    Global power shifts and the future of democracy: an evolutionary approach, with special attention to China

    How may we best understand the effects of the ongoing rise of China on the future of liberal democracy in East Asia? Scholars who stress hegemony tend to predict a less democratic region, while those who stress diffusion tend to predict more democracy. This paper does not attempt to resolve the question, but argues for the use of evolutionary logic to help us with general questions concerning the regional and global waxing and waning of domestic regime types. Evolution's claims about the variety, selection, and retention of traits (in this case, democracy), rightly understood, can accommodate not only the standard international diffusion mechanisms of competition, learning, and emulation, but also that of coercion. The concepts of co-evolution and niche construction are crucial: an agent may modify its environment such that one or more traits of that agent enjoy a greater reproductive advantage. Agency, then, may be not an escape from evolution but a participation in co-evolution. Intentionally or not, rulers of states may construct niches that affect the longevity of the regime through which they rule. Intentional niche constructors may promote their domestic regime, or block the advance of a threatening regime, in their own state or their neighbors via various means. I consider phenomena to which evolutionary logic would direct us concerning China and Asia today, and suggest that China's leaders are engaging in domestic and regional niche construction to preserve the power monopoly of the Chinese Communist Party

    Nitrous Oxide Emissions

    End of project reportNitrous oxide (N2O) is one of the three most important greenhouse gases (GHG). Nitrous oxide emissions currently account for approximately one third of GHG emissions from agriculture in Ireland. Emissions of N2O arise naturally from soil sources and from the application of nitrogen (N) in the form of N fertilizers and N in dung and urine deposition by grazing animals at pasture. Nitrous oxide emission measurements were conducted at three different scales. Firstly, a large-scale field experiment was undertaken to compare emission rates from a pasture receiving three different rates of N fertilizer application and to identify the effects of controlling variables over a two-year period. Variation in emission rates was large both within and between years. Two contrasting climatic years were identified. The cooler and wetter conditions in year 1 gave rise to considerably lower emission levels than the warmer and drier year 2. However, in both years, peak emissions were associated with fertilizer N applications coincident with rainfall events in the summer months. A small-plot study was conducted to identify the individual and combined effects of fertilizer, dung and urine applications to grassland. Treatment effects were however, difficult to obtain due to the overriding effects of environmental variables. Thirdly, through the use of a small-scale mini-lysimeter study, the diurnal nature of N2O emission rates was identified for two distinct periods during the year. The occurrence of a diurnal pattern has important implications for the identification of a measurement period during the day which is representative of the true daily flux. The research presented aims to identify the nature and magnitude of N2O emissions and the factors which affect emission rates from a grassland in Ireland.     Nickel nitride is synthesised by high temperature ammonolysis of nickel(II) hexamine and tris(ethylenediamine) salts. Its electrochemical characteristics are examined in half-cells vs. lithium and sodium. Samples with high surface area are found to have significant reversible charge storage capacity in sodium cells and hence to be a promising negative electrode material for sodium-ion batteries

    A Comprehensive Radio and Optical Study of Abell 2256: Activity from an Infalling Group

    Abell 2256 is a nearby (z~0.06), rich cluster of galaxies with fascinating observed properties across a range of wavelengths. Long believed to represent a cluster merger, recent X-ray and optical results have suggested that in addition to the primary cluster and subcluster there is evidence for a third, poorer system. We present wide-field, high sensitivity 1.4 GHz VLA radio observations of Abell 2256 in conjunction with optical imaging and additional spectroscopy. Over 40 cluster radio galaxies are identified, with optical spectroscopy indicating the emission source (star formation or AGN) for most of them. While the overall fraction of galaxies exhibiting radio emission is consistent with a large sample of other nearby clusters, we find an increase in the activity level of galaxies belonging to the third system (hereafter, the ``Group''). Specifically, the Group has relatively more star formation than both the primary cluster and main subcluster. The position of the Group is also coincident with the observed cluster radio relic. We suggest that the Group recently (~0.3 Gyr) merged with the primary cluster and that this merger, not the ongoing merger of the primary and the main subcluster, might be responsible for many of the unusual radio properties of Abell 2256.     Effect of an agri-environmental measure on nitrate leaching from a beef farming system in Ireland

    peer-reviewedAgricultural nitrogen (N) management remains a key environmental challenge. Improving N management is a matter of urgency to reduce the serious ecological consequences of the reactive N. Nitrate (NO3−–N) leaching was measured under suckler beef production systems stocked at two intensities: (1) intensive, 210 kg organic N ha−1 with two cut silage harvests; and (2) rural environmental protection scheme (REPS), 170 kg organic N ha−1 with one cut silage harvest. Three replicate plots of each treatment were instrumented with ceramic cups (8 per plot), randomly placed within each plot at a depth of 1 m to collect soil solution for NO3−–N at 50 kPa suction to collecting vessels one week prior to sampling. Samples were taken on a total of 53 sampling dates over 3 winter drainage periods (2002/03, 2003/04 and 2004/05). Over the course of the experiment the mean annual soil solution NO3−–N concentration exceeded the MAC twice out of 15 means (5 treatments over 3 years). The REPS grazing and silage sub treatments had significantly lower mean annual soil solution total oxidized N (TON) concentrations than the respective intensive treatments in years 2 and 3. Annual total NO3−–N losses over the three years in intensive and REPS systems ranged from 55 to 71 and 15 to 20 kg N ha−1, respectively. Mean N surpluses in intensive and REPS systems were 210 and 95 kg ha−1, respectively with the corresponding mean N inputs of 272 and 124 kg N ha−1. The reduction in N inputs under the REPS system results in lower N leaching losses and contributed to a significant reduction in pressures on water quality

    The Dynamics of Abell 2125

    We present 371 galaxy velocities in the field of the very rich cluster Abell 2125 (z~0.25). These were determined using optical spectroscopy collected over several years from both the WIYN 3.5m telescope and NOAO Mayall 4m telescope. Prior studies at a variety of wavelengths (radio, optical, and X-ray) have indicated that A2125 is a likely cluster-cluster merger, a scenario which we are able to test using our large velocity database. We identified 224 cluster galaxies, which were subjected to a broad range of statistical tests using both positional and velocity information to evaluate the cluster dynamics and substructure. The tests confirmed the presence of substructures within the Abell 2125 system at high significance, demonstrating that A2125 is a complex dynamical system. Comparison of the test results with existing simulations strengthens the merger hypothesis, and provides clues about the merger geometry and stage. The merger model for the system can reconcile A2125's low X-ray temperature and luminosity with its apparently high richness, and might also explain A2125's high fraction of active galaxies identified in prior radio and optical studies.Comment: 34 pages, including tables and 3 color figures; to appear in Ap

    The Compact Linear Colider (CLIC) is designed to operate at 3 TeV centre-of-mass energy with a total luminosity of 10^35 cm^-2 s^-1. The overall system design leads to extremely demanding requirements on the bunch trains injected into the main libac at frequency of 100 Hz. In particular, the emittances of the intense bunches have to be about an order of magnitude smaller than presently achieved. We describe our approach to finding a damping ring design capable of meeting these requirements. Besides lattice design, emittance and damping rate considerations, a number of scattering and instability effects have to be incorporated into the optimisation of parameters.     Over the past two decades evaluation has been one of the growth industries in education. A major impetus for this development, particularly in the united States of America, has been the mandating of evaluations for major policy initiatives at federal and state levels (House, 1981). One result of such legislation has been that academics and private organisations have been engaged, often on long term assignments, to pass judgements on the worth of interventions designed to improve the quality of education made available in educational systems. Features of this approach to evaluation have been that they are large scale well funded, and conducted by experts who have no stake in the programs. Invariably such evaluations have policy makers and politicians as their major audiences, and their major concern is with accountability, making judgements regarding the worth of programs which reflect given policies
