Spatial factors and the employment of blacks at the firm level
In this paper we use data from a new survey of over 3,000 employers in four major metropolitan areas to investigate the determinants of black employment and wages at the firm level. We focus specifically on two factors that are likely to influence the spatial distribution of black employment: the proximity of firms to the residential locations of various racial groups and to public transit. We also consider the effects on black employment of other factors, such as employers' skill needs and some likely determinants of their preferences across groups. Our main finding is that employers' proximity to black residences and to public transit increases the likelihood that they will hire black employees. This is true even when we include detailed controls for the skills needed by employers and also for the race of customers and of those responsible for hiring, which independently affect the levels of black employment at firms. Proximity to public transit and especially to black residences accounts for major portions of the higher black employment rates at central-city than suburban firms. The residential effects are relatively strong for employers who recruit through informal methods and weak for those who use newspapers, thus suggesting that information may play a role in the distance effects. We also find some evidence that employers' proximity to black residential populations results in lower wages for workers.
Customer Discrimination and Employment Outcomes for Minority Workers
In this paper we investigate the effects of consumer discrimination on the employment and earnings of minorities, particularly blacks. We do so using data from a new survey of employers in four large metropolitan areas in the United States. Our results show that the racial composition of an establishment’s customers has sizable effects on the race of who gets hired, particularly in jobs that involve direct contact with customers. Although we find evidence of customer discrimination in both predominantly white and black establishments, the net effect of such discrimination appears to be some reduction in overall labor demand and wages for blacks. Evidence is also presented which suggests that the role of customer discrimination may be growing more important over time.
Within Cities and Suburbs: Racial Residential Concentration and the Spatial Distribution of Employment Opportunities across Submetropolitan Areas
In this paper, we examine and compare the spatial distributions of jobs and people across submetropolitan areas using data on firms from the Multi-City Study of Urban Inequality and data on people from the U.S. Bureau of the Census. The results indicate that less-educated people and those on public assistance mostly reside in areas with high minority populations. Low-skill jobs are quite scarce in these areas, while the availability of such jobs relative to less-educated people in heavily white suburban areas is high. Large fractions of the low-skill jobs in these metropolitan areas are not accessible by public transit. Furthermore, there is significant variation within both central cities and suburbs in the ethnic composition of residents and in the availability of low-skill jobs. The ability of various minority groups to gain employment in each area depends heavily on the ethnic composition of the particular area.
Housing Policies in China: Issues and Options
This article consists in three parts. The first part deals with theory. We evaluate the pros and cons of government involvement in urban housing and of renting versus ownership. In the second part, we summarize the different housing policies that have been implemented in the United States, Europe, and Asia. We draw some conclusions. In particular, we show that there is a tradeoff between encouraging home ownership and social housing since countries that have favor the former have neglected the latter (like Japan, Spain, etc.). In the third part, we use the theory and the international policy parts to address housing policy issues in China. One of the main concerns in Chinese cities is the raise of poverty mainly by illegal migrants (who are Chinese rural residents) living in urban villages. We propose two steps to fight against poverty in Chinese cities. The first one is to require that the Chinese government recognizes these illegal migrants by helping them becoming legal. The second step is to encourage social housing that directly or indirectly subsidizes housing for the poor. In that case, to fight against poverty, one can either implement place-targeted policies (like the enterprise zone programs in the US and Europe and/or housing projects in the US, UK, or France) or people-targeted policies (like the MTO programs in the US). We also discuss other issues related to poverty. In particular, we suggest that the government could also try to keep migrants in rural areas by attracting firms there and/or introduce a microfinance system that helps them become entrepreneur
Central-City/Suburban Inequality and Metropolitan Political Fragmentation
To test the proposition that metropolitan governmental structure has social, economic, and racial consequences, the authors assume that the proliferation of local governments in a metropolitan area and the boundary constraints imposed on the central city have adverse effects, especially on the core city. Analyzing 97 large U.S. metropolitan statistical areas (MSAs), they found only limited support for this proposition. Of three measures of fragmentation, only two were of any consequence, one in the opposite direction predicted. The lower the central city’s share of MSA population, the higher the level of fiscal health for the inner city. Determinants and Effects on Property Values of Participation in Voluntary Cleanup Programs: The Case of Colorado
State Voluntary Cleanup Programs (VCPs) were established starting in the 1990s to encourage the environmental remediation and redevelopment of contaminated properties. These programs typically offer liability relief, subsidies and other regulatory incentives in exchange for site cleanup. This paper asks three questions: First, what type of properties are attracted to voluntary cleanup programs? Second, what is the interaction between these state programs and other incentives for remediation and economic development, such as Enterprise Zone and Brownfield Zone designations? Third, what is the effect of participation in the VCP on property values? We use data from Colorado’s VCP to answer these questions. We find that most of the properties enrolled in this program were not previously listed on EPA’s contaminated site registries, and that most applicants seek to obtain directly a “no further action” determination without undergoing remediation. The main determinants of participation are the size of the parcel and whether the surrounding land use is primarily residential, while other incentives have little effect. Properties with confirmed contamination sell at a 47% discount relative to comparable uncontaminated parcels, and participation tends to raise the property price, but this latter effect is not statistically significant. Taken together, these findings suggest that the participating properties are those with high development potential, and hint at the possibility that owners or developers may be seeking to obtain a clean bill of health from the State with only minimal or no cleanup efforts. Were these findings confirmed with data from other states, they would raise doubts about the effectiveness of voluntary programs in encouraging remediation and their usefulness in reversing some of the undesired effects of the Superfund legislation
