STATE SOCIAL ASSISTANCE ON THE BASIS OF THE SOCIAL CONTRACT REPUBLIC OF СRIMEA AS A MEASURE OF SOCIAL SUPPORT TO NEEDY FAMILIES IN THE CONTEXT OF THE CONCEPT OF THE STATE FAMILY POLICY IN THE RUSSIAN FEDERATION FOR THE PERIOD TILL 2025

The article is devoted to date topic — state support for low-income families and single residents of poor people by providing them with state social assistance on the basis of the social contract, which is in the priority actions to support, strengthen and protect the family, designed to enhance the quality of life for families and strengthening Social responsibility of citizens, encouraging their active actions to overcome difficult situations. The article analyzes existing in the subjects of the Russian Federation approaches to providing this type of assistance, the criteria for identifying the poor citizens, summarizes the experience of its practical provision, and make proposals for the improvement and development of a mechanism to provide, in particular — the accurate accounting of the actual average per capita incomes of poor families, to ensure the return to the budget amount of aid in the case of misuse, the unification of the conceptual apparatus of legal acts of subjects of the Russian Federation for ensuring a uniform approach to aid. Particular attention is paid to the prospects of state social assistance on the basis of the social contract in the Republic of Crimea with the January 1, 2016

SOME ISSUES OF CREATION LEGISLATION`S SYSTEM OF THE REPUBLIC OF CRIMEA ON SOCIAL PROTECTION

The article deals with the problem of creating legislation of social protection of the Republic of Crimea population. This legislation was formed in the conditions of integration of the Republic of Crimea in the economic, financial, legal system, and the system of state authorities of the Russian Federation, and summed up the first practical experience of its application. The main content of the research is the analysis of features of legal regulation of relations on granting additional measures of social protection the citizens, whose social rights are integrated into the system of social protection of the Russian Federation, as well as social protection measures established on February 21, 2014, but which cannot be integrated into it. Author are based on many years of leadership experience in the bodies of social security and offers solutions to the problems that will be interested to practitioners
