    KravnivÄer för energihushÄllning - Konsekvenser av skÀrpning av krav för energihushÄllning i revidering av byggregler

    Miljö- och samhĂ€llsbyggnadsdepartementet har uppdragit Ă„t Chalmers EnergiCentrum (CEC) att analysera konsekvenserna av en eventuell skĂ€rpning av kravnivĂ„erna avseende energihushĂ„llning i avsnitt 9 om EnergihushĂ„llning i Boverkets förslag till reviderade byggregler. Uppdraget skall belysa dessa frĂ„gor: ‱ Hur energieffektivt byggs det idag uppdelat i smĂ„hus, flerbostadshus och lokaler? ‱ Vad Ă€r tekniskt möjligt och vilka tekniska lösningar krĂ€vs det för att komma ner till en viss nivĂ„ i kWh/m2? ‱ Hur pĂ„verkar en skĂ€rpning av kravnivĂ„erna elbehovet? ‱ Vilka samhĂ€llsekonomiska konsekvenser för en eventuell skĂ€rpning av kravnivĂ„erna med sig? En sammanvĂ€gd analys skall göras av vilka krav pĂ„ energihushĂ„llning som Ă€r rimliga att stĂ€lla vid nybyggnad utifrĂ„n tekniska och samhĂ€llsekonomiska aspekter, och om kraven bör formuleras olika för olika byggnadskategorier. I uppdraget ingĂ„r ocksĂ„ en analys av i Ds 2005:51 föreslaget mĂ„l om energieffektivisering i bebyggelsen utifrĂ„n potentialbedömningen i Chalmers rapport ÅtgĂ€rder för ökad energieffektivisering i bebyggelsen. Uppdraget har utförts under tiden frĂ„n mitten av december 2005 till 2006-01-10. Uppdragets begrĂ€nsade tid och omfattning innebĂ€r att de aktuella frĂ„gorna inte kunnat belysas i detalj, utan de behandlas mer översiktligt och baserat pĂ„ den kunskap som finns tillgĂ€nglig

    A methodology for planning and design of energy efficient buildings is presented and analysed. The starting point is the definition that energy efficiency is a question of minimizing the energy end-use within realistic economic frames and fully preserved function. The methodology is based on a systematic approach to the issue of energy efficiency. One element in this is the introduction of a number of energy related ratios, Energy Performance Ratios, that characterise the influence of building parts and the technical systems of the building on the energy end-use of the building as an entirety. These ratios are selected and formulated so that they facilitate a systematic strive towards high energy efficiency when applied in planning and design of buildings. One basic moment is to elucidate the energy interaction between different parts and systems of the building in order make it easier to avoid sub-optimised solutions. This is done by introducing an imaginary division of the building into, from an energy end-use point of view, characteristic system parts on different levels of interaction with other parts. The build up of the Energy Performance Ratios follows this division. Therewith the application of these ratios contributes to a comprehensive view when designing the building. Another basic moment is the setting of Energy Targets to aim at when building parts, technical systems and components are designed and rated. This is done by quantifying the Energy Performance Ratios. A substantial part of the work deals with the quantification of Energy Performance Ratios to realistic Energy Targets. This is done by a combination of analyses of existing monitored buildings and theoretical simulations and calculations. In the present work the methodology is applied primarily on design and rating of heating, ventilation and air-conditioning systems with a focus on commercial buildings. However, the methodology itself is not meant to be limited to these applications. The basic idea is that it should be applied on all the parts of the building that have an obvious influence on the energy end-use

    Denna rapport redovisar resultat fr\ue5n en studie om Individuell m\ue4tning och debitering i flerbostadshus som genomf\uf6rts p\ue5 uppdrag av SABO. Rapporten ger f\uf6rslag p\ue5 kravspecifikation f\uf6r en kommande gemensam, offentlig upphandling av denna typ av tekniska l\uf6sningar och tj\ue4nster. Vidare redovisas en nul\ue4gesanalys samt en analys av vilka \uf6vriga tj\ue4nster ut\uf6ver m\ue4tning och debitering som ska fungera p\ue5 samma plattform. Individuell m\ue4tning och debitering (IMD) kommer allt mer i fokus, fr\ue4mst som ett resultat av \uf6kade satsningar p\ue5 energieffektivisering.Projektet har utvecklat underlag f\uf6r en systeml\uf6sning med tydliga gr\ue4nssnitt mellan de olika systemdelarna. D\ue4rmed kan samtliga delar konkurrensuts\ue4ttas, s\ue4rskilt denutrustning som finns i stora m\ue4ngder ute i husen. Detta i motsats till dagens situation d\ue4r l\ue5sningar till en enda leverant\uf6r \ue4r legio.Projektet har haft en styrgupp sammansatt av ett antal SABO-f\uf6retag samt representanter f\uf6r SABO och ink\uf6psf\uf6reningen HBV. Styrgruppen bed\uf6mer att IMDinf\uf6rs i ca 40.000 l\ue4genheter i enbart det egna best\ue5ndet inom n\ue5gra \ue5r. Detta inneb\ue4r att antalet l\ue4genheter med IMD i princip f\uf6rdubblas i Sverige
