Implications of the X-ray Variability for the Mass of MCG-6-30-15
The bright Seyfert 1 galaxy \mcg shows large variability on a variety of time
scales. We study the \aproxlt 3 day time scale variability using a set of
simultaneous archival observations that were obtained from \rxte and the {\it
Advanced Satellite for Cosmology and Astrophysics} (\asca). The \rxte\
observations span nearly sec and indicate that the X-ray Fourier Power
Spectral Density has an rms variability of 16%, is flat from approximately
10^{-6} - 10^{-5} Hz, and then steepens into a power law
with \alpha\aproxgt 1. A further steepening to occurs
between 10^{-4}-10^{-3} Hz. The shape and rms amplitude are comparable to what
has been observed in \ngc and \cyg, albeit with break frequencies that differ
by a factor of 10^{-2} and 10^{4}, respectively. If the break frequencies are
indicative of the central black hole mass, then this mass may be as low as
. An upper limit of ks for the relative lag
between the 0.5-2 keV \asca band compared to the 8-15 keV \rxte band was also
found. Again by analogy with \ngc and \cyg, this limit is consistent with a

Improving referrals and integrating family planning and HIV services through organizational network strengthening
BACKGROUND: The service needs of people with human immunodeficiency virus (HIV) in low-income settings are wide-ranging. Service provision in a community is often disjointed among a variety of providers. We sought to reduce unmet patient needs by increasing referral coordination for HIV and family planning, measured as network density, with an organizational network approach.
METHODS: We conducted organizational network analysis on two networks in sub-cities of Addis Ababa, Ethiopia. There were 25 organizations in one sub-city network and 26 in the other. In one of them we sought to increase referrals through three network strengthening meetings. We then conducted the network analysis again in both sub-cities to measure any changes since baseline. We also quantitatively measured reported client service needs in both sub-cities before and after the intervention with two cross-sectional samples of face-to-face interviews with clients (459 at baseline and 587 at follow-up).
RESULTS: In the sub-city with the intervention, the number of referral connections between organizations, measured as network density, increased 55%. In the control community, the density decreased over the same period. Reported unmet client service needs declined more consistently across services in the intervention community.
DISCUSSION: This quasi experiment demonstrated that (1) an organizational network analysis can inform an intervention, (2) a modest network strengthening intervention can enhance client referrals in the network, (3) improvement in client referrals was accompanied by a decrease in atient-reported unmet needs and (4) a series of network analyses can be a useful evaluation tool

Long-Term Effects of Land Application of Domestic Wastwater: Tooele, Utah, Slow-Rate Site, Volume 1: Field Investigation
Application of wastewater to the land has been designated a viable alternative for wastewater treatment by the Water Pollution Act Amendments of 1972 (PL 92-500). However, very little information is available concerning the long-term effects of applying wastewater to the land. The general objective of this study was to determine the long-term effects of employing secondary treated municipal wastewater as irrigation water. The study compared the quality of soils, crops, groundwater, and applied water to a site receiving normal irrigation water (control site) to a site (treated site) which had utilized seondary treated municipal effluent for irrigation water during a 20-year period. Innovative Development of a Cross-Center Timeline Planning Tool
The Payload Operations Integration Center (POIC) at Marshall Space Flight Center (MSFC) is the United States focal point to support operations controllers and payload developers conducting payload science operations for the National Aeronautics and Space Administration (NASA) aboard the International Space Station (ISS). Some of the key functions are planning, coordination and scheduling of science activities. This effort occurs in coordination with other NASA centers, international partners, and payload developers. The ability to efficiently plan and re-plan in response to change is critical to the flight planning teams. Additionally, in Fall 2017, NASA will increase its ability to perform payload science operations aboard the ISS with a fourth crew member. In order to support this, there will be an increasing need to quickly plan and schedule more activities. In the past, it was cumbersome and time-consuming to consolidate copious amounts of planning and change request data from various sources. Planners would summarize information from the Johnson Space Center (JSC) Operations Planning Timeline Integration System (OPTIMIS) and manually integrate it with other data in order to produce a Timeline Planning Summary (TPS). This lengthy process of updating static documents while planning and re-planning was cumbersome, introduced human error, and was inflexible to last minute changes. There was a need for a dynamic, more efficient, less erroneous, and more concise way of building a report that could be readily updated as fast as payload science plans change
LUNASKA simultaneous neutrino searches with multiple telescopes
The most sensitive method for detecting neutrinos at the very highest
energies is the lunar Cherenkov technique, which employs the Moon as a target
volume, using conventional radio telescopes to monitor it for nanosecond-scale
pulses of Cherenkov radiation from particle cascades in its regolith.
Multiple-antenna radio telescopes are difficult to effectively combine into a
single detector for this purpose, while single antennas are more susceptible to
false events from radio interference, which must be reliably excluded for a
credible detection to be made. We describe our progress in excluding such
interference in our observations with the single-antenna Parkes radio
telescope, and our most recent experiment (taking place the week before the
ICRC) using it in conjunction with the Australia Telescope Compact Array,
