Representation of Indigenous peoples in climate change reporting
This article examines how newspapers reporting on climate change have covered and framed Indigenous peoples. Focusing on eight newspapers in Canada, the USA, Australia, and New Zealand, we examine articles published from 1995 to 2015, and analyze them using content and framing analyses. The impacts of climate change are portrayed as having severe ecological, sociocultural, and health/safety impacts for Indigenous peoples, who are often framed as victims and âharbingersâ of climate change. There is a strong focus on stories reporting on the Arctic. The lack of substantive discussion of colonialism or marginalization in the reviewed stories limits media portrayal of the structural roots of vulnerability, rendering climate change as a problem for, rather than of society. Indigenous and traditional knowledge is widely discussed, but principally as a means of corroborating scientific knowledge, or in accordance with romanticized portrayals of Indigenous peoples. Widespread disparities in the volume, content, and framing of coverage are also observed across the four nations
A new class of self-assembled monolayers on gold using an alkynyl group as a linker
The geometry and energetics for adsorption of ethynylbenzene on Au(111) have been studied using Density Functional Theory. The alkynyl group, following removal of the terminal H atom, adsorbs covalently to the surface in the fcc hollow site with a bond energy of about 70 kcal.mol-1. Intermediate adsorption states are also possible via a hydrogen 1,2 shift to form a surface-bound vinylidene, or through the opening of the C-C triple bond without removing the hydrogen atom. © 2006 IEEE
A policy mixes approach to conceptualizing and measuring climate change adaptation policy
Comparative research on climate change adaptation policy struggles with robust conceptualization and measurement of adaptation policy. Using a policy mixes approach to address this challenge, we characterize adaptation policy based on a general model of how governments govern issues of societal interest. We argue that this approach allows for context-sensitive measurement of adaptation policy, while being both comparable and parsimonious. This approach is tested in a study of adaptation policies adopted by 125 local governments located in Canada, France, Germany, the Netherlands, and the UK. Using a systematic data collection protocol, a total of 3328 adaptation policies were identified from local council archives between the periods of January 2010 and May 2017. Results of this analysis suggest that there is structured variation emerging in how local governments govern climate change adaptation, which justifies calls for comparative adaptation research to use measurements that capture the totality of adaptation policies being adopted by governments rather than focusing on specific types of adaptation policy. We conclude with a discussion of key issues for further developing of this approach
A framework for assessing community adaptation to climate change in a fisheries context
There is a rapidly growing body of scholarship on climate change adaptation in diverse contexts globally. Despite this, climate adaptation at the community level has not received adequate conceptual attention, and a limited number of analytical frameworks are available for assessing place-specific adaptations, particularly in a fisheries context. We use conceptual material from social-ecological systems (SES) resilience and human development resilience to build an integrated framework for evaluating community adaptations to climate change in a fisheries setting. The framework defines resilience as the combined result of coping, adapting, and transformingârecognizing resilience as a systemâs capacity and as a process. This understanding of resilience integrates with the three development resilience concepts of resistance, rootedness, and resourcefulness to develop âplace-based elementsâ which refer to collective action, institutions, agency, and indigenous and local knowledge systems. The proposed framework can capture a local settingâs place-specific attributes relating to the well-being of individuals, households, and communities, and the through integration of SES and human development conceptualizations addresses some of the key critiques of the notion of resilience. We have proposed this framework for application in context-specific environmentsâincluding fisheriesâas a means of assessing community adaptations
Climate change and adaptation to social-ecological change: the case of indigenous people and culture-based fisheries in Sri Lanka
Rural coastal fishery systems in tropical island nations are undergoing rapid change. Using a case study from eastern Sri Lanka, this paper examines the ways in which indigenous Coastal-Vedda fishers experience and respond to such change. We conducted semi-structured interviews (nâ=â74), focus group discussions (nâ=â17, 98 participants), and key informant interviews (nâ=â38) over a 2-year period (2016â2019). The changes that most Coastal-Vedda fishers experience are disturbance from Sri Lankan ethnic war, changes in climate and the frequency and severity of natural disasters, increased frequency of human-elephant conflicts, increasingly unpredictable weather patterns, and transformation of the Coastal-Vedda due to social modernisation. We used a resilience-based conceptual framework focusing on place, human agency, collective action and collaboration, institutions, indigenous and local knowledge systems, and learning to examine fishersâ responses to rapid changes. We identified three community-level adaptive strategies used by the Coastal-Vedda: adaptive institutions with a multi-level institutional structure that facilitates collective action and collaboration, the use of culture-based fisheries (CBF), and diversification of livelihoods. We also recognized four place-specific attributes that shaped community adaptations: cultural identity and worldviews, co-management of CBF, flexibility in choosing adaptive options, and indigenous and local knowledge systems and learning. These adaptive strategies and place-specific attributes provide new insights for scientists, policymakers, and communities in the region, enabling them to more effectively work together to support community adaptation
What role can unmanned aerial vehicles play in emergency response in the Arctic: A case study from Canada
This paper examines search and rescue and backcountry medical response constraints in the Canadian Arctic and potential for unmanned aerial vehicles (UAV) to aid in response and preparedness. Semi-structured interviews (n = 18) were conducted with search and rescue responders, Elders, and emergency management officials to collect data on current emergency response and potential for UAV use. UAV test flights (n = 17) were undertaken with community members. We analyzed five years of weather data to examine UAV flight suitability. Numerous challenges face Arctic search and rescue and backcountry emergency response. Changing social and environmental conditions were described as increasing vulnerability to backcountry emergencies. Responders desired additional first aid and emergency training. Legal and weather restrictions were found to limit where, when and who could fly UAVs. UAVs were demonstrated to have potential benefits for hazard monitoring but not for SAR or medical response due to legal restrictions, weather margins, and local capacity. We find that communities are ill-prepared for ongoing SAR demands, let alone a larger disaster. There are numerous limitations to the use of consumer UAVs by Arctic communities. Prevention of backcountry medical emergencies, building resilience to disasters, and first responder training should be prioritized over introducing UAVs to the response system
Frontiers in data analytics for adaptation research: Topic modeling
Rapid growth over the past two decades in digitized textual information represents untapped potential for methodological innovations in the adaptation governance literature that draw on machine learning approaches already being applied in other areas of computational social sciences. This Focus Article explores the potential for text mining techniques, specifically topic modeling, to leverage this data for largeâscale analysis of the content of adaptation policy documents. We provide an overview of the assumptions and procedures that underlie the use of topic modeling, and discuss key areas in the adaptation governance literature where topic modeling could provide valuable insights. We demonstrate the diversity of potential applications for topic modeling with two examples that examine: (a) how adaptation is being talked about by political leaders in United Nations Framework Convention on Climate Change; and (b) how adaptation is being discussed by decisionâmakers and public administrators in Canadian municipalities using documents collected from 25 city council archives.

Enabling local public health adaptation to climate change
Local public health authorities often lack the capacity to adapt to climate change, despite being on the âfront linesâ of climate impacts. Upper-level governments are well positioned to create an enabling environment for adaptation and build local public health authorities' capacity, yet adaptation literature has not specified how upper-level governments can build local-level adaptive capacity. In this paper we examine how federal and regional governments can contribute to enabling and supporting public health adaptation to climate change at the local level in federal systems. We outline the local level's self-assessed adaptive capacity for public health adaptation in Canadian and German comparative case studies, in terms of funding, knowledge and skills, organizations, and prioritization, drawing upon 30 semi-structured interviews. Based on interviewees' recommendations and complemented by scientific literature, we develop a set of practical measures that could enable or support local-level public health adaptation. We find that adaptive capacity varies widely between local public health authorities, but most report having insufficient funding and staff for adaptation activities. We propose 10 specific measures upper-level governments can take to build local public health authorities' capacity for adaptation, under the interrelated target areas of: building financial capital; developing and disseminating usable knowledge; collaborating and coordinating for shared knowledge; and claiming leadership. Federal and regional governments have an important role to play in enabling local-level public health adaptation, and have many instruments available to them to fulfill that role. Selecting and implementing measures to enable local public health authorities' adaptive capacity will require tailoring to, and consideration, of the local context and needs
Australia's coastal fisheries and farmed seafood: An ecological basis for determining sustainability
In response to consumer concerns about the sustainability of Australian-sourced seafood we derive a set of criteria within an explicit decision-process that can be used to determine whether locally farmed and wild-caught Australian seafood products meet standards of ecological sustainability and Ecologically Sustainable Development. These criteria substantially address the ecological deficiencies we identified in other systems commonly used for assessing seafood sustainability. The criteria address the issues that are relevant to local seafood production, and are populated with indicators (metrics) and benchmarks relevant to the Australian context. The indicators establish performance thresholds drawn from public domain data about the products, including observed empirical data and proxies, and include default decisions to be applied in the absence of adequate information. This decision structure is set within a peer-reviewed expert jury decision-making process. The criteria, decision process and decision outcomes from assessment of a number of pilot products were tested in a real seafood market (Melbourne), where we found a high level of producer, reseller and consumer acceptance of the judgements and ratings. The use of ecologically-derived standards results in several outcomes that differ from those of other seafood assessment systems, especially those assessments more focused on production standards, such as government, industry and NGO-supported programs, popularly used in Australia and worldwide. We conclude that despite high levels of uncertainty surrounding many of the population parameters, ecological patterns and processes, empirical cost-effective proxies can be used to reasonably estimate a form of sustainability that matches consumer interests/expectations for production of fresh local seafood. Despite the plethora of industry and government programs, there remains a significant but presently unmet consumer demand for ecologically-based, technically robust, independently derived, and readily available information about the local sustainability attributes of Australian wild-caught and farmed fresh seafood
