From research to action : supporting climate risk management in semi-arid areas of Africa and Asia; final narrative report for CARIAA project proposal development grant
The “From Research to Action” consortium prepared a briefing paper on the consortium’s vision and rationale for its planned research program to be funded by the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA). Outcomes of the proposal development process informed development of specific sections of the consortium’s final proposal. This paper reports on workshop activities and participants who consulted together in Kenya in advance of the research programme
CLARE scoping study : understanding African decision-makers' needs for research and evidence
This is a detailed scoping study for the Climate and Resilience (CLARE) framework in advance of programming agendas and funding. Additional scoping studies are recommended to better define research needs prior to the research call, including a component on mapping the political and decision-making landscape, as well as partnering with local institutions that have in-depth knowledge. A clear demand-related criterion for the projects that will be funded is emphasized as necessary. Climate change priorities are defined at the country level, which then inform subcontinental and continental priorities. PowerPoint presentationThe presentation reviews how policies are made and how they can determine outcomes in sectors that face variability and change, such as in agriculture, environment, water management, and climate change scenarios. Adaptive Policy includes the ability of policy to not only adapt to anticipated scenarios, but as well to unanticipated conditions. Examples in agricultural policy are provided, noting that monitoring of key indicators can help trigger important policy adjustments. Policies need to consider existing social capital; forums that enable social networking; facilitation and sharing of good practices; and removing barriers to self-organization
