REGIONAL COMPETITIVENESS VS ECONOMIC CRISIS: THE ROLE OF THE PUBLIC SERVICES
During the last 2-3 decades regional competitiveness became one of the key concepts used in regional social-economical analysis. Another related term, competitiveness of an economical branch, economical sector or particular industry, is used as an indicator of great importance for the position of the products or services of a specific sector on a market which is more and more crowded. Taking into account the importance of the above mentioned terms, especially the importance granted to them by the Lisbon Agenda, and the fact that a bigger and bigger share of the Gross Domestic Product of a nation is achieved in the field of public services, this work tries to analyze the extent, at the level of the Romanian society, of the contribution of public services of general concern to the emergence and development of regional competitiveness poles, and also the way some services from the category mentioned could become themselves competitiveness poles at European and Romanian economy level.poles of competitiveness, public services of general concern.

In a recent report published by the International Monetary Fund noted that "after two decades of reform with disastrous performance, Romania has made remarkable progress on stabilization, growth and poverty reduction over the last four years". Lack of economic performance between 1990 and 2000 explains to some extent values for the current state of knowledge society (KS), in Romania. THE RE-ENGINEERING OF MANAGERIAL PROCESS IN PUBLIC ADMINISTRATION
The base of this research was a comparative analyse of the international practices in the field, in order to identify the most important tendencies in public services management. Considering the results of this research, there were identified the foundamental principles of an intelligent management model for public management (subsidiarity, public value and deliberative governance). Starting from this point, we proposed a new intelligent management model applicable in romanian public sector, which can be structured into three major components: top management component (executive and deliberative), operational management component (back office) and communication component (front level). Automatic approach procedure of a flying vehicle on a mobile platform using backstepping controller
This paper presents the automatic approach procedure of a flying vehicle, attached to an ABB 7600 robot, and a mobile platform, attached to a Stewart platform. Due to a nonlinear dynamic behavior, it is necessary to implement complex control, stabilization and guidance schemes. The proposed solution for this system includes the development of an algorithm based on a backstepping control method, the controller design methodology being based on Lyapunov's stability theory. The proposed command law requires that the states are known, but it is also necessary to introduce a series of state estimators. Tracking a mobile platform is critical in surveillance, reconnaissance and tracking missions, with the control methodology defining a clear distinction between translational and rotational dynamics. The proposed algorithm is developed by separating two types of states involving an inverse kinematics, known as algebraic kinematics, in which the dynamic movements of the two pieces of equipment are used. The dynamics of the ABB 7600 robot involves a movement with seven degrees of freedom, while the Stewart platform can be used with a movement of six degrees of freedom. The proposed algorithm is implemented in both Matlab software and experimental testing. This paper provides results in terms of generating dynamics for both devices that can be used for simulating different scenarios of aerospace missions
Oscillatory behavior of hollow grid cathode discharges
Multiple complex space-charge structures in unmagnetized low-temperature plasmas arise from ionization phenomena near additional negatively or positively biased electrodes or due to local constraints. Because of their usually spherical form, such structures are called fireballs. If they appear inside hollow grids, they are called inverted fireballs or plasma bubbles. The temporal evolution of such structures is often accompanied by strong plasma instabilities. The dynamics of complex space-charge structures have been investigated by using single spherical grid cathode with an orifice. Langmuir probe and optical emission spectroscopy were used to diagnose the structures. Measurements delivered the axial profiles of the plasma potential, electron temperature and density, and the densities of excited atoms and ions, that confirmed the formation of a fireball in the region near the orifice (also evidenced by visual observation). Inside the grid, a plasma bubble has developed, with a high ion density inside due to the hollow cathode effect.
