Innovation Networks Modeling within the Concept of Open Innovations

The urgency of the problem discussed in the article is caused by necessity to search for effective forms of innovation activities' implementation, providing a maximizing of innovative resources' impact by strengthening relationships between entities of the innovation process. The purpose of the article is to develop a model of innovation network, facilitating the acceleration of the diffusion of innovation by increasing its throughput capability and maximum use of the resources of the state innovation system. The leading approach to the study of this problem is the system approach, according to which the interaction of entities in the innovation process is considered as a complex mechanism of communications, ensuring the transformation of innovative ideas into marketable final product. In this paper, a model of innovation network, meeting the requirements of the concept of open innovation, based on the effect of increasing returns of resources is proposed and the mechanism and the necessary conditions for its functioning are described. The materials presented in the paper can be used to develop long-term development programs, both locally and at the regional and Federal levels, while building the innovative systems of the appropriate level and providing adequate conditions for their functioning. Оптимизация характеристик инновационных сетей

Objective of long-term sustainable development of the country in the global economic space acquires searching for highly efficient mechanisms and structures, supporting and increasing the economic potential of the country. A kind of such a mechanism is an innovation network. The innovation network is a structures that consist of crowd of independent innovation actors, that are connected by a communication links and resource flows, that support resource sharing and transfer of innovation, that provide a network effects as a consequence of the economic effect of increasing returns. Informal innovation networks - is spontaneously created, formally not fixed relationship between the group of economic agents. Formal innovation network – a legally enforced set of relationships of the network participants.As the number of participants increase – decreases the degree of formalization, since the number of interactions grow. This reduces the efficiency of transaction that take place in the network. At the same time, the increase of formalization degree attracts more resources due to a higher degree of protection of intellectual and material property that leads to the growth of the resource content of the network. On the other hand the growth of the number of participants and the degree of formalization also leads to increased transaction costs. This implies the possibility of determining the optimal network performance: the number and degree of formalization, providing maximum efficiency of transactions and resource content network at minimal transaction costs.Цели обеспечения долгосрочного устойчивого развития в мировом экономическом пространстве определяют необходимость поиска высокоэффективных механизмов и организационных форм, способствующих наращиванию и максимальной реализации экономического потенциала страны. Таким механизмом являются инновационные сети, которые представляют собой – это полицентрированные множества независимых субъектов инновационной деятельности, объединенные коммуникационными связями и ресурсными потоками, обеспечивающие посредством обмена ресурсами трансфер технологий и/или диффузию инноваций и способствующие возникновению сетевого эффекта как следствия экономического эффекта увеличивающейся отдачи. Неформальные инновационные сети – это спонтанно сложившиеся, формально не закрепленные взаимосвязи группы экономических агентов. Формальной инновационной сети – это юридически закрепленный комплекс отношений участников сети, являющийся обязательным к исполнению.По мере роста численности сети снижается степень формализации, так как число взаимосвязей увеличивается. Это, в свою очередь, приводит к снижению эффективности трансакций, реализуемых в сети. В то же время рост формализации привлекает в сеть больший объем ресурсов за счет более высокой степени защиты интеллектуальной и материальной собственности, что приводит к росту ресурсного наполнения сети. Одновременно увеличение численности участников при высокой степени формализации также приводит к росту трансакционных издержек. Отсюда вытекает возможность определения оптимальных характеристик сети: численности и степени формализации, обеспечивающей максимальную эффективность трансакций и ресурсное наполнение сети при минимальных трансакционных затратах
