    Sensor Planning and Control in a Dynamic Environment

    This paper presents an approach to the problem of controlling the configuration of a team of mobile agents equipped with cameras so as to optimize the quality of the estimates derived from their measurements. The issue of optimizing the robots\u27 configuration is particularly important in the context of teams equipped with vision sensors since most estimation schemes of interest will involve some form of triangulation. We provide a theoretical framework for tackling the sensor planning problem and a practical computational strategy, inspired by work on particle filtering, for implementing the approach. We extend our previous work by showing how modeled system dynamics and configuration space obstacles can be handled. These ideas have been demonstrated both in simulation and on actual robotic platforms. The results indicate that the framework is able to solve fairly difficult sensor planning problems online without requiring excessive amounts of computational resources

    Business Employment Dynamics: Tabulations by Employer Size

    The gross job gains and gross job loss statistics from the BLS Business Employment Dynamics (BED) program measure the large gross job flows that underlie the quarterly net change in employment. In the fourth quarter of 2004, employment grew by 869,000 jobs. This growth is the sum of 8.1 million gross job gains from opening and expanding establishments, and 7.2 million gross job losses from contracting and closing establishments. The new BED data have captured the attention of economists and policymakers across the country, and these data are becoming a major contributor to our understanding of employment growth and business cycles in the U.S. economy. Following the initial release of the BED data in September 2003, the BED data series expanded in May 2004 with the release of industry statistics. The BLS then began work on tabulations by size class. The production of size-class statistics is a complex task involving several economic and statistical issues. Although it is trivial to classify a business into a size class in any given quarter, it is difficult to classify a business into a size class for a longitudinal analysis of employment growth. Several different classifications exist, and many of these possible classifications have appealing theoretical and statistical properties. Furthermore, these alternative classification methodologies result in sharply different portraits of employment growth by size class. In this article, we discuss the alternative statistical methodologies that the BLS considered for creating size class tabulations from the Business Employment Dynamics data. Our primary focus is on four methodologies: quarterly base-sizing, annual base-sizing, mean-sizing, and dynamic-sizing.     A Framework and Architecture for Multi-Robot Coordination

    In this paper, we present a framework and the software architecture for the deployment of multiple autonomous robots in an unstructured and unknown environment with applications ranging from scouting and reconnaissance, to search and rescue and manipulation tasks. Our software framework provides the methodology and the tools that enable robots to exhibit deliberative and reactive behaviors in autonomous operation, to be reprogrammed by a human operator at run-time, and to learn and adapt to unstructured, dynamic environments and new tasks, while providing performance guarantees. We demonstrate the algorithms and software on an experimental testbed that involves a team of car-like robots using a single omnidirectional camera as a sensor without explicit use of odometry

    The Recent Decline of Single Quarter Jobs

    Rates of hiring and job separation fell by as much as a third in the U.S. between the late 1990s and the early 2010s. Half of this decline is associated with the declining incidence of jobs that start and end in the same calendar quarter, employment events that we call "single quarter jobs." We investigate this unique subset of jobs and its decline using matched employer-employee data for the years 1996-2012. We characterize the worker demographics and employer characteristics of single quarter jobs, and demonstrate that changes over time in workforce and employer composition explain little of the decline in these jobs. We find that the decline in these jobs accounts for about a third of the decline in the fraction of the population that holds a job in the private sector that occurred from the mid -2000s to the early 2010s. We also find little evidence that single quarter jobs are stepping stones into longer-term employment. Finally, we show that the inclusion or exclusion of these single quarter jobs creates divergent trends in average earnings and the dispersion of earnings for the years 1996-2012. To the extent that administrative records measure the volatile tail of the employment distribution better than conventional household surveys, these findings show that measurement of short duration jobs matters for economic analysis

    What is the value of entrepreneurship?: a review of recent research

    This paper examines to what extent recent empirical evidence can collectively and systematically substantiate the claim that entrepreneurship has important economic value. Hence, a systematic review is provided that answers the question: What is the contribution of entrepreneurs to the economy in comparison to non-entrepreneurs? We study the relative contribution of entrepreneurs to the economy based on four measures that have most widely been studied empirically. Hence, we answer the question: What is the contribution of entrepreneurs to (i) employment generation and dynamics, (ii) innovation, and (iii) productivity and growth, relative to the contributions of the entrepreneurs counterparts, i.e. the control group? A fourth type of contribution studied is the role of entrepreneurship in increasing individuals utility levels. Based on 57 recent studies of high quality that contain 87 relevant separate analyses, we conclude that entrepreneurs have a very important but specific function in the economy. They engender relatively much employment creation, productivity growth and produce and commercialize high quality innovations. They are more satisfied than employees. More importantly, recent studies show that entrepreneurial firms produce important spillovers that affect regional employment growth rates of all companies in the region in the long run. However, the counterparts cannot be missed either as they account for a relatively high value of GDP, a less volatile and more secure labor market, higher paid jobs and a greater number of innovations and they have a more active role in the adoption of innovations
