    THE THEME OF THE HEART IN THE BYZANTINE TRADITION, RUSSIAN ORTHODOX CULTURE AND RUSSIAN PHILOSOPHY

    The article is devoted to the problem of cardiognosia as the leading one for Russian theological-philosophical and secular religious thought. A special place in Russian (especially in religious) philosophy is occupied by the theme of love and the heart. The main question that we pose in this article is whether the domestic cardiognosy has remained in line with purely Byzantine religious philosophy, or whether our tradition has found an original approach to the study of the heart. This problem is quite relevant due to the fact that modern Russia has often been compared with the Byzantine Empire, such comparative studies have been found for the third decade in various historical, cultural and philosophical studies. The study of the topic of the heart also falls into the piggy bank of spiritual and moral values, to the preservation of which the strategic interests of modern Russian society are addressed. Russian Orthodox culture reveals the theme of the heart in the ascetic tradition of asceticism, and Russian religious philosophy calls the heart the key to understanding the mentality of the Russian person. Modern researchers focus on the integrative function of the heart. Russian Russian Orthodox culture acts as a bridge between Byzantine traditions and Russian philosophy, and modern Russian philosophy considers the heart to be a place of synthesis of science and art culture. The results of the article can be applied in the framework of the creation of the concept of spiritual and moral development and education of the personality of a citizen of Russia

Set out the necessary changes in municipal charters, the interaction of officials and local authorities and the coordinating role of regional authorities in the formation of a combined administration are described. Two variants of temporal model of redistribution of powers to implement a phased transition to the new conditions are considered

    Long-term hail risk assessment with deep neural networks

    Hail risk assessment is necessary to estimate and reduce damage to crops, orchards, and infrastructure. Also, it helps to estimate and reduce consequent losses for businesses and, particularly, insurance companies. But hail forecasting is challenging. Data used for designing models for this purpose are tree-dimensional geospatial time series. Hail is a very local event with respect to the resolution of available datasets. Also, hail events are rare - only 1% of targets in observations are marked as "hail". Models for nowcasting and short-term hail forecasts are improving. Introducing machine learning models to the meteorology field is not new. There are also various climate models reflecting possible scenarios of climate change in the future. But there are no machine learning models for data-driven forecasting of changes in hail frequency for a given area. The first possible approach for the latter task is to ignore spatial and temporal structure and develop a model capable of classifying a given vertical profile of meteorological variables as favorable to hail formation or not. Although such an approach certainly neglects important information, it is very light weighted and easily scalable because it treats observations as independent from each other. The more advanced approach is to design a neural network capable to process geospatial data. Our idea here is to combine convolutional layers responsible for the processing of spatial data with recurrent neural network blocks capable to work with temporal structure.     Social Bases for Creation of a Unified Town-District Administration

    The article analyzes the point of view of the existence of two administrative bodies in an administrative center of a municipal district, formed in the course of the reform of local government. Common arguments of critics of activities of separate administrations of urban settlements and the municipal district in the administrative center of the district are provided. A hypothesis on the feasibility and relevance of creation of a united administration in monocentric areas is considered. The thesis of the decisive role of the existing structure of local political elites on the issue of the transition to a unified model of the administration or in maintaining two separate executive and administrative bodies is proposed

    The object of the research is the socio-philosophical discussions of Russian philosophers of the turn of the XIX-XX centuries, the subject of our research is the anthropodicy of I.A. Ilyin. The author examines the categories of good, good and evil, the meaning of life, asceticism in the context of the concept of active resistance to evil and the teachings about the heart of I. Ilyin. These concepts were considered as a reflection of reality, as the foundation for building a state and society. Ilyin cites three qualities necessary for an active struggle against evil: spiritual character, willpower and a living conscience. According to the presence of these qualities, Ilyin accordingly divides people into three categories. Only a strong and conscientious person is able to fulfill “God’s work” on earth. The author of the article comes to the conclusion that I. Ilyin’s concept of the imposition of will on the internal or external composition of a person contains axiological and didactic potential. Russian Russian philosophical thought at the beginning of the 20th century came to realize the Russian idea, that is, to comprehend the self-existence of the Russian, Russian people. Ilyin’s ontology and axiology, despite negative criticism, enriched Russian philosophical thought, his ethical views allowed us to approach the understanding of the philosophical awareness of the meaning of human existence and set the vector of development of society and the state. Concepts and. Ilyina in our time, serious external existential challenges for Russia look more relevant than ever and require a comprehensive study. For the first time it was revealed that the teachings of I. Ilyin trace the intentions of asceticism characteristic of Russian spiritual culture. The practical value of the work is determined by the fact that the results of the research can be used in the development of courses “Philosophy”, “History of Philosophy”, “Ethics”, “Cultural Studies”, “Fundamentals of Russian statehood”

    High-dimensional data and high-dimensional representations of reality are inherent features of modern Artificial Intelligence systems and applications of machine learning. The well-known phenomenon of the "curse of dimensionality" states: many problems become exponentially difficult in high dimensions. Recently, the other side of the coin, the "blessing of dimensionality", has attracted much attention. It turns out that generic high-dimensional datasets exhibit fairly simple geometric properties. Thus, there is a fundamental tradeoff between complexity and simplicity in high dimensional spaces. Here we present a brief explanatory review of recent ideas, results and hypotheses about the blessing of dimensionality and related simplifying effects relevant to machine learning and neuroscience.Comment: 18 pages, 5 figure
