    (In)Efficiency of Matching - The Case of A Post-transition Economy

    This paper approaches the question of efficiency in job placement using regional data for Polish regions (policy relevant NUTS 4 level) over the time span of 2000-2008. Using a unique data set we estimate the matching function using stochastic frontier as well as difference-in-difference estimators. We use also managed to combine this unique data set with another unique source of data on the ALMPs coverage, unemployment structure across time and regions as well as the individual capacity of local labour offices. We use these data to explain the exceptional variation in estimated efficiency scores. Our findings suggest that matching abilities are highly driven by demand fluctuations, while unemployment structure, ALMPs and individual labour office capacities have little explanatory power. Although without individual data it is fairly impossible to provide a reliable counterfactual, we raise some arguments to support the claim of job placement inefficiency by public employment services in Poland.matching function, stochastic frontier, Poland

Opisywane w nim trendy dotyczą wykorzystania wizualizacji w odniesieniu do najnowszych rozwiązań w dziedzinie analityki biznesowej. W artykule zostały opisane kryteria oceny wartości wizualizacji danych oraz metody wykorzystywane do uzyskiwania informacji z danych. Analiza empiryczna ma na celu wskazanie obszarów, których eksploracja może przyczynić się do stworzenia rozwiązań poprawiających sytuację np. na rynku pracy.The article presents the characteristics and advantages of using graphical forms of data analysis confirmed by empirical study. It presents trends of visualization in the reference to the latest developments in the field of business intelligence. The article describes the criteria for assessing the value of data visualization methods used to obtain information from the data. Empirical analysis in the article aims to identify the areas where exploration can help to create solutions that improve the situation, for example in the labor market field

Oprócz omówienia uwarunkowań państwowych w zakresie zapisów dokumentów strategicznych, w których są określane wskaźniki efektywnej komunikacji elektronicznej, zostały przedstawione badania statystyczne dotyczące urzędów publicznych. Analizą objęto ponad połowę wszystkich urzędów samorządowych w Polsce. Przeprowadzono dla nich analizę porównawczą oraz analizę skupień.The article presents the analysis of digitization of public offices and society in perspective of effective electronic communication. In addition to the indicators from government strategic documents, article presents research for public offices. The analysis (consists of comparative analysis and cluster analysis) covers more than half of all government offices in Poland

    Payments have an important impact on the development of countries and economies, enabling an efficient exchange of goods and services. Electronic payments are a relatively new instrument which has evolved in different ways in particular countries of Europe. The following article focuses on presenting and comparing retail electronic payment systems, with special consideration given to card payments in three groups of European countries: countries of Western Europe, countries of Central and Eastern Europe, and the so-called “tigers of Europe”, namely Russia and Turkey. The analyzed groups of countries vary in terms of payments markets, and one of the areas with significant differences is the level of development of local payment schemes and national processors that are fundaments of local payment infrastructure and jointly with the infrastructure of international payment schemes allow for effective development of the payment system.Płatności mają istotne znaczenie dla rozwoju krajów i gospodarek, umożliwiają bowiem efektywną wymianę dóbr i usług. Płatności elektroniczne są zjawiskiem stosunkowo nowym i rozwinęły się w poszczególnych krajach Europy w inny sposób. Niniejsze opracowanie skupia się na przedstawieniu i porównaniu elektronicznych systemów płatności detalicznych, zwłaszcza kartowych, w trzech grupach krajów europejskich: krajach Europy Zachodniej, krajach Europy Środkowej i Wschodniej, oraz tzw. tygrysach Europy (Rosji i Turcji). Analizowane grupy krajów cechują się różną charakterystyką rynków płatniczych, a jednym z obszarów, gdzie widoczne są wyraźne różnice, jest poziom rozwoju lokalnych schematów płatniczych oraz krajowych procesorów płatności. Pełnią one rolę lokalnej infrastruktury płatniczej, która wraz z infrastrukturą międzynarodowych schematów płatniczych pozwala na efektywny rozwój systemu płatniczego
