President, The Rotary Club
Toledo, Ohio
Dear Charles:
On the train coming back from Cleveland we were talking about what club was the first to engage in crippled children work.
* Please note the enclosed pamphlet. You will note on page 4 that the Rotary Club of Syracuse is credited with having been the first -in 1913. Then the Rotary Club of Toledo is credited with being the second -in 1916.
l'his pamphlet has been in circula.tion for some time and there has been no challenge made as to these two historical credits.
If you should discover that it is true that some other city in Ohio started the work in your state, we shall be very glad to have that information.
With kindest regards, I remain

Dear fellow Rotarians:

There also is enclosed a copy of the official suggestion form for use by any club in your zone that wishes t o submit the name of a qualified Rotarian for consideration by the committee. The suggestion form must be mai led so as to be in the hands of the convener no later than 15 SEPTEMBER, 1989. The form must be accompanied by a written statement from a physican certifying that the suggested candidate is in good health and physically able to carry out the duties of an R.I. director.
The board of directors of R.I. calls your attention to the following provisions of article IX, section 12 of the by-laws of R.I., prohibiting activ1ties by, or on behalf of, any candidate for elective position in R.I. to further his candidacy:

Should a candidate become aware of any prohibited activities having been undertaken on his behalf, he shall immediately express his disapproval to those so engaged and shall instruct them to terminate such activity ••• II
Accordingly, if your club decides to submit the name of a qualified Rotarian for consideration by the nominating committee for director in your zone, the club should limit itself to submitting the information requested on the enclosed official suggestion form. Neither the suggested candidate nor the club ~y engage in any unauthorized activities to further his candidacy, lest
