A EXPERIÊNCIA DA CONSTRUÇÃO DE UM PLANO OPERATIVO PARA O SETOR DE DEMANDA JUDICIAL NA SECRETARIA DE SAÚDE DO ESTADO DO PARANÁ
Com o aumento da demanda judicial para fornecimento de medicamentos na Secretaria de Estado de Saúde do Paraná, a gestão do setor responsável tem se apresentado cada vez mais complexa. A ausência de legislação que regulamente parte da Assistência Farmacêutica (AF) dificulta mais a sua organização. Para enfrentamento dessas dificuldades foi elaborado um planejamento estratégico situacional (PES), conforme os fundamentos de Carlos Matus, seu idealizador. Este artigo relata uma experiência de elaboração de um plano operativo com quatro momentos, a saber: explicativo, normativo, estratégico e tático-operacional. No momento explicativo foi possível identificar os problemas com maior magnitude, transcendência, vulnerabilidade, urgência e factibilidade. Assim obteve-se por pontuação o problema a ser priorizado e estudado. As ações a serem realizadas para sua superação foram elencadas no momento normativo. No momento estratégico foi analisada a viabilidade e factibilidade de cada ação e atribuída atividade estratégica para aquelas que possuíam déficit. No momento tático-operacional foi elaborado o protocolo de avaliação, com indicadores e fontes de verificação para os resultados das ações. Por meio desse trabalho foi possível observar que o método de Carlos Matus é bem trabalhoso e exige bastante tempo para sua elaboração. Destacam-se como aspectos favoráveis: o foco a ser definido, o qual deve ser estudado antes do inicio do projeto, considerando o seu centralizador e o impacto que se almeja nas ações a serem realizadas; e a participação de atores internos e externos, que possibilitam o envolvimento direto de todos com o problema
Bose-Einstein correlations in hadron-pairs from lepto-production on nuclei ranging from hydrogen to xenon
Bose-Einstein correlations of like-sign charged hadrons produced in
deep-inelastic electron and positron scattering are studied in the HERMES
experiment using nuclear targets of H, H, He, He, N, Ne, Kr,
and Xe. A Gaussian approach is used to parametrize a two-particle correlation
function determined from events with at least two charged hadrons of the same
sign charge. This correlation function is compared to two different empirical
distributions that do not include the Bose-Einstein correlations. One
distribution is derived from unlike-sign hadron pairs, and the second is
derived from mixing like-sign pairs from different events. The extraction
procedure used simulations incorporating the experimental setup in order to
correct the results for spectrometer acceptance effects, and was tested using
the distribution of unlike-sign hadron pairs. Clear signals of Bose-Einstein
correlations for all target nuclei without a significant variation with the
nuclear target mass are found. Also, no evidence for a dependence on the
invariant mass W of the photon-nucleon system is found when the results are
compared to those of previous experiments
Measurement of higher cumulants of net-charge multiplicity distributions in AuAu collisions at GeV
We report the measurement of cumulants () of the net-charge
distributions measured within pseudorapidity () in AuAu
collisions at GeV with the PHENIX experiment at the
Relativistic Heavy Ion Collider. The ratios of cumulants (e.g. ,
) of the net-charge distributions, which can be related to volume
independent susceptibility ratios, are studied as a function of centrality and
energy. These quantities are important to understand the quantum-chromodynamics
phase diagram and possible existence of a critical end point. The measured
values are very well described by expectation from negative binomial
distributions. We do not observe any nonmonotonic behavior in the ratios of the
cumulants as a function of collision energy. The measured values of and can be directly compared to lattice
quantum-chromodynamics calculations and thus allow extraction of both the
chemical freeze-out temperature and the baryon chemical potential at each

Measurements of double-helicity asymmetries in inclusive production in longitudinally polarized collisions at GeV
We report the double helicity asymmetry, , in inclusive
production at forward rapidity as a function of transverse momentum
and rapidity . The data analyzed were taken during
GeV longitudinally polarized collisions at the Relativistic Heavy Ion
Collider (RHIC) in the 2013 run using the PHENIX detector. At this collision
energy, particles are predominantly produced through gluon-gluon
scatterings, thus is sensitive to the gluon polarization
inside the proton. We measured by detecting the decay
daughter muon pairs within the PHENIX muon spectrometers in the
rapidity range . In this kinematic range, we measured the
to be ~(stat)~~(syst). The
can be expressed to be proportional to the product of the
gluon polarization distributions at two distinct ranges of Bjorken : one at
moderate range where recent RHIC data of jet and
double helicity spin asymmetries have shown evidence for significant gluon
polarization, and the other one covering the poorly known small- region . Thus our new results could be used to further

Nuclear matter effects on production in asymmetric Cu+Au collisions at = 200 GeV
We report on production from asymmetric Cu+Au heavy-ion collisions
at =200 GeV at the Relativistic Heavy Ion Collider at both
forward (Cu-going direction) and backward (Au-going direction) rapidities. The
nuclear modification of yields in CuAu collisions in the Au-going
direction is found to be comparable to that in AuAu collisions when plotted
as a function of the number of participating nucleons. In the Cu-going
direction, production shows a stronger suppression. This difference is
comparable in magnitude and has the same sign as the difference expected from
shadowing effects due to stronger low- gluon suppression in the larger Au
nucleus. The relative suppression is opposite to that expected from hot nuclear
matter dissociation, since a higher energy density is expected in the Au-going

Transverse energy production and charged-particle multiplicity at midrapidity in various systems from to 200 GeV
Measurements of midrapidity charged particle multiplicity distributions,
, and midrapidity transverse-energy distributions,
, are presented for a variety of collision systems and energies.
Included are distributions for AuAu collisions at ,
130, 62.4, 39, 27, 19.6, 14.5, and 7.7 GeV, CuCu collisions at
and 62.4 GeV, CuAu collisions at
GeV, UU collisions at GeV,
Au collisions at GeV, HeAu collisions at
GeV, and collisions at
GeV. Centrality-dependent distributions at midrapidity are presented in terms
of the number of nucleon participants, , and the number of
constituent quark participants, . For all collisions
down to GeV, it is observed that the midrapidity data
are better described by scaling with than scaling with . Also presented are estimates of the Bjorken energy density,
, and the ratio of to ,
the latter of which is seen to be constant as a function of centrality for all

Inclusive cross section and double-helicity asymmetry for production at midrapidity in collisions at GeV
PHENIX measurements are presented for the cross section and double-helicity
asymmetry () in inclusive production at midrapidity from
collisions at ~GeV from data taken in 2012 and 2013 at
the Relativistic Heavy Ion Collider. The next-to-leading-order
perturbative-quantum-chromodynamics theory calculation is in excellent
agreement with the presented cross section results. The calculation utilized
parton-to-pion fragmentation functions from the recent DSS14 global analysis,
which prefer a smaller gluon-to-pion fragmentation function. The
results follow an increasingly positive asymmetry trend with
and with respect to the predictions and are in excellent
agreement with the latest global analysis results. This analysis incorporated
earlier results on and jet , and suggested a positive
contribution of gluon polarization to the spin of the proton for the
gluon momentum fraction range . The data presented here extend to a
currently unexplored region, down to , and thus provide additional
constraints on the value of . The results confirm the evidence for
nonzero using a different production channel in a complementary
