The paradigm compiler: Mapping a functional language for the connection machine
The Paradigm Compiler implements a new approach to compiling programs written in high level languages for execution on highly parallel computers. The general approach is to identify the principal data structures constructed by the program and to map these structures onto the processing elements of the target machine. The mapping is chosen to maximize performance as determined through compile time global analysis of the source program. The source language is Sisal, a functional language designed for scientific computations, and the target language is Paris, the published low level interface to the Connection Machine. The data structures considered are multidimensional arrays whose dimensions are known at compile time. Computations that build such arrays usually offer opportunities for highly parallel execution; they are data parallel. The Connection Machine is an attractive target for these computations, and the parallel for construct of the Sisal language is a convenient high level notation for data parallel algorithms. Initial results from the NASA-Lewis wave rotor experiment
Wave rotors may play a role as topping cycles for jet engines, since by their use, the combustion temperature can be raised without increasing the turbine inlet temperature. In order to design a wave rotor for this, or any other application, knowledge of the loss mechanisms is required, and also how the design parameters affect those losses. At NASA LeRC, a 3-port wave rotor experiment operating on the flow-divider cycle, has been started with the objective of determining the losses. The experimental scheme is a three factor Box-Behnken design, with passage opening time, friction factor, and leakage gap as the factors. Variation of these factors is provided by using two rotors, of different length, two different passage widths for each rotor, and adjustable leakage gap. In the experiment, pressure transducers are mounted on the rotor, and give pressure traces as a function of rotational angle at the entrance and exit of a rotor passage. In addition, pitot rakes monitor the stagnation pressures for each port, and orifice meters measure the mass flows. The results show that leakage losses are very significant in the present experiment, but can be reduced considerably by decreasing the rotor to wall clearance spacing
Data Mining with Multivariate Kernel Regression Using Information Complexity and the Genetic Algorithm
Kernel density estimation is a data smoothing technique that depends heavily on the bandwidth selection. The current literature has focused on optimal selectors for the univariate case that are primarily data driven. Plug-in and cross validation selectors have recently been extended to the general multivariate case.
This dissertation will introduce and develop new and novel techniques for data mining with multivariate kernel density regression using information complexity and the genetic algorithm as a heuristic optimizer to choose the optimal bandwidth and the best predictors in kernel regression models. Simulated and real data will be used to cross validate the optimal bandwidth selectors using information complexity. The genetic algorithm is used in conjunction with information complexity to determine kernel density estimates for variable selection from high dimension multivariate data sets.
Kernel regression is also hybridized with the implicit enumeration algorithm to determine the set of independent variables for the global optimal solution using information criteria as the objective function. The results from the genetic algorithm are compared to the optimal solution from the implicit enumeration algorithm and the known global optimal solution from an explicit enumeration of all possible subset models
Contract over Target Baseline (OTB) Effect on Earned Value Management\u27s Cost Performance Index (CPI)
Cost growth is a problem in U.S. Department of Defense (DoD) acquisitions. A particular component of cost growth is a cost overrun or Over Target Baseline (OTB). In 2009, Trahan found that the Gompertz growth curve better predicted program Estimates at Completion (EAC) for OTB contracts. In 2010, Thickstun studied “the relationships between overruns and a variety of factors,” but found OTB occurrences “random” and questioned the benefit of the OTB process (Thickstun, 2010). In this research, we study OTB‟s ability to effect improved program cost performance; we examine OTB‟s effect on the cumulative Cost Performance Index (CPI) slope after an OTB intervention. We find there is no statistically significant change in cumulative CPI slope after OTB. For the data studied, an OTB investment does not significantly improve management‟s ability to earn cost value as reflected in the cumulative CPI slope

Detection of 3-Minute Oscillations in Full-Disk Ly Emission During A Solar Flare
In this Letter we report the detection of chromospheric 3-minute oscillations
in disk-integrated EUV irradiance observations during a solar flare. A wavelet
analysis of detrended Lyman-alpha (from GOES/EUVS) and Lyman continuum (from
SDO/EVE) emission from the 2011 February 15 X-class flare (SOL2011-02-15T01:56)
revealed a 3-minute period present during the flare's main phase. The
formation temperature of this emission locates this radiation to the flare's
chromospheric footpoints, and similar behaviour is found in the SDO/AIA
1600\AA\ and 1700\AA\ channels, which are dominated by chromospheric continuum.
The implication is that the chromosphere responds dynamically at its acoustic
cutoff frequency to an impulsive injection of energy. Since the 3-minute period
was not found at hard X-ray energies (50-100 keV) in RHESSI data we can state
that this 3-minute oscillation does not depend on the rate of energization of
non-thermal electrons. However, a second period of 120 s found in both hard
X-ray and chromospheric emission is consistent with episodic electron
energization on 2-minute timescales. Our finding on the 3-minute oscillation
suggests that chromospheric mechanical energy should be included in the flare
energy budget, and the fluctuations in the Lyman-alpha line may influence the
composition and dynamics of planetary atmospheres during periods of high

Relation between Brown Dwarfs and Exoplanets
One of the most debated subjects in Astronomy since the discovery of
exoplanets is how can we distinguish the most massive of such objects from
very-low mass stars like Brown Dwarfs (BDs)? We have been looking for evidences
of a difference in physical characteristics that could be related to different
formation processes. Using a new diagnostic diagram that compares the baryonic
gravitational potential (BGP) with the distances from their host stars, we have
classified a sample of 355 well-studied exoplanets according to their possible
structures. We have then compared the exoplanets to a sample of 87 confirmed
BDs, identifying a range in BGP that could be common to both objects. By
analyzing the mass-radius relations (MRR) of the exoplanets and BDs in those
different BGP ranges, we were able to distinguish different characteristic
behaviors. By comparing with models in the literature, our results suggest that
BDs and massive exoplanets might have similar structures dominated by liquid

The function of such as article is to provide the reader with a broadly circumscribed report of recent developments presented under the topic headings of conservation, fishing, pollution, seabed resources, shipping and sovereignty. This year\u27s compendium covers the period between January 1, 1973 and December 31, 1973. A myriad of sources are represented including the United States Code Congressional and Administrative News, the Environmental Reporter, International Legal Materials, the United Nations Chronicle, the Congressional Record and the New York Times
Dual-purpose self-deliverable lunar surface PV electrical power system
A safe haven and work supported PV power systems on the lunar surface will likely be required by NASA in support of the manned outpost scheduled for the post-2000 lunar/Mars exploration and colonization initiative. Initial system modeling and computer analysis shows that the concept is workable and contains no major high risk technology issues which cannot be resolved in the circa 2000 to 2025 timeframe. A specific selection of the best suited type of electric thruster has not been done; the initial modeling was done using an ion thruster, but Rocketdyne must also evaluate arc and resisto-jets before a final design can be formulated. As a general observation, it appears that such a system can deliver itself to the Moon using many system elements that must be transported as dead payload mass in more conventional delivery modes. It further appears that a larger power system providing a much higher safe haven power level is feasible if this delivery system is implemented, perhaps even sufficient to permit resource prospecting and/or lab experimentation. The concept permits growth and can be expanded to include cargo transport such as habitat and working modules. In short, the combined payload could be manned soon after landing and checkout. NASA has expended substantial resources in the development of electric propulsion concepts and hardware that can be applied to a lunar transport system such as described herein. In short, the paper may represent a viable mission on which previous investments play an invaluable role. A more comprehensive technical paper which embodies second generation analysis and system size will be prepared for near-term presentation
