    This study examines the driven factors of Indonesian involvement and developments in the ARF (ASEAN Regional Forum) by applying neo-classical realism perspective. The driven factors are both the external factors such as International structure, and internal ones such as political economic situation, regime interests, and leadership role that are giving impact to Indonesia's foreign policy implementations. The involvement of Indonesia in ARF is primarily influenced by a changing structure of International politics and security in Asia Pacific. In order to ensure the stability of the country that has been integrated into ASEAN, Indonesia is actively involved in the ARF. While, Indonesia's active participation in the multilateral forum is generally to show its role as a leading country in Southeast Asia, and try to balancing powers structure in the region through ASEAN. Thus, to understanding the driven factors of Indonesia's involvement in ARF are correspondence with neoclassical realism theory, which states that country's behavior in the International system needs to be interpreted by variables such as International structure and domestic factors

    n-Type doped transparent conducting binary oxides: an overview

    This article focuses on n-type doped transparent conducting binary oxides – namely, those with the general formula MxOy:D, where MxOy is the host oxide material and D is the dopant element. Such materials are of great industrial importance in modern materials chemistry. In particular, there is a focus on the search for alternatives to indium-based materials, prompted by indium's problematic supply risk as well as a number of functional factors. The important relationship between computational study and experimental observation is explored, and an extensive comparison is made between the electrical properties of a number of the most interesting experimentally-prepared materials. In writing this article, we aim to provide both an accessible tutorial of the physical descriptions of transparent conducting oxides, and an up-to-date overview of the field, with a brief history, some key accomplishments from the past few decades, the current state of the field as well as postulation on some likely future developments

    A new fast sub-optimal search method for closed-loop transmit diversity system with limited number of feedback bits

Under the low mobility condition and with perfect channel knowledge at the receiving end, our proposed searching algorithm can use a limited number of feedback bits to provide a sub-optimal solution that can achieve the SNR values close to the optimal solution with a greatly reduced complexity and outperform other sub-optimal schemes.     Novel search algorithm for closed-loop transmit diversity system with limited number of feedback bits

    We propose two simple closed-loop transmit diversity schemes with a fixed number of feedback bits being allocated for each transmit antenna. Under a low mobility condition and with perfect channel knowledge at the receiver, we show that our proposed schemes can achieve signal-to-noise ratio (SNR) values close to the optimal solution but with greatly reduced complexity.     Biological Reference Points for Fisheries Management Under Environmental Changes

    biological reference points (BRPs) for fisheries management under environmental changes, supported by Fisheries Agency of Japan. The objectives of this workshop are to review various BRPs for fish stocks including tuna and other fish species and to discuss the appropriate BRPs for temperate tunas considering the characteristics of biology and fishery for these species, environmental and ecosystem, and socio-economic effects. The key points of twelve presentations are provided below plus a short summary of the discussion are as follows. Participants were not necessarily representing the positions of their affiliated organizations. Japanese coastal fisheries have long history and some of them have never experienced the stock level of Bmsy. Bloss, which is the historically smallest biomass with enough RPS, is easier to be understood by fishermen, because fishermen know well from their experience that the stock biomass had fluctuated. Considering on the hardness to estimate MSY, for the stocks in North Pacific Ocean which had experienced various fishing intensity and had fluctuation of biomass, Bloss would have similar performance with Bmsy. Bmsy and Fmsy are not used for the management of TAC stocks in Japanese coastal fisheries, because the density dependence in S-R relation is not clear and there is uncertaint
