This study is the first to find that mate availability explains much of the race gap in non marital fertility in the United States. Both a general and an education-based metric have strong effects. The novel statistical power arises from difference-indifferences for blacks and whites, multiple cohorts, periods, and coefficient restrictions consistent with both the data and models in which differences in mate availability can induce blacks and whites to respond in opposite directions to changes in mate availability. Results are robust to several alternative specifications and tests and appear relevant where marriages are segmented along racial, religious, or other lines.fertility marriage education

We are flattered that our recent paper in Demography, GSS (2006), has attracted such close attention from Ermisch Martin and Wu (EMW). In this response we appreciate the opportunity to expand on several key aspects of our paper, but see no reason to substantially revise any of our major conclusions based on EMW comments. Reading EMW, one might think we had proposed the demographic equivalent of Newton’s second law of thermodynamics – the existence of a universal phenomenon, manifest in identical form in all places, for all groups, during all times periods, regardless of circumstances. New and Improved Estimates of Qualification Discrimination

The early offer reform proposal for medical malpractice provides an option for claimants to receive prompt payment of all their net economic Losses and reasonable attorney fees. Using a Large sample of closed individual medical malpractice claims from Texas supplemented by data from Florida, this article provides an empirical assessment of the consequences of the early offer reform. Noneconomic damages make up about two-thirds of paid claim amounts. The minimum payment amount for serious injuries will affect the magnitude of insurer savings and claimant compensation. Payments to claimants will be expedited by 2 years by the early offer reform, and Litigation costs will be reduced by an average of $100,000-$200,000 per claim

A Poison Pell for Public Colleges? Pell Grants and Funding for Public Colleges in the U. S.

This study links federal Pell grants to college students in the United States to the decades-long decline in state-local funding for public colleges. The effect is at least as significant as other explanations based on taxes, Medicaid, or K-12 funding. Estimates are obtained from multiple identification strategies, including a crossover, repeated-measures (RM) design—a powerful design particularly well suited to the Pell program. The results offer a compelling example of how federal funding can induce an unintended cascade of effects even when it is given to individuals, not as traditional inter-governmental grants
