Book review: Aleksandra Zubrzycka-Czarnecka, Participation of social actors. in planning the housing policy in Warsaw in the years 2000–2016
The methodology, ope n to theory and tested in practice, places the reviewed book among the most promising policy studies Analyzes and conclusions combine scientific and practical values. At the same time, the specialization of research does not overwhelm the 'uninitiated' ones – the author does not lose contact with the generals of democratic policies shared by various specialists. The assumptions of the D-Housing model proposed by the author proved successful in the analysis of the research material, interviews and formal documentation. Nowadays, Economy 4.0 is a common metaphor that refers to software development. Along other well-known and newer terms related to work and employment, this metaphor is one of the leading themes of the book edited by Czesława Kliszko and Jan Czarzasty from the College of Socio-Economics at SGH Warsaw School of Economics. This multi-faceted volume that is impressive both with its quality and quantity of papers authored by many researchers, is published in honor of the outstanding Polish researcher, Professor Juliusz Gardawski. A fully accomplished man in a lot of areas, in line with what Abraham Maslow (2006) meant when he wrote about healthy people, i.e. ‘self-actualizing people’ who realize their needs ina harmonious way, in unison and in cooperation with their community, for their own benefit and for the common good. This excellent and meticulously edited book opens with congratulatory letters from the Rector of SGH Warsaw School of Economics, Professor Marek Rocki, and the Dean of the College of Socio-Economics at SGH Warsaw School of Economics, Professor Wojciech Morawski. Notes on Professor Juliusz Gardawski and his accomplishments are expanded in the ‘Preface: on Professor Juliusz Gardawski’. The authors of the ‘Preface…’, Czesława Kliszko and Jan Czarzasty, warmly, aptly and at the same time humorously characterized the life and the academic accomplishments of this known and acclaimed researcher, with the use of many quotes from the authors of papers included in the book
Aggregating over Dominated Points by Sorting, Scanning, Zip and Flat Maps
Prefix aggregation operation (also called scan), and its particular case, prefix summation, is an important parallel primitive and enjoys a lot of attention in the research literature. It is also used in many algorithms as one of the steps.
Aggregation over dominated points in ?^m is a multidimensional generalisation of prefix aggregation. It is also intensively researched, both as a parallel primitive and as a practical problem, encountered in computational geometry, spatial databases and data warehouses.
In this paper we show that, for a constant dimension m, aggregation over dominated points in ?^m can be computed by O(1) basic operations that include sorting the whole dataset, zipping sorted lists of elements, computing prefix aggregations of lists of elements and flat maps, which expand the data size from initial n to n log^{m-1}n.
Thereby we establish that prefix aggregation suffices to express aggregation over dominated points in more dimensions, even though the latter is a far-reaching generalisation of the former. Many problems known to be expressible by aggregation over dominated points become expressible by prefix aggregation, too.
We rely on a small set of primitive operations which guarantee an easy transfer to various distributed architectures and some desired properties of the implementation

Wzorce kulturowe, formalne instytucje a partnerstwo i dialog
The author of the article poses a few questions and proposes some answers concerning cultural applicability of the partnership and dialogue institutions. The core of the mentioned problem revolves around the ability of cultural adaptation of the formal EU norms. The theory and method used in the analysis is aim-functional which is oriented on the research into concrete cultural enclosing of formal institutions. The empirical thread of the argument is the Polish case of partnership and dialogue institutions in the European structural and investment funds. The text presents an attempt to supplement a discussion about the direction and shape of the public policy with significant threads which are often being pushed to the margin of analytical attention and public practice. On one hand, the goal, method and style of narration refers to the patterns of the participatory models of public policy known from the publications of Western authors. On the other, to the Polish empirical analyses and theoretical generalizations. The main thesis is simple as repercussion of day and night, but still seems not well understood: the predominance of cultural institutions over formal ones. It brings result in requirement of modifying the mutual relations towards more partnership and deliberative.W artykule pada wiele pytań oraz pojawiają się próby odpowiedzi w sprawie kulturowej zdolności adaptacyjnej instytucji partnerstwa i dialogu, a zwłaszcza formalnych zaleceń Unii Europejskiej. W warstwie teoretyczno-metodycznej tekstu przeważa podejście celowościowo-funkcjonalne, zorientowane na analizę instytucji formalnych w ich kulturowym otoczeniu. Wątek empiryczny stanowi problematyka partnerstwa i dialogu w europejskich funduszach strukturalnych i inwestycyjnych. Tekst jest próbą uzupełnienia dyskusji nt. kierunku i kształtu polityki publicznej o kluczowe, a spychane niekiedy na margines, wątki dotyczące praktyki. Cel, metoda i styl narracji nawiązują z jednej strony do partycypacyjnych wzorców polityki publicznej, znanych z publikacji autorów zachodnich, a z drugiej do krajowych analiz empirycznych i uogólnień teoretycznych. Participatory budgeting in Hrubieszów, Poland, as an example of residents' sustainable participation in shaping public expenditure
The article contains a case study of residents’ participation in the process of shaping the city's public expenditure through participatory budgeting. The case of Hrubieszów deserves a closer look due to the pro-participatory attitude of a significant number of the city's officials, social activists, and residents. There is also a certain level of enthusiasm, despite the fact that participatory budgeting arrived in the city relatively late - in 2017. This article presents the functioning of this process both from the perspective of the local authorities and officials, as well as the project applicants and residents involved in the process. The focus of analysis is on local signs of readiness to cooperate which, in favorable conditions, focus on "deliberative moments" and are followed by a "deliberative stance," constituting a basis for pro-participation activities
Participatory Budgeting in Hrubieszów, Poland, as an Example of Residents’ Sustainable Participation in Shaping Public Expenditure
The article contains a case study of residents' participation in the process of shaping the city's public expenditure through participatory budgeting. The analyzed data were collected as part of the National Science Center [anonymyzed]. The research methods and tools used in the study included desk research, CAWI, a survey and scenario interviews. The case of Hrubieszów is only a part of our research that deserves a closer look due to the pro-participatory attitude of the significant number of the city officials, social activists, and residents. There is also a certain level of enthusiasm, despite the fact that participatory budgeting arrived in this city relatively late - in 2017. Another interesting fact is that it is the smallest participatory budget among the twelve Polish cities thoroughly examined in our project. In this article we will present the functioning of this process both from the perspective of the local authorities and officials, as well as the project applicants and residents involved in the participatory budgeting process. In our analysis we are looking for local signs of readiness for cooperation which, in favorable conditions, focus on deliberative moments and are followed by a deliberative stance, constituting a basis for pro-participation activities.The article contains a case study of residents’ participation in the process of shaping the city’s public expenditure through participatory budgeting.
