumes of data on both natural
systems such as the Earth and its ecosystem, as well as on human
techno-socio-economic systems, so as to gain early warnings of impending
events. Reality mining provides the chance to adapt more quickly and more
accurately to changing situations. Further opportunities arise by individually
customized services, which however should be provided in a privacy-respecting
way. This requires the development of novel ICT (such as a self- organizing
Web), but most likely new legal regulations and suitable institutions as well.
As long as such regulations are lacking on a world-wide scale, it is in the
public interest that scientists explore what can be done with the huge data
available. Big data do have the potential to change or even threaten democratic
societies. The same applies to sudden and large-scale failures of ICT systems.
Therefore, dealing with data must be done with a large degree of responsibility
and care. Self-interests of individuals, companies or institutions have limits,
where the public interest is affected, and public interest is not a sufficient
justification to violate human rights of individuals. Privacy is a high good,
as confidentiality is, and damaging it would have serious side effects for

Naturalizing Institutions: Evolutionary Principles and Application on the Case of Money
In recent extensions of the Darwinian paradigm into economics, the replicator-interactor duality looms large. I propose a strictly naturalistic approach to this duality in the context of the theory of institutions, which means that its use is seen as being always and necessarily dependent on identifying a physical realization. I introduce a general framework for the analysis of institutions, which synthesizes Searle's and Aoki's theories, especially with regard to the role of public representations (signs) in the coordination of actions, and the function of cognitive processes that underly rule-following as a behavioral disposition. This allows to conceive institutions as causal circuits that connect the population-level dynamics of interactions with cognitive phenomena on the individual level. Those cognitive phenomena ultimately root in neuronal structures. So, I draw on a critical restatement of the concept of the meme by Aunger to propose a new conceptualization of the replicator in the context of institutions, namely, the replicator is a causal conjunction between signs and neuronal structures which undergirds the dispositions that generate rule-following actions. Signs, in turn, are outcomes of population-level interactions. I apply this framework on the case of money, analyzing the emotions that go along with the use of money, and presenting a stylized account of the emergence of money in terms of the naturalized Searle-Aoki model. In this view, money is a neuronally anchored metaphor for emotions relating with social exchange and reciprocity. Money as a meme is physically realized in a replicator which is a causal conjunction of money artefacts and money emotions
Revisiting the Gaia Hypothesis: Maximum Entropy, Kauffman’s ‘Fourth Law’ and Physiosemeiosis
Recently, Kleidon suggested to analyze Gaia as a non-equilibrium
thermodynamic system that continuously moves away from equilibrium, driven by
maximum entropy production which materializes in hierarchically coupled
mechanisms of energetic flows via dissipation and physical work. I relate this
view with Kauffman's 'Fourth Law of Thermodynamics', which I interprete as a
proposition about the accumulation of information in evolutionary processes.
The concept of physical work is expanded to including work directed at the
capacity to work: I offer a twofold specification of Kauffman's concept of an
'autonomous agent', one as a 'self-referential heat engine', and the other in
terms of physiosemeiosis, which is a naturalized application of Peirce's theory
of signs. The conjunction of these three theoretical sources, Maximum Entropy,
Kauffman's Fourth Law, and physiosemeiosis, shows that the Kleidon restatement
of the Gaia hypothesis is equivalent to the proposition that the biosphere is
generating, processing and storing information, thus directly treating
information as a physical phenomenon. There is a fundamental ontological
continuity between the biological processes and the human economy, as both are
seen as information processing and entropy producing systems. Knowledge and
energy are not substitutes, with energy and information being two aspects of
the same underlying physical process
Meaning and Function in the Theory of Consumer Choice: Dual Selves in Evolving Networks
Building on the philosophy of Charles Sanders Peirce, recent advances in biosemiotics have resulted into a concise framework for the analysis of signs in living systems. This paper explores the potential for economics and shows how biosemiotics can integrate two different research agendas, each of which are also connected with biological theories, namely neuroeconomics and the theory of networks. I introduce the triadic conceptual framework established by Peirce which distinguishes between object, sign and interpretant and the corresponding causal forces in evolving hierarchical systems. This framework is used to systematize recent results of neuroeconomics in the form of the dual selves approach, following early contributions of James Coleman, partitioning the individual into the acting self and the object self. This distinction implies that there is a fundamental information asymmetry between the two selves. Against this background, the semeiotic process is an information generating and processing dynamics, which is driven by the internal selection of classificatory schemes of actions chosen and the population level dynamics of sign selection, with mimetic behavior as a driver. This can be further analyzed by means of the theory of signal selection. A central insight is that the internal information gap between acting self and object self implies a systematic role of sign processing in social networks for any kind of consumer choice. I exemplify my approach with empirical references to food consumption as a most universal and simple form of consumer choice
