    Krešimir Jurlin, Jakša Puljiz, Sanja Malekoviæ Institute for International Relations, Zagreb The purpose of this paper is to introduce economic and demographic development criteria as a basis for Croatia’s regional policy. The paper is the result of a project whose main objective was to provide an analytical basis for developing a model for defining the level of development of the Croatian territorial units, with the aim of widening the span of territorial units which are currrently receiving government support under the “Law on areas of specific government’s concern”. The result of this project was a list of the least developed areas in Croatia, as well as a model for evaluating their development. The contents of the paper are basically the following: the criteria on the basis of which the evluation was carried out; the statistical basis and indicators of development; the creation of the development index; the evaluation model and criteria for classification; the testing of the model and experimental classification of the territorial units.     Teoria dello sviluppo regionale nella literattura economica

    U radu se analiziraju neki od ključnih teorijskih pravaca u području regionalnog razvoja od 50-ih godina prošlog stoljeća do danas. Od brojnih teorijskih pravaca i koncepata zbog ograničenog prostora u radu su pobliže analizirani pristupi regionalnom razvoju u tzv. klasičnoj literaturi o ekonomici razvoja, zatim neoklasični model regionalnog rasta, modeli nove teorije rasta, modeli nove ekonomske geografi je te novi koncepti regionalnog razvoja temeljeni na inovacijama. Kontekst za proučavanje regionalnog razvoja se dramatično promijenio u posljednjih dvadesetak godina. Globalne promjene ekonomskih i drugih odnosa pratile su i promjene u shvaćanju paradigme razvoja pa tako i regionalnog razvoja. Razvijeni su novi teorijski pravci i koncepti temeljeni na procesu stvaranja i širenja znanja te modeli u kojima lokacija, odnosno prostor imaju ulogu važnog čimbenika razvoja. Pored značajnog napretka u matematičkom modeliranju regionalnog razvoja, također se prepoznaje sve veća važnost kvalitativnih koncepata regionalnog razvoja kod kojih važnu ulogu imaju tzv. neopipljivi čimbenici razvoja poput povjerenja među sudionicima razvojnih procesa, kvalitete institucija i drugih.This paper analyzes some of the key theoretical directions in the fi eld of regionaldevelopment from the 1950s until today. Of the many theoretical directions andconcepts, because of the limited space, in the paper are analyzed in detail approaches toregional development in the so-called classic literature on the development economics, then the neoclassical model of regional growth, new models of growth theory, new economic geography models and new concepts of regional development based on innovation.The context for the study of regional development has changed dramatically over the past twenty years. Global changes in economic and other relations have been accompanied by changes in the understanding of the paradigm of development, including regional development. New theoretical directions and concepts were based on the creation and dissemination of knowledge and models in which the location or the space act as an important factor of development. In addition to signifi cant advances in mathematical modeling of regional development, the growing importance of qualitative concepts of regional development has been recognized, in which the important role belongs to the. “immaterial” factors such as the development of trust among participants in the development process, the quality of institutions and others.Questo lavoro analizza alcune delle principali tendenze teoriche per lo sviluppo regionale dagli anni 50 del secolo scorso ad oggi. Tra le molte direzioni e concetti teorici a causa dello spazio limitato nel documento vengono analizzati in dettaglio gli approcci dello sviluppo regionale nella cosiddetta letteratura classica sull’economia dello sviluppo, allora il modello neoclassico della crescita regionale, nuovi modelli di teoria della crescita, nuovi modelli di geografi a economica e nuovi concetti di sviluppo regionale basato sull’innovazione. Il contesto per lo studio dello sviluppo regionale è cambiato radicalmente negli ultimi venti anni. I cambiamenti globali nei rapporti economici e di altro sono stati accompagnati dai cambiamenti nella comprensione delle paradigme di sviluppo, compreso lo sviluppo regionale. Sono sviluppati nuovi direzioni e concetti teorici basati sulla creazione e sulla diffusione delle conoscenze e i modelli in cui la posizione, opurre l’area fanno la parte di fattore importante dello sviluppo. Oltre a signifi cativo progresso nella modellizzazione matematica dello sviluppo regionale, si riconosce anche l’importanza crescente dei concetti qualitativi dello sviluppo regionale in cui il ruolo importante hanno cossidetti fattori intangibili dello sviluppo come la fi ducia tra i partecipanti nel processo di sviluppo, la qualità delle istituzioni e degli altri

    CONVERGENCE PROCESS ANALYSIS AT THE LOCAL AND REGIONAL LEVELS IN CROATIA

    Koristeći se podacima o osobnim dohocima u radu se analizira proces konvergencije na lokalnoj i županijskoj razini u Republici Hrvatskoj u razdoblju 2002. – 2018. pomoću koncepta sigma i beta konvergencije. Također, u radu se testira mobilnost lokalnih i županijskih jedinica u promatranom razdoblju korištenjem matrice prijelaznih vjerojatnosti temeljene na Markovljevom lancu. Rezultati provedenog istraživanja ukazuju na smanjenje dohodovnih nejednakosti na lokalnoj i županijskoj razini te na prisutnost apsolutne i uvjetne beta konvergencije. Daljnjom analizom utvrđeno je da konvergencija izrazito jača nakon 2014. godine. Rezultati matrice prijelaznih vjerojatnosti sugeriraju da se proces konvergencije odvija, prije svega, kroz promjene u srednjem dijelu distribucije teritorijalnih jedinica, što znači da najsiromašnije lokalne i županijske jedinice i dalje imaju vrlo male šanse za promjenu svojega relativnog položaja.Based on personal income data the paper analyses the convergence process at the local and county levels in the Republic of Croatia between 2002 and 2018 using the concept of sigma and beta convergence. In addition, mobility of local and county units was tested using the transition probability matrix based on the Markov chain. The results of the conducted research indicate the reduction of income inequalities at the local and county levels and the presence of absolute and conditional beta convergence. Further analysis shows that convergence is markedly stronger after 2014. The results of the transition probability matrix suggest that the convergence process takes place primarily through changes in the middle part of the distribution. In other words, the poorest local and county units still have very little chance of changing their relative position

    A multivariate methodology for modelling regional development in Croatia

    This paper proposes a multivariate statistical approach based on covariance structure analysis for assessment of the regional development level with an application to development ranking of 545 Croatian municipalities. Municipality-level data ware collected on economic, structural, and demographic dimensions and preliminary factor and principal component analysis were computed to analyse empirical groupings of the variables. Next, confirmatory factor analytic models were estimated with the maximum likelihood technique and subsequently their implied structure was formally tested. Testing was extended to a joint model including all three dimensions (economic, structural and demographic) and their covariance structure was modelled with a recursive structural equation model. Finally, scores were estimated for latent variables thereby allowing (i) estimation of the latent development level of the territorial units, (ii) ranking of all units on an interval scale in respect to their latent development level, and (iii) selection of a given percentage of units for inclusion into special state-care subsidy programme

    U radu se analizira pristup integriranog urbanog upravljanja te njegovi potencijali i izazovi. Integrirano urbano upravljanje, temeljeno na standardima dobrog upravljanja i sinergiji javnih politika kroz policy integraciju, odnosi se na horizontalnu integraciju sektorskih politika i različitih uključenih aktera, na vertikalnu integraciju različitih razina upravljanja kao i na integraciju izvan administrativnih granica. Integrirani pristup u literaturi se često spominje kao poželjan oblik upravljanja, a brojni europski primjeri dobre prakse upućuju na zaključak kako primjena integriranog pristupa razvoju i provedba integriranog upravljanja pridonose djelotvornijem i svrhovitijem razvoju područja u kojem se primjenjuju, čime se potiču ključne i održive razvojne promjene u korist lokalnih zajednica. Svrha je ovog rada pregledom relevantne znanstvene literature i komparativnim prikazom primjera dobre prakse doprinijeti znanstvenoj i stručnoj raspravi o provedbi integriranog pristupa u gradovima. Pritom se nastoji produbiti razumijevanje i unaprijediti primjena integriranog pristupa u hrvatskim gradovima

    Institutional Capacity for Regional Development in Croatia on the County Level

    The paper presents some of the results of a research of the institutional capacity in all Croatian counties and county development agencies, with the aim of analysing and assessing the currently existing institutional capacity for preparing and implementing regional development projects on the county level. The research was based on an implemented survey in which all counties and county development agencies were included. Views are also given related to the importance of institutional capacity for Croatia’s regional development from the point of view of overall absorption capacity of both the EU, as well as other international and Croatian financial sources, as well as its relevance from the point of view of ensuring good governance and the implementation of effective regional development initiatives and actions on the local and regional level. On the basis of identified problems and needs in the Croatian counties in the process of preparing and implementing projects financed through, primarily, international financial sources, the paper identifies some of the necessary steps for further strengthening of institutional structures, coordination mechanisms, capacities and procedures related to planning and programming on the county level
