The article reveals the state of modern Russia's relations with African countries, focuses on the importance and relevance of the Soviet experience in the region and willingness of Af-rican countries authorities to provide preferences to Moscow. It is noted that Africa at the turn of XXβXXI centuries is the subject of economic rivalry like between the former metropolitan countries and the new political factors like the US and China. In this regard Russia as the legal successor of the Soviet Union could use the potential accumulated during the Soviet period, taking into account the fact that the African states still maintain a positive image of the Soviet Union as a country that has made a decisive contribu-tion to the liberation of the continent from colonialism. Influence of soy flour and its processed products on the essential amino acids content in the bees body
Providing bees with benign and sufficient protein feeds is the key to successful beekeeping. Protein feed significantly affects on certain functions of individuals and the vital activity and productivity of the bee colonies. So, as a result of increased consumption of protein feed during the first days of life the supply of proteins in the body significantly increases in young bees, hypopharyngeal glands and other organs become developed, which provides the ability to perform various tasks depending on age and living conditions. Older bees consume protein for tissue renewal with new cells and metabolic processes. Bees raised on low protein feeds become physiologically defective and do not live long. In conditions of protein starvation, brood rearing stops and bees throw larvae out of their cells. The article presents the results of studying the effect of using soy flour and its processed products in bee feeding on the essential amino acids content in their body. It was found that the use of soy peptone in bee feeding contributes to a greater accumulation of essential amino acids in the bees body in different periods of their development, in compared to soy milk, defatted soy flour and roasted soy flour which indicates a higher efficiency of its use as partial substitutes for protein feeds
CLASSIFICATION OF MODERN LAND MANAGEMENT PROBLEMS ARISING FROM THE LAND REFORM
Discussions on fundamental concepts in land management have been and are ongoing throughout the land reform process.
In such circumstances, domestic scientists have made considerable efforts to solve the problems of land management and land reform, beginning, first of all, with the systematization or classification of problems arising in the process of land reform or land management.
The problems of interpretation of the concept of land management in Ukraine are investigated; this investigation is based on the legislative support of land management, on the ways of implementation of the land reform and its results, and on the researches by domestic scientists.
The analysis of problems, arisen as a result of the implementation and incompleteness of the land reform and which typically occur during implementation of the land management at the present stage and in previous years, has been made on the basis of a chronological analysis of scientific research.
A scheme of classification of the problems of land development is proposed; this scheme includes problems of the land management and problems of the land reform.
The conformity analysis concerning land management at different levels and its corresponding purposes has been made; these purposes are currently fixed by the regulatory legal acts.
The result of the conducted research and the classification of the problems of land development will further be reflected in the deepening of the research on the specific problems of land management and in the application of a systematic approach to their solution
About one method of on-line signature verification using radial basis function
Β© 2014 by the author(s). The article is devoted to the study of a possibility of on-line signature verification using the wavelet transform with the radial basis function. Representation of the signature in the form of function, invariant concerning a position, - the signature is replaced by a broken curve and is described using the angles between the adjacent links - is offered. Using the wavelet transforms for the signature description, comparison of expansion coefficients of functions of signatures by the radial basis function to verify signatures is described in detail. In the result of application of the offered method the magnitude of error of first kind has made 4.4%, the magnitude of error of second kind - 2.8%

The article discusses the position of the USSR on the Islamic Conferences of Asia and Africa. Recognizes the role and importance of Soviet policy aimed at the elimination of colonialism and neo-colonialism; protect the independence and sovereign rights of states and peoples, the strengthening of world peace. Based on the directives of the Soviet delegation, the author gives a clear position of the USSR at the conference. It is a question of one of the most important goals that faced the Soviet delegation at the 2nd Islamic Conference of Asian and African countries was the fact that in their decisions and documents of the Conference emphasized the importance of the "Declaration on the Granting of Independence to Colonial Countries and Peoples", adopted by the UN the initiative of the Soviet Union, condemned Portugal and other colonial powers, sabotaging its implementation, and demanded the immediate and strict implementation of the Declaration. It is mentioned the major questions which have discussed the countries-participants of conferences. Smart-space architecture for IT-competency building in physical education specialist

The study analyzes the issues of due IT-competency building in a modern physical education specialist; and offers the key provisions for the students' immersion in the relevant education smart-space with the following key ideas and components: practice-driven education concept; networking cooperation of the university with the general secondary education school system; and smartspace educational elements based on the cloud technologies being applied in the digital education courses. The article gives an overview and groundings for the smart-space architecture for the IT-competency building in a physical education specialist; and analyzes benefits of the proposed architecture as verified by the model piloting experiment. Objective of the study was to make provisions the IT-competence being effectively built up in the modern physical education specialists with due regard to their actual professional needs and responsibilities; and assess benefits of the proposed smart-space architecture to secure high efficiency of the process. The proposed model architecture was tested in late 2016 on students majoring in the Physical Education and Life Safety discipline at the Yelabuga Institute of Kazan Federal University. The model piloting experiment showed its benefits as verified by the students' progress in the professional competency building process; i.e. the education curriculum and learning stages designed within the smart-space architecture of the education specialist training were found successful. The smart-space architecture for the IT-competency building in a physical education specialist may be successful only when prudently structured to include the education process design and reasonably designed and applied road map; secures the students' immersion in the digital smart-courses; and offers duly designed and applied web-portfolios
