    Impact of ICT on Home Healthcare

    Innovation in information and communication technology has a great potential to create large impact on modern healthcare. However, for the new technologies to be adopted, the innovations have to be meaningful and timely, taking into account user needs and addressing societal and ethical concerns. In this paper, we focus on ICT innovations related to home healthcare domain, in which patient safety and security, but also trust and privacy are of utmost importance. To ensure the adoption of new healthcare services, the new innovative technologies need to be complemented with new methods that can help patients to establish trust in healthcare service providers in terms of privacy, reliability, integrity of the data chain and techniques that help service providers to assess the reliability of information and data contributed by patients. This paper sketches various lines of research for the development of trusted healthcare services namely, patient compliance, reliability of information in healthcare, and user-friendly access control

    Digital inclusion projects in developing countries: processes of institutionalization

    This article concerns digital inclusion projects in developing countries and, in particular, focuses on processes of institutionalization of such projects. Three case studies are described and analysed. The first is the Akshaya telecenter project in the state of Kerala in India. The second is a community-based ICT project in a town in a rural area of South Africa. The third is the efforts of various agencies on telecenter projects in the mega-city of São Paulo in Brazil. The cases are analysed through a simple theoretical schema derived from institutional theory. The analyses are used to derive four key processes of institutionalization, which are argued to be of relevance to all digital inclusion projects: getting symbolic acceptance by the community, stimulating valuable social activity in relevant social groups, generating linkage to viable revenue streams, and enrolling government support. The article concludes with some theoretical, methodological, and policy implications

    Cybersecurity of Critical Infrastructure

    This chapter provides a political and philosophical analysis of the values at stake in ensuring cybersecurity for critical infrastructures. It presents a review of the boundaries of cybersecurity in national security, with a focus on the ethics of surveillance for protecting critical infrastructures and the use of AI. A bibliographic analysis of the literature is applied until 2016 to identify and discuss the cybersecurity value conflicts and ethical issues in national security. This is integrated with an analysis of the most recent literature on cyber-threats to national infrastructure and the role of AI. This chapter demonstrates that the increased connectedness of digital and non-digital infrastructure enhances the trade-offs between values identified in the literature of the past years, and supports this thesis with the analysis of four case studies.Ethics & Philosophy of Technolog
