Regulating the technological actor: how governments tried to transform the technology and the market for cryptography and cryptographic services and the implications for the regulation of information and communications technologies
The formulation, adoption, and transformation of policy
involves the interaction of actors as they negotiate, accept, and
reject proposals. Traditional studies of policy discourse focus
on social actors. By studying cryptography policy discourses, I
argue that considering both social and technological actors in
detail enriches our understanding of policy discourse.
The case-based research looks at the various cryptography
policy strategies employed by the governments of the United
States of America and the United Kingdom. The research
method is qualitative, using hermeneutics to elucidate the
various actors’ interpretations. The research aims to
understand policy discourse as a contest of principles involving
various government actors advocating multiple regulatory
mechanisms to maintain their surveillance capabilities, and the
reactions of industry actors, non-governmental organisations,
parliamentarians, and epistemic communities.
I argue that studying socio-technological discourse helps us to
understand the complex dynamics involved in regulation and
regulatory change. Interests and alignments may be contingent
and unstable. As a result, technologies can not be regarded as
mere representations of social interests and relationships.
By capturing the interpretations and articulations of social and
technological actors we may attain a better understanding of
the regulatory landscape for information and communications
technologies
Beyond Good and Evil: Why Open Source Development for Peer to Peer Networks Does Not Necessarily Lead to an Open Society, is as Imbalanced as Copyright Law and Definitely is Not Going to Make You a Better Person
This paper interrogates the claims that open source development is an ideal form of regulatory development. We begin by presenting the literature that offers a framework of modalities of regulation where code, along with laws, markets, and norms shape and influence individual action. Within this framework, it is argued that for an Open Society we need Open Code. We present the processes through which the Gnutella protocol and the Limewire application are developed by deconstructing the mechanisms of participation and contribution of the individual developers. The techniques of monitoring, modularization and filtering that we identify appear to be inconsistent with open society promises. Instead we suggest a different framing, that of creating nests of interests, whose creators can find refuge from inhabitants of other nests. From that perspective, we suggest that we should stop referring to the war between Copyright and peer-to-peer networks as the battle between good and evil
An unusual case of meningococcal meningitis complicated with subdural empyema in a 3 month old infant: a case report
Subdural empyema is an unusual complication of meningococcal meningitis, and in acute cases can be rapidly fatal. We present a case of an 8 week old infant who presented with atypical Neisseria meningitis with bifrontal subdural empyema formation. Through the utilisation of modern polymerise chain reaction tests on cerebrospinal fluid samples, we were able to confirm the diagnosis and institute appropriate treatment. Early surgical intervention and appropriate intravenous antibiotics meant that the patient fully recovered. In summary, early treatment of meningitis without adequate microbiological investigations can complicate later diagnosis of subdural empyema. Early suspicion of empyema should be considered when patient fails to improve after 48 hrs, seizures are a late sign and gives a poorer prognosis. Computed tomography scanning is still the modality of choice although in this case, magnetic resonance imaging had its benefits. Polymerase chain reaction of cerebrospinal fluid testing may also provide an important confirmatory test in future
Policy Discourse and Data Retention: The Technology
Abstract This article presents an analysis of UK legislation on the retention of communications data that was introduced in the aftermath of the attacks of September 11, 2001. It presents a review of the discourses surrounding this legislation in parliament, in the wider international policy arena, in business and in terms of technology. The review of these discourses demonstrates that, in understanding policies involving a significant technological component such as communications data retention, policy alternatives may be evaluated only with an appreciation of technological characteristics alongside the traditional concerns of legislators, civil society and the business community. While academia has developed many forms of analysis for political, international, and regulatory discourses, the same must be undertaken for technological discourse, i.e. the interactions between the policies in question, the actors, and the technologies. Developing forms of analysis for technological discourses will likely lead to further understanding of both the policy problem and the actors' interests. The paper also shows how current institutions are slowly developing the necessary skills to incorporate the technological aspects of policy into political debate, and calls for a similar development for the law.

Expression Analysis of Macrodactyly Identifies Pleiotrophin Upregulation
Macrodactyly is a rare family of congenital disorders characterized by the diffuse enlargement of 1 or more digits. Multiple tissue types within the affected digits are involved, but skeletal patterning and gross morphological features are preserved. Not all tissues are equally involved and there is marked heterogeneity with respect to clinical phenotype. The molecular mechanisms responsible for these growth disturbances offer unique insight into normal limb growth and development, in general. To date, no genes or loci have been implicated in the development of macrodactyly. In this study, we performed the first transcriptional profiling of macrodactyly tissue. We found that pleiotrophin (PTN) was significantly overexpressed across all our macrodactyly samples. The mitogenic functions of PTN correlate closely with the clinical characteristics of macrodactyly. PTN thus represents a promising target for further investigation into the etiology of overgrowth phenotypes
The development of academics’ feedback literacy: experiences of learning from critical feedback via scholarly peer review
The emerging literature related to feedback literacy has hitherto focused primarily on students’ engagement with feedback, and yet an analysis of academics’ feedback literacy is also of interest to those seeking to understand effective strategies to engage with feedback. Data from concept map-mediated interviews and reflections, with a team of six colleagues, surface academics’ responses to receiving critical feedback via scholarly peer review. Our findings reveal that feedback can be visceral and affecting, but that academics employ a number of strategies to engage with this process. This process can lead to actions that are both instrumental, enabling academics to more effectively ‘play the game’ of publication, as well as to learning that is more positively and holistically developmental. This study thus aims to open up a dialogue with colleagues internationally about the role of feedback literacy, for both academics and students. By openly sharing our own experiences we seek to normalise the difficulties academics routinely experience whilst engaging with critical feedback, to share the learning and strategies which can result from peer review feedback, and to explore how academics may occupy a comparable role to students who also receive evaluation of their work
The genetic architecture of the human cerebral cortex
The cerebral cortex underlies our complex cognitive capabilities, yet little is known about the specific genetic loci that influence human cortical structure. To identify genetic variants that affect cortical structure, we conducted a genome-wide association meta-analysis of brain magnetic resonance imaging data from 51,665 individuals. We analyzed the surface area and average thickness of the whole cortex and 34 regions with known functional specializations. We identified 199 significant loci and found significant enrichment for loci influencing total surface area within regulatory elements that are active during prenatal cortical development, supporting the radial unit hypothesis. Loci that affect regional surface area cluster near genes in Wnt signaling pathways, which influence progenitor expansion and areal identity. Variation in cortical structure is genetically correlated with cognitive function, Parkinson's disease, insomnia, depression, neuroticism, and attention deficit hyperactivity disorder

A Research Note on Capturing Technology: Towards Moments of Interest
The technological is often in the background of our research, despite claims of being socio-technical. Following from Orlikowski and Iacono's call for research on the ability to theorize the technological within IS research, this research note reviews the literature on society and technology to understand how we may interrogate the technological within a discourse. This article then pr oposes that within a discourse there are moments of interest where we can observe, interrogate, and develop an understanding regarding the form of the technological. In turn, this may complement our understanding of the social, and allow for further research onhow the socio-technological world takes form
