    Condemned bridges, dilapidated school buildings, contaminated water supplies, and other infrastructure shortcomings threaten American growth, productivity, and prosperity. S Jay Levy and Walter M. Cadette propose a plan for financing infrastructure projects that is designed to have minimal effect on the federal budget and to promote sound fiscal operation. Federal zero-interest mortgage loans to state and local governments for capital projects specified by Congress can cut the cost of such projects, achieve needed improvements in the nation's infrastructure, and thereby contribute to the American economy's future.

    Majorana Fermions and a Topological Phase Transition in Semiconductor-Superconductor Heterostructures

    We propose and analyze theoretically an experimental setup for detecting the elusive Majorana particle in semiconductor-superconductor heterostructures. The experimental system consists of one-dimensional semiconductor wire with strong spin-orbit Rashba interaction embedded into a superconducting quantum interference device. We show that the energy spectra of the Andreev bound states at the junction are qualitatively different in topologically trivial (i.e., not containing any Majorana) and nontrivial phases having an even and odd number of crossings at zero energy, respectively. The measurement of the supercurrent through the junction allows one to discern topologically distinct phases and observe a topological phase transition by simply changing the in-plane magnetic field or the gate voltage. The observation of this phase transition will be a direct demonstration of the existence of Majorana particles.Comment: 4 pages, 3 figures, final version published in Phys. Rev. Let

    Charge-Transfer Bonding in Metal–Arene Coordination

    X-ray crystallographic structures of donor–acceptor complexes of aromatic hydrocarbons with transition metals are re-examined with the focus on the arene ligands. Thus, significant structural and electronic changes are revealed in the arene moiety due to coordination to the metal center including: (i) expansion of the aromatic six-carbon ring; (ii) endocyclic π-bond localization; (iii) distortion of the planarity (folding) of the arene ring; and (iv) shortening of the metal-arene bond distances. All structural features are characteristic of metal–arene (π- or σ-) complexes that exhibit various degrees of (metal-to-ligand) charge transfer. The concept of charge-transfer bonding not only explains the structural details but also the various facets of chemical reactivity of metal-coordinated arenes including efficient carbon-hydrogen bond activation and nucleophilic–electrophilic umpolung, both of which are critical factors in homogeneous metal catalysis

    Photoinduced Coupling of Acetylenes and Quinone in the Solid State as Preorganized Donor−Acceptor Pairs

    Crystalline electron donor−acceptor (EDA) complexes of various diarylacetylenes (DA) and dichlorobenzoquinone (DB) are isolated and structurally characterized by X-ray crystallography. Deliberate excitation of either the DB acceptor at λDB = 355 nm or the 1:2 [DA, 2DB] complex at λCT = 532 nm in the solid state leads to [2 + 2] cycloaddition and identical (isomeric) mixtures of the quinone methide products. Time-resolved (ps) diffuse reflectance spectroscopy identifies the ion-radical pair [DA‱+, DB‱-] as the reactive intermediate derived by photoinduced electron transfer in both photochemical procedures. The effects of crystal-lattice control on the subsequent ion-radical pair dynamics are discussed in comparison with the same photocouplings of acetylenes and quinone previously carried out in solution

    The XENON100 and CRESST experiments will directly test the inelastic dark matter explanation for DAMA's 8.9? sigma anomaly. This article discusses how predictions for direct detection experiments depend on uncertainties in quenching factor measurements, the dark matter interaction with the Standard Model and the halo velocity distribution. When these uncertainties are accounted for, an order of magnitude variation is found in the number of expected events at CRESST and XENON100.Comment: 5 pages, 3 figure

    Customers as decision-makers: strategic environmental assessment in the private sector

    Despite its diversification and global spread, strategic environmental assessment (SEA) remains limited mainly to activities characterised by well-defined planning processes, typically within the public sector. This article explores the possible application of SEA within certain private-sector contexts where higher-level strategy-making itself is inherently weaker and development is often piecemeal and reactive. The possible adaptation of SEA to the preparation of a strategic document by a particular industrial concern in the UK is examined: this draws attention to the multi-actor nature of development processes within the industry. This leads to the suggestion that SEA in this setting should be thought of as a form of environmental advocacy oriented towards industrial customers, who are understood as sharing a decision-making role in infrastructure development.</p
