    Windows of Opportunity - The Transformation of State Media to Public Service Media in Kyrgyzstan, Mongolia, Moldova and Serbia

    The transformation of state media to public service media (PSM) is one of the most ambitious endeavors in the field of media development. Not many efforts to free the national media from government control have succeeded in the past decades. In this paper the comparatively promising cases of Kyrgyzstan, Mongolia, Moldova and Serbia are discussed. The PSM in these countries all have a new legal basis, including a public service remit and a relatively independent governing body in which civil society is represented. The services delivered to the public by these media are analyzed according to a number of societal functions which are assembled under two general headings: “creating a public sphere” and “supporting integration”. Based on this analysis, a differentiation between “PSM in initial transformation” and “PSM in advanced transformation” is suggested. In all cases studied, different actors successfully used windows of opportunity: general political agendas to reform the media, a specific engagement from the management as well as support from the population and civil society. Media development actors here helped to advance the processes of change in different ways. Recommendations for future media development include strategic planning, inclusion of local actors, the pooling of legal expertise as well as structured processes of organizational development and capacity building

    This publication takes a look at current developments in the field of audience research in media development and presents three case studies testing innovative methods that can be of use for research, monitoring, and evaluation. They are meant as an orientation and inspirational source for future projects in this domain. Based on the information assembled in this study we make the case that media development needs audience research to improve its projects. Media development actors need to know more about the impact on their final beneficiaries if they want their work to be truly successful

    Content analysis : measuring the success of journalism capacity building

    Many media development organizations try to improve the content produced by journalists. They do this, for example, using newsroom consultancy, training, mentoring and other approaches. But it is difficult to judge whether the quality of the products put together by the journalists in question truly has improved through intervention. In this paper we describe how quality in reporting could be measured through content analysis. We show that this approach, although somewhat technical, is feasible. It can help projects to become better and more successful. As a suggestion for practitioners in media development we present three options for measuring quality of reporting for monitoring and evaluation purposes

    Advances in African and Arab science journalism : capacity building and new newsroom structures through digital peer-to-peer support

    Journalists who regularly cover science, health, environment and technology in Africa and the Arab world face a number of difficulties: Lack of elementary resources for journalistic research, and newsroom environments that are not always supportive of specialised reporting. Also a need for capacity to cover science is often bemoaned as well as difficulties in interactions between journalists and scientists. The evaluation of the world’s largest support initiative for science journalism in developing countries, the SjCOOP mentoring programme, shows that some of these problems can be mitigated through a variety of support programmes, especially ‘distance mentoring’. The article analyses ways of building capacity and offering general support with the help of ICTs. Organisational structures for specialised reporting in 40 newsrooms are compared. Cases of structural advancement and innovation for science journalism are discussed

    Triggering change : how investigative journalists in Sub-Saharan Africa contribute to solving problems in society

    This article analyses 12 cases of investigative journalism in Sub-Saharan Africa. The reporters all claimed to have contributed to change processes by influencing government policy, action by state administration, supporting the uptake of scientific solutions or provoking public debate. An assessment of these processes shows that in 10 cases, the journalists indeed helped to trigger change and in two cases they failed to do so. The cases are evaluated through an explorative approach inspired by the dynamic models for communication on public issues developed by Rucht and Peters. Different types of investigative stories in Sub-Saharan Africa are identified and hypotheses are developed on key factors that were important in investigating and publishing the stories as well as in achieving change. A decisive element of investigative journalism in Sub-Saharan Africa seems to be the involvement of and the interaction with other societal non-journalist actors
