    Assessing the Changing Employment Profiles in the Telecom Sector: Implications for Education and Training

    Telecom sector in India has been growing very fast and changing very rapidly in service delivery mechanisms used, target segments addressed, technogical platforms for service delivery etc. Globally also the growth scenario is very positive. This means that this sector offers employment opportunities that are attractive. In order to exploit these opportunities, the sector needs people with the approppriate employment profiles that match the changing requirements both in atributes and numbers. However, the current education system is not equipped to provide the requisite profiles. This paper identifies and quantifies the skill gap both in terms of focus areas and numbers by segmenting the sector. It suggest directions in which the change must happen. It also reviews innovative approaches in the private and government sector in India and abroad with a view to assess the adapatability of these approaches on a larger scale in India.

    Spectrum Refarming in Sri Lanka: Lessons for Policy Makers and Regulators

    The commercial potential of wireless applications has brought spectrum policies to the forefront of regulatory arena. In the context of rapidly increasing demands on spectrum, regulators have to adopt refarming so as to be able to provide spectrum for new services. A variety of models have been chosen by different countries. This paper documents the approach and process adopted by Telecom Regulatory Commission, Sri Lanka (TRCSL) for refarming of spectrum and draws lessons for policy makers and regulators. Sri Lanka was among the early countries in Asia not only to introduce telecom reforms, but also commercial wireless services (mobile and WLL). It may appear that TRCSL’s quick introduction of wireless services gave a head start to Sri Lanka, but the earlier ad-hoc processes led to a situation where spectrum refarming had to be done very quickly subsequently, imposing additional costs on operators and regulators. While realignment was triggered by the need for mobile operators to adopt standard technology, this opportunity could have been strategically used by TRCSL to review spectrum allocations across all the bands, thus allowing faster deployment of digital services. The open consultation process adopted by TRCSL had reduced the risk of “regulatory capture” and it was able to leverage the refarming initiative to bring equity in quantum of spectrum allocated between incumbent and new operators. The study highlights that for rapid proliferation of wireless technologies, a forward looking approach is required not only for managing spectrum but also removal of restrictions on handsets, whose price is a critical aspect for penetration in a developing country context.

    Spectrum Allocation for 3G in Philippines: Implications for Policy Makers and Regulators

    The commercial potential of wireless applications has brought spectrum policies to the forefront of regulatory arena. The visibility of the telecom sector and the prior experience of 3G licensing in Europe and UK have made several Asian regulators and policy makers wary of using auctions. This paper details out the beauty contest approach adopted by NTC to allocate 3G licenses and the issues that arose as a consequence and highlights the influence of global developments (European and UK 3G auctions) on domestic spectrum allocation processes. The adoption of the beauty contest approach and fixed license fee was justified by NTC on the grounds of ensuring lower prices to consumers but it led to criticism that it was a clear violation of law, as NTC was mandated to promote competition. In this context, auctions would have been a better and more economically efficient process. The case study highlights the importance of incorporating economic principles, design of a transparent evaluation criteria and communication of the same to the bidders prior to the event. Policy makers need to recognize that well designed auctions are transparent mechanism to allocate scarce resource to those entities who value it most. While beauty contests may appear to be simple mechanisms to administer, lack of clarity in design could lead to non transparency and subsequent possibility of litigation and delays. The study also brings out that although an open consultative approach in the early stages may appear to delay the process, in the long run, it leads to more transparent and robust solutions.

    Evolution of Technological Capabilities: A study of Indian products based Telecom start-up firms

    New technology based start-ups play a very important role in developing the economy of a country. However, product based B2B start-ups in India are rare and existing ones have to undergo several challenges in commercializing. Present study explores the evolution of technological capabilities that enable commercialization among such early stage start-ups by adopting a multiple case based (four independent start-ups) inductive methodology with Indian telecom start-ups as the context. We have identified architectural design, algorithmic implementation and product adaptation as components of technological capability of such start-ups. We explore the link between knowledge acquisition, telecom specific knowledge and capability evolution in present work in a regulated and knowledge intensive context. Finally, we put forth a three stage framework mapping the evolution of technological capabilities among telecom start-ups, as well as identify regulatory bodies, standard making bodies and social network as facilitators in the capability evolution process.

    Identification of Marketing Capabilities: A study on Indian product based B2B Telecom start-ups

In India telecom sector has seen unprecedented growth over the decade and this has led to emergence of several telecom related start-ups. However, product based B2Bstart-ups are still rare and they have to undergo several challenges to stay afloat. Surprisingly not much research work has been undertaken in identifying capabilities among early stage start-ups although the early phase represents a very crucial phase for product based firms and in determines the success or failure for start-ups. Present study explores the inherent marketing capabilities that enable commercialization among such early stage start-ups by adopting a multiple case based inductive methodology with Indian telecom start-ups as our context. We have identified market orientation, positioning and segmentation, selling and after sales services as components of marketing capability of such start-ups. We also identify several idiosyncrasies among telecom start-ups vis-ďż˝-vis established firms in the sector. Fina lly we make a case for policy level intervention to promote telecom start-ups in the Indian context.

    Role of Universal Service Obligation Fund in Rural Telecom Services: Lessons from the Indian Experience

    Despite the tremendous growth of mobile services in most developing countries, these have largely remained limited to urban areas. This has further aggravated the existing urban and rural divide. Policy makers and regulators perceive the need for an effective regulatory and policy environment to reduce the gap, as there are several market challenges in this endeavor, including low commercial viability. However, most such interventions have had little success. This paper outlines India.s experience of increasing rural teledensity, including its recent policy initiative to increase penetration through creation of a Universal Service Obligation Fund (USOF) that supported a variety of innovative initiatives. USOF.s most ambitious program to date had been the design and deployment of mobile services in rural areas. This paper analyses the outcomes of various programs, especially those of the mobile service provision component of USOF. Despite the innovative design of the USOF program, it had little impact on increasing rural teledensity. On the other hand, positive policy steps that reduced the costs for service provision (revenue shares, duties, ADC) and competition facilitated greater rural penetration. This raises the issue of role of government vis-ďż˝-vis private sector in increasing rural teledensities. The lack of accountability arising from the relationship between the government owned incumbent and the USOF administrator and proper evaluation of USOF, the non-ring fencing of the fund and poor quality project management contributed to the low impact. Non-involvement of private operators at an early stage, inability to suitably enforce any penalties for violation of contracts, and non-existent review and feedback mechanism have not allowed USOF to leverage the benefits of an early start. In Peru, strict penalties in non implementation of contracts led to more timely schedules (Cannock, 2001). Since USOF is a highly visible program, it is important to generate high impact outcomes. On the strategic front, USOF needs to be managed by an independent body that is made responsible for outcomes. Third party assessments and greater enforceability of contracts are necessary operational elements of thisdesign. Without this operational framework, the strategic elements of design will not provide the value that was envisaged. This paper also provides a framework for assessment of USOF and relates it to the experience in other countries. USOF must be treated as one among many instruments for increasing rural teledensities and efforts should be made to facilitate policy outcomes on a variety of dimensions.
