    Public Education for the Children Left Behind

    This paper examines the role of public education in the context of parental migration, and it studies the effects of an expansive income tax policy that is adopted to increase public education expenditure per pupil. It is shown that such a policy may exacerbate income inequality in the long run if for the less skilled dynasties, the benefits of more public spending on education does not make up for the negative effects of increased parental absences. However, if the migration-induced tax base erosion is not severe, an expansive income tax policy indeed enhances future human capital for all dynasties, and moreover, it may help the less skilled households escape from the poverty trap, thus reducing long-run inequality.Human Capital; Income Inequality; Parental Migration; Public Education Expenditure; Tax Base Erosion

    Low skilled immigration and the expansion of private schools

    A political-economic model is provided to study the impact of low-skilled immigration on the receiving country's education system, in terms of sources of school funding, expenditure per pupil, and type of parents who are more likely to send children to privately funded schools. The education regime results from the interplay between households' choices on fertility and education and the public education provided. No exogenous culturally-based difference is assumed among agents. Low-skilled migrant workers differ from their local counterparts only in voting rights and adjustment costs. The impact of immigration on public school congestion, tax base, wages and skill premium are considered. When the number of low-skilled immigrants is large, the education regime tends to become more segregated, with wealthier locals more likely to opt out of the public system into private schools. The fertility differential between high- and low-skilled locals increases due to a quantity/quality trade-off.     Remittances and inequality: A dynamic migration model

    We develop a model to study the effects of migration and remittances on inequality in the origin communities. While wealth inequality is shown to be monotonically reduced along the time-span, the short- and the long-run impacts on income inequality may be of opposite signs, suggesting that the dynamic relationship between migration/remittances and inequality may well be characterized by an inverse U-shaped pattern. This is consistent with the findings of the empirical literature, yet offers a different interpretation from the usually assumed migration network effects. With no need to endogenize migration costs through the role of migration networks, we generate the same result via intergenerational wealth accumulation.Migration, remittances, inequality

    Brain drain in globalization A general equilibrium analysis from the sending countries’ perspective

    The paper assesses the global effects of brain drain on developing economies and quantifies the relative sizes of various static and dynamic impacts. By constructing a unified generic framework characterized by overlapping generations dynamics and calibrated to real data, this study incorporates many direct impacts of brain drain whose interactions, along with other indirect effects, are endogenously and dynamically generated. Our findings suggest that the short-run impact of brain drain on resident human capital is extremely crucial, as it does not only determine the number of skilled workers available to domestic production, but it also affects the sending economy’s capacity to innovate or to adopt modern technologies. The latter impact plays an important role particularly in a globalized economy where capital investments are made in places with higher production efficiencies ceteris paribus. Hence, in spite of several empirically documented positive feedback effects, those countries with high skilled emigration rates are the most candid victims to brain drain since they are least likely to benefit from the “brain gain” effect, and thus suffering from declines of their resident human capital.Brain Drain, Capital Flow, Development, Human Capital, Remittances

    Effective DBHF Method for Asymmetric Nuclear Matter and Finite Nuclei

    A new decomposition of the Dirac structure of nucleon self-energies in the Dirac Brueckner-Hartree-Fock (DBHF) approach is adopted to investigate the equation of state for asymmetric nuclear matter. The effective coupling constants of σ\sigma , ω\omega , δ\delta and ρ\rho mesons with a density dependence in the relativistic mean field approach are deduced by reproducing the nucleon self-energy resulting from the DBHF at each density for symmetric and asymmetric nuclear matter. With these couplings the properties of finite nuclei are investigated. The agreement of charge radii and binding energies of finite nuclei with the experimental data are improved simultaneously in comparison with the projection method. It seems that the properties of finite nuclei are sensitive to the scheme used for the DBHF self-energy extraction. We may conclude that the properties of the asymmetric nuclear matter and finite nuclei could be well described by the new decomposition approach of the G matrix.Comment: 16 pages, 5 figure
