    Online learning in the workplace: a hybrid model of participation in networked, professional learning

    The design and conceptualisation of online learning environments for work-related, professional learning was addressed through research with users of an online environment for social workers. The core questions for the research were to identify the nature of participation in the online environment, the relationship between online participation and the offline context, and the implications for conceptualisation of online learning environments to support work-related learning. Key areas of the research literature in technology-enhanced and work related learning are discussed in order to position the study, to inform the research methods used and interpretation of the findings. Online participation needs to be understood as a hybrid concept, in that it is a reflection of offline roles, opportunities and pressures, as well as the usefulness, usability and relevance of what is online. Online participation was diverse, from short browsing for information to more reflective engagement that supported movement across the boundaries between roles and areas of work practice and a focus on practice skills and underlying values. Online sites intended to support work-related learning should start from the perspective of the socio-technical interaction network, with its emphasis on building in the social context at all stages in the life of a site

    Are There Spillover Effects Between Coastal and Non-Coastal Regions in China ?

    The evolution of regional policy between the Mao era and the Deng era generated much debate concerning inter-provincial disparities and the trade-off between efficiency and equity. The aim of this paper is to explore the existence of regional growth spillover effects looked for Deng’s policy. Indeed, the main objective was the spread of coastal provinces’ growth onto inland provinces’ growth. After reviewing the theoretical underpinnings of such effects, their existence is tested with panel data, for the period 1981-1998. Moreover, the hypothesis of an equal distribution of these effects over all the inland provinces is also tested. A relative failure to boost development of the western provinces from the coastal provinces’ growth is observed. Hence, it would seen to be an error to wait for spillover effects to be sufficient to reduce disparities between Chinese provinces in the short run.panel data., spillover effects, regions, growth, China

    Increased Exposure of China to Asymmetric External Shocks: Is Fiscal Federalism an Efficient Answer?

    The aim of this paper is to examine whether there is a co-insurance mechanism against provincial aggregate income fluctuations between the Chinese provinces. Our theoretical argument relies on the existence of an efficient allocation of risk between the Chinese provinces. According to this analysis, an institutional arrangement between the provinces allows the perfect smoothing of provincial private consumption. In this case, changes in provincial private consumption depend rather on changes in aggregate Chinese income than on asymmetric changes in provincial income. We test this hypothesis on the 1989-2000 period for 30 Chinese provinces using the GMM estimator. Econometric evidence highlights the weakness of co-insurance mechanisms between the Chinese provinces. First, we reject the hypothesis of perfect insurance. Second, there does not seem to exist a significant, though imperfect, insurance mechanism.     Fractal analyses of networks of integrate-and-fire stochastic spiking neurons

    Although there is increasing evidence of criticality in the brain, the processes that guide neuronal networks to reach or maintain criticality remain unclear. The present research examines the role of neuronal gain plasticity in time-series of simulated neuronal networks composed of integrate-and-fire stochastic spiking neurons, and the utility of fractal methods in assessing network criticality. Simulated time-series were derived from a network model of fully connected discrete-time stochastic excitable neurons. Monofractal and multifractal analyses were applied to neuronal gain time-series. Fractal scaling was greatest in networks with a mid-range of neuronal plasticity, versus extremely high or low levels of plasticity. Peak fractal scaling corresponded closely to additional indices of criticality, including average branching ratio. Networks exhibited multifractal structure, or multiple scaling relationships. Multifractal spectra around peak criticality exhibited elongated right tails, suggesting that the fractal structure is relatively insensitive to high-amplitude local fluctuations. Networks near critical states exhibited mid-range multifractal spectra width and tail length, which is consistent with literature suggesting that networks poised at quasi-critical states must be stable enough to maintain organization but unstable enough to be adaptable. Lastly, fractal analyses may offer additional information about critical state dynamics of networks by indicating scales of influence as networks approach critical states.Comment: 11 pages, 3 subfigures divided into 2 figure
