Eternal return : present-day problems associated with social reintegration of Ukrainian labor migrants arriving in Ukraine from the EU (based on sociological research results)

CARIM-East: Creating an Observatory of Migration East of EuropeThis is the translated version of CARIM-East RR 2013/05In the present paper Ukrainian case study is used to examine certain research aspects associated with the research of return migration and subsequent social reintegration of migrants in the country of origin. In this paper by return migrants we mean those who in the post-Soviet period have acquired experience of legal or illegal temporary (in the course of less than three months) stay abroad (in this case in the EU member states) with the purpose of employment and who have by now returned to their home country – Ukraine. The present analysis focuses on four key aspects of re-inclusion of returning migrants: 1) legal re-adaptation, 2) resolution of housing-related problems, 3) employment issue/ conditions for starting a business, and 4) family reunion and socio-cultural re-adaptation to the local community.CARIM-East is co-financed by the European University Institute and the European Union

The impact of the current military conflict on migration and mobility in Ukraine

In seeking to investigate the recent changes in migration matters in Ukraine since EuroMaidan, annexation of Crimea and hostilities in Donbass, this paper explores the situation on the ground using the available data (including official statistics, figures of the international organizations, media reports and public surveys) as well as expert voices from different disciplines. It covers the period from winter 2013/14, when the first individual circular movements started, to autumn 2014, marked with intense mass displacement which has been rapidly growing since then. It is indicated that the observed conflict was triggered out by externally orchestrated factors and agents and would not have been caused by internal economic, political or cultural contradictions alone. Given the unprecedented challenge that Ukraine, being in the middle of the conflict, is currently facing, it also addresses the potential for a policy and the institutional framework to deal with migration since the crisis

Social and Political Implications of Labor Migration in Ukraine in the Mirror of the Sociological Analysis

English version of CARIM-East RR2012/18CARIM-East: Creating an Observatory of Migration East of EuropeBased on official data and sociological studies the article provides an overview of the main features of contemporary migration processes in Ukraine and its key implications for changes in the socio-political situation in the country. The conclusion is that international labor migration from Ukraine is a natural form of citizens’ spatial self-organization in the conditions of the economic crises and unstable political situation in the country and the world. Attention is drawn to the fact that although immigration is gaining momentum in Ukraine (since the mid-2000s it became the host country with a positive balance of international movements), it is unable to compensate for the increasing competential imbalance in the domestic labor market and make up for the loss of national human resources. Low integration potential of the existing system of social and labor relations prevents the successful inclusion into society of returning Ukrainian migrants and arriving in Ukraine foreign labor force. Prevention of mass migration outflows from Ukraine due to improved economic, legal and civil environment in the country, promotion of comprehensive monitoring of citizens entering and leaving the country and their full integration into the internal labor market should be a priority of the national strategy and tactics for the national development of Ukraine.CARIM-East is co-financed by the European University Institute and the European Union

Evaluation of migration mobility based on sociological research data in Ukraine

Migration mobility: subject field, measurement instruments, application. In the absence of reliable instruments for control and accounting of irregular forms of interstate migration , including migration from Ukraine to the non-CIS countries , estimates of migration flows voiced by experts and broadcast by domestic mass media are contradictory . Hence there is a need to use interdisciplinary methods to monitor and forecast migration, including methods offered by sociology. It is important to agree upon the terms and categories to be used in research. Readmission, return and reintegration of migrants in Ukraine : socio-political context

The ambivalent socio-political processes that have accompanied the formulation of the Ukrainianposition on the readmission of various migrant groups from the EU, CIS and other countries havedetermined a high risk of the formation of a marginalized readmission space33 in its territory. Despitethe slow but steady progress made in the discussion on and development of a multilateral legal framework in this field, the institutional and implementation gap between what is currently in place inUkraine and internationally accepted standards for readmission,return and reintegration remainsessential. The high levels of xenophobia among the population of Ukraine in relation to certain ethnic groups,35 heated by the radical nationalist movements gaining popularity, have created geopoliticaland societal conditions for the diversion of public perception in a direction unfavorable to the future ofthe Ukrainian state and society. Russian version of CARIM-East RR2012/24CARIM-East: Creating an Observatory of Migration East of EuropeНа базе данных официальной статистики и материалов социологических исследований в статье предложен обзор основных особенностей современных миграционных процессов в Украине и их ключевых последствий для изменений в социально-политической ситуации в стране. Сделан вывод о том, что международная трудовая миграция из Украины является закономерной формой пространственной самоорганизации граждан в условиях кризисной экономики и нестабильной политической ситуации в стране и в мире. Обращается внимание на то, что набирающая обороты иммиграция в Украину, ставшую с середины 2000-х годов принимающей страной с положительным сальдо международных перемещений, не способна компенсировать углубляющийся квалификационный дисбаланс на внутреннем рынке труда и восполнить потерю национальных человеческих ресурсов. Низкий интеграционный потенциал существующей системы общественных и трудовых отношений препятствует успешному вливанию в социум как возвратившихся на родину украинских мигрантов, так и прибывающей в Украину иностранной рабочей силы. В контексте статьи, под возвратившимися мигрантами имеются в виду те, у кого есть опыт легального или нелегального временного (на протяжении не менее трех месяцев) пребывания за границей (в данном случае, в странах ЕС) с целью трудоустройства в постсоветский период, и кто к настоящему времени вернулся на родину – в Украину. В предложенном анализе внимание сфокусировано на четырех основных аспектах реинклюзии возвратившихся мигрантов: 1) правовой реадаптации, 2) решении жилищных вопросов, 3) проблеме занятости / условиях для развития собственного бизнеса и 4) процессе воссоединения с семьей и социо-культурной реадаптации к местному сообществу.CARIM-East is co-financed by the European University Institute and the European Union
