Patenting and licensing of university research: promoting innovation or undermining academic values?
Since the 1980s in the US and the 1990s in Europe, patenting and licensing activities by universities have massively increased. This is strongly encouraged by governments throughout the Western world. Many regard academic patenting as essential to achieve 'knowledge transfer' from academia to industry. This trend has far-reaching consequences for access to the fruits of academic research and so the question arises whether the current policies are indeed promoting innovation or whether they are instead a symptom of a pro-intellectual property (IP) culture which is blind to adverse effects. Addressing this question requires both empirical analysis (how real is the link between academic patenting and licensing and 'development' of academic research by industry?) and normative assessment (which justifications are given for the current policies and to what extent do they threaten important academic values?). After illustrating the major rise of academic patenting and licensing in the US and Europe and commenting on the increasing trend of 'upstream' patenting and the focus on exclusive as opposed to non-exclusive licences, this paper will discuss five negative effects of these trends. Subsequently, the question as to why policymakers seem to ignore these adverse effects will be addressed. Finally, a number of proposals for improving university policies will be made
PhD Research in an Entrepreneurial Environment: The Innovation Realization Lab
This paper describes a new graduate education initiative entitled the Innovation Realization Laboratory that is funded by the National Science Foundation through the Integrative Graduate Education and Research Training (IGERT) program. The overall objective of the initiative is to have management students and Ph.D. students in science and engineering team to explore issues related to the commercialization of the Ph.D. students\u27 research results. This provides the MBA students with a real world opportunity to apply their business education in a high technology entrepreneurial situation, while providing the Ph.D. students an exposure to all of the complex issues associated with moving research findings to the marketplace. It represents an experiment to determine whether a significant enhancement of the educational experience can be acquired without placing an undue burden on either member of such a student team (or on the major professors). This program has been in operation for two years and has proven quite successful. The paper will describe the program structure, relate some of the lessons learned, and present an assessment of the program based on faculty observations and student feedback
Conveying Quality and Value in Emerging Industries: Star Scientists and the Role of Learning in Biotechnology
Managers of private entrepreneurial firms face obstacles in raising capital both in placing a value on a firm and conveying value to investors. These problems are exacerbated when the firm is small, has limited assets (except for human capital) and has yet to have a lead product. In such cases metrics are necessary to convey the value of the firm to investors. Here we explore the importance within the biotechnology industry of the non-financial metrics firms used to convey value during two important initial public offerings (IPO) windows (1989 to 1992 and 1996 to 2000). We also examine whether there was a change over time in the importance of various metrics in determining the value of a biotechnology firm. We find that firms with an affiliated Nobel laureate succeeded in raising the value of their firms by more than $30 million compared to firms without a Nobel laureate during the first period, suggesting that a Nobel laureate served as a powerful signal of firm value. Our results also suggest that the biotechnology regime changed and the Nobel Prize lost its luster as a signal of value in the second period. The importance of several other non-financial metrics changed as well. We conclude that these non-financial metrics of value change in relative importance to potential investors and financial markets as learning occurs and as an industry matures.
Academic patenting: the importance of industry support
This paper provides evidence that university-industry collaboration is important for turning commercial opportunities into patents. The results suggest that researchers who receive a large share of research grants from industry have a higher propensity to file a patent. Small dissemination grants generally exert a positive effect, whether they come from industry or not. It also finds that these interactions do not increase the number of industry owned patents alone but benefit universities’ commercialisation efforts in general
An examination of the reliability of prestigious scholarly journals: evidence and implications for decision-makers
In universities all over the world, hiring and promotion committees regularly hear the argument: “this is important work because it is about to appear in prestigious journal X”. Moreover, those who allocate levels of research funding, such as in the multi-billion pound Research Assessment Exercise in UK universities, often come under pressure to assess research quality in a mechanical way by using journal prestige ratings. This paper’s results suggest that such tendencies are dangerous. It uses total citations over a quarter of a century as the criterion. The paper finds that it is far better to publish the best article in an issue of a medium-quality journal like the Oxford Bulletin of Economics and Statistics than to publish the worst article (or often the worst 4 articles) in an issue of a top journal like the American Economic Review. Implications are discussed
University Entrepreneurship and Professor Privilege
This paper analyzes how institutional differences affect university entrepreneurship. We focus on ownership of faculty inventions, and compare two institutional regimes; the US and Sweden. In the US, the Bayh-Dole Act gives universities the right to own inventions from publicly funded research,whereas in Sweden, the professor privilege gives the university faculty this right. We develop a theoretical model and examine the effects of institutional differences on modes of commercialization; entrepreneurship or licenses to established firms, as well as on probabilities of successful commercialization. We find that the US system is less conducive to entrepreneurship than the Swedish system if established firms have some advantage over faculty startups, and that on average the probability of successful commercialization is somewhat higher in the US. We also use the model to perform four policy experiments as suggested by recent policy debates in both countries
The UHRF1 protein is a key regulator of retrotransposable elements and innate immune response to viral RNA in human cells
While epigenetic mechanisms such as DNA methylation and histone modification are known to be important for gene suppression, relatively little is still understood about the interplay between these systems. The UHRF1 protein can interact with both DNA methylation and repressive chromatin marks, but its primary function in humans has been unclear. To determine what that was, we first established stable UHRF1 knockdowns (KD) in normal, immortalized human fibroblasts using targeting shRNA, since CRISPR knockouts (KO) were lethal. Although these showed a loss of DNA methylation across the whole genome, transcriptional changes were dominated by the activation of genes involved in innate immune signalling, consistent with the presence of viral RNA from retrotransposable elements (REs). We confirmed using mechanistic approaches that 1) REs were demethylated and transcriptionally activated; 2) this was accompanied by activation of interferons and interferon-stimulated genes and 3) the pathway was conserved across other adult cell types. Restoring UHRF1 in either transient or stable KD systems could abrogate RE reactivation and the interferon response. Notably, UHRF1 itself could also re-impose RE suppression independent of DNA methylation, but not if the protein contained point mutations affecting histone 3 with trimethylated lysine 9 (H3K9me3) binding. Our results therefore show for the first time that UHRF1 can act as a key regulator of retrotransposon silencing independent of DNA methylation

Research Output From University-Industry Collaborative Projects
We study collaborative and noncollaborative projects that are supported by government grants. First, we propose a theoretical framework to analyze optimal decisions in these projects. Second, we test our hypotheses with a unique data set containing academic publications and research funds for all academics at the major university engineering departments in the United Kingdom. We find that the type of the project (measured by its level of appliedness) increases the type of both the university and firm partners. Also, the quality of the project (number and impact of the publications) increases with the quality of the researcher and firm, and with the affinity in the partners' preferences. The collaboration with firms increases the quality of the project only when the firms' characteristics make them valuable partners
Depuranat project: sustainable management of wastewater in rural areas
The Urban Wastewater Directive is aiming to implement adequate treatments of collected
wastewater before 31 December 2005 in small communities with a population until 2000 equivalentinhabitant.
Within the framework of the DEPURANAT project, co-financed by the European
Interregional Cooperation Programme (Interreg IIIB Atlantic Arc), several Natural Reclamation
Systems (NRS) based upon no-conventional technologies of wastewater treatment, have been
studied from different points of view in rural areas: their effectiveness for producing regenerated
wastewater of acceptable quality for several reuse options and vegetal biomass for different
purposes, their environmental integration or their potential of implementation. Most of these
treatment plants achieved high mean removal efficiencies: TSS (73–96%); BOD5 (74–94%); COD
(53–90%); E. coli (2–3 log units); Enterococci (1.5–4 log units). The environmental impact of the
systems was determined using an adapted life cycle assessment methodology and the economic
analysis of the systems was focused on analysing the financial indicators, empirical cost functions,
and the potential market for these technologies. Furthermore, maps of potential implementation
of these systems and a support tool for deciding upon the installation of conventional or NRS

Science PhD Career Preferences: Levels, Changes, and Advisor Encouragement
Even though academic research is often viewed as the preferred career path for PhD trained scientists, most U.S. graduates enter careers in industry, government, or “alternative careers.” There has been a growing concern that these career patterns reflect fundamental imbalances between the supply of scientists seeking academic positions and the availability of such positions. However, while government statistics provide insights into realized career transitions, there is little systematic data on scientists' career preferences and thus on the degree to which there is a mismatch between observed career paths and scientists' preferences. Moreover, we lack systematic evidence whether career preferences adjust over the course of the PhD training and to what extent advisors exacerbate imbalances by encouraging their students to pursue academic positions. Based on a national survey of PhD students at tier-one U.S. institutions, we provide insights into the career preferences of junior scientists across the life sciences, physics, and chemistry. We also show that the attractiveness of academic careers decreases significantly over the course of the PhD program, despite the fact that advisors strongly encourage academic careers over non-academic careers. Our data provide an empirical basis for common concerns regarding labor market imbalances. Our results also suggest the need for mechanisms that provide PhD applicants with information that allows them to carefully weigh the costs and benefits of pursuing a PhD, as well as for mechanisms that complement the job market advice advisors give to their current students
