    The paradox of tenant empowerment: regulatory and liberatory possibilities

    Tenant empowerment has traditionally been regarded as a means of realising democratic ideals: a quantitative increase in influence and control, which thereby enables "subjects" to acquire the fundamental properties of "citizens". By contrast governmentality, as derived from the work of Michel Foucault, offers a more critical appraisal of the concept of empowerment by highlighting how it is itself a mode of subjection and a means of regulating human conduct towards particular ends. Drawing on particular data about how housing governance has changed in Glasgow following its 2003 stock transfer, this paper adopts the insights of governmentality to illustrate how the political ambition of "community ownership" has been realized through the mobilization and shaping of active tenant involvement in the local decision making process. In addition, it also traces the tensions and conflict inherent in the reconfiguration of power relations post-transfer for "subjects" do not necessarily conform to the plans of those that seek to govern them

    Spin Star as Switch for Quantum Networks

    Quantum state transfer is an important task in quantum information processing. It is known that one can engineer the couplings of a one-dimensional spin chain to achieve the goal of perfect state transfer. To leverage the value of these spin chains, a spin star is potentially useful for connecting different parts of a quantum network. In this work, we extend the spin-chain engineering problem to the problems with a topology of a star network. We show that a permanently coupled spin star can function as a network switch for transferring quantum states selectively from one node to another by varying the local potentials only. Together with one-dimensional chains, this result allows applications of quantum state transfer be applied to more general quantum networks.Comment: 10 pages, 2 figur

    Feasibility of Image Reconstruction from Triple Modality Data of Yttrium-90

    The recent implementation of the first clinical triple modality scanner in STIR enables investigation of the possibility of triple modality image reconstruction. Such a tool represents an important step toward the improvement of dosimetry for theranostics, where the exploitation of multi-modality imaging can have an impact on treatment planning and follow-up. To give a demonstration of triple modality image reconstruction we used data from a NEMA phantom that was filled with Yttrium-90 (90Y), which emits Bremsstrahlung photons detectable with SPECT as well as gamma rays that can go through pair production, therefore creating positrons that make PET acquisition possible. The data were acquired with the Mediso AnyScan SPECT/PET/CT. Different ways of including multiple side information using the kernelised expectation maximisation (KEM) and the Hybrid KEM (HKEM) were used and investigated in terms of ROI activity and noise suppression. This work presents an example of application with 90Y but it can be extended to any other radionuclide combination used in Theranostic applications

    Tectonic motion site survey of the National Radio Astronomy Observatory, Green Bank, West Virginia

    A geological and geophysical site survey was made of the area around the National Radio Astronomy Observatory (NRAO) to determine whether there are at present local tectonic movements that could introduce significant errors to Very Long Baseline Interferometry (VLBI) geodetic measurements. The site survey consisted of a literature search, photogeologic mapping with Landsat and Skylab photographs, a field reconnaissance, and installation of a seismometer at the NRAO. It is concluded that local tectonic movement will not contribute significantly to VLBI errors. It is recommended that similar site surveys be made of all locations used for VLBI or laser ranging

    Earth observation and geospatial data can predict the relative distribution of village level poverty in the Sundarban Biosphere Reserve, India

    There is increasing interest in leveraging Earth Observation (EO) and geospatial data to predict and map aspects of socioeconomic conditions to support survey and census activities. This is particularly relevant for the frequent monitoring required to assess progress towards the UNs' Sustainable Development Goals (SDGs). The Sundarban Biosphere Reserve (SBR) is a region of international ecological importance, containing the Indian portion of the world's largest mangrove forest. The region is densely populated and home to over 4.4 million people, many living in chronic poverty with a strong dependence on nature-based rural livelihoods. Such livelihoods are vulnerable to frequent natural hazards including cyclone landfall and storm surges. In this study we examine associations between environmental variables derived from EO and geospatial data with a village level multidimensional poverty metric using random forest machine learning, to provide evidence in support of policy formulation in the field of poverty reduction. We find that environmental variables can predict up to 78% of the relative distribution of the poorest villages within the SBR. Exposure to cyclone hazard was the most important variable for prediction of poverty. The poorest villages were associated with relatively small areas of rural settlement (&lt;∼30%), large areas of agricultural land (&gt;∼50%) and moderate to high cyclone hazard. The poorest villages were also associated with less productive agricultural land than the wealthiest. Analysis suggests villages with access to more diverse livelihood options, and a smaller dependence on agriculture may be more resilient to cyclone hazard. This study contributes to the understanding of poverty-environment dynamics within Low-and middle-income countries and the associations found can inform policy linked to socio-environmental scenarios within the SBR and potentially support monitoring of work towards SDG1 (No Poverty) across the region.</p

    New Labour's communitarianisms

    This article argues that communitarianism can be analysed on different levels — sociological, ethical and meta—ethical — and along different dimensions — conformist/pluralist, more conditional/less conditional, progressive/conservative, prescriptive/voluntary, moral/socioeconomic and individual/corporate. We argue that New Labour's communitarianism is a response to both neo-liberalism and old social democracy. It is sociological, ethical and universalist rather than particularist on the meta-ethical level. Labour increasingly favours conditional, morally prescriptive, conservative and individual communitarianisms. This is at the expense of less conditional and redistributional socioeconomic, progressive and corporate communitarianisms. It is torn between conformist and pluralist versions of communitarianism. This bias is part of a wider shift in Labour thinking from social democracy to a liberal conservatism which celebrates the dynamic market economy and is socially conservative

    Non-Markovian dynamics in a spin star system: The failure of thermalization

    In most cases, a small system weakly interacting with a thermal bath will finally reach the thermal state with the temperature of the bath. We show that this intuitive picture is not always true by a spin star model where non-Markov effect predominates in the whole dynamical process. The spin star system consists a central spin homogeneously interacting with an ensemble of identical noninteracting spins. We find that the correlation time of the bath is infinite, which implies that the bath has a perfect memory, and that the dynamical evolution of the central spin must be non- Markovian. A direct consequence is that the final state of the central spin is not the thermal state equilibrium with the bath, but a steady state which depends on its initial state.Comment: 8 page
